<p>Globalization as an emerging and pervasive phenomenon has had a significant impact on various aspects of human life. Development and influence of this phenomenon have been accelerated as a result of the Soviet Union’s collapse, the spread of neo-liberal economics and communications, and information revolution since 1980s. Therefore, this research aims at analyzing the effect of globalization on two important institutions of civil society. Another purpose of the recent research is answering a question regarding globalization as a new and inclusive phenomenon. This question can be considered as “How globalization affects the development of Iran’s civil society especially the press and political parties?” This question has been formed because previous studies indicated that globalization has led to the development of political parties and the press in Iran as a result of political culture development. To substantiate this question, dimensions and the process of its impacts in Iran have been studied in this research. Also, the impact of globalization on political culture, parties, and the press has been evaluated in this research.</p>

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

The dominant perception is that Irish society has responded to the current economic crisis in a relatively muted, moderate and passive fashion. How can we explain this apparent absence of political contestation or protest in Irish civil society? Various cultural and historical explanations can partially explain this apparent passivity; the approach here complements these explanations by exploring the institutional nature of the Irish state as an explanatory factor for the nature of the Irish civil society response to the crisis. Having first defined civil society and explored the scale and scope of Irish civil society, the article focuses on whether, or to what extent, the relative absence of a progressive civil society or movements can be partially attributed to the institutional nature of the Irish state. Five institutional or state-centred rationales are offered: the populist nature of Irish political parties; patterns of interest group formation; clientalism; corporatism; and state strategies to silence dissent. The impact on civil society of the increased marketisation of public goods is briefly discussed. The article argues that more critical awareness in civil society of how populist state institutions influence civil society will open up new possibilities for civil society strategies. It concludes by examining how institutions, interests and ideas might change. Society needs to develop a greater public sphere where cross-sectoral progressive alliances can demonstrate popular support for alternatives.

In the circumstances when human life is intensively affected by many harmful environmental factors resulting from large-scale disasters of different origins and types, the issues of population training in emergency preparedness and response as well as public safety culture development in general are of great importance. According to the State Emergency Service of Ukraine, in 2018 168 people were killed and 839 were injured because of emergencies.  In comparison with the same last year period, there is a steady death toll increase despite the fact that the total number of emergencies in Ukraine has decreased in contrast to the previous period. In addition, rescuers have considered fire safety and hygiene violations along with low-level control over the epidemic prevention measures implementation as main causes of natural and man-made emergencies in the country during recent years. Such state of affairs may indicate that very often the loss of life during emergency results from the lack of knowledge and failure to comply with the recommendations on life safety, and that the existing system of civil protection training is not able to cover all segments of the population. In addition, the complex technogenic and environmental, and military and political situations significantly increases the risk of dangerous incidents occurrence with casualties. Thus, modernization of knowledge dissemination system on the civil protection and life safety issues among the population are of particular relevance. The problem of mobile technologies for educational purposes is analyzed by the Ukrainian and foreign researchers, namely: V. Bykov, A. Struk, S. Smerikov, D. Kigan, A. Andreeva, etc. At the same time, the analysis of scientific and methodological literature and online sources shows that the problem of the use of mobile training for raising public awareness on civil protection issues has not been considered as a separate research subject before. The purpose of the article is to determine the peculiarities of the mobile technologies used for population emergency preparedness, as well as to present the developed social mobile application “SES Alphabet” and the prospects of its usage for population training. Under the rapid civilizational development of humanity, there will always be the possibility of various natural and manmade threats, and a certain part of the population will suffer from dangerous factors of the external environment. Therefore, the issue of citizen’s safety competence development and the culture of society safety in general will always remain urgent. According to the Ukrainian Constitution, human life and health, its protection against the impact of harmful man-made, natural, environmental and social factors are the highest social values, for which a unified state system of civil protection was created. One of the system’s components is the preparing of the population to behave properly under the conditions of potential emergencies. Taking into account the fact that the main task of public policy in the civil protection field is emergency prevention, preparing people to act under special circumstances is an effective form of prophylaxis, first and foremost, of human casualties caused by disasters. The basics of human behavior in extreme situations are formed because of constant training, which provides an adequate level of preparedness in case of emergency. Therefore, the training of the population on civil protection issues should be standardized and widespread. There is a natural question about effective tools for such training. In our opinion, it is possible to solve this problem by developing a suitable mobile application. Using of mobile devices for outreach activities on civil protection issues with the civilians and promotion of a safety culture in society have wide prospects because it addresses the major problem of accessibility and rapid provision of the adapted, easy-to-read educational information material. Mobile learning offers great opportunities for self-education of the population because the application allows you to remotely study in the field of life safety regardless of place and time. The high concentration and multimedia of the training material make it possible to focus on the main points, while the user-friendly interface allows you to navigate the vast array of civil protection information material very quickly. Considering the opportunities and advantages, mobile education, in our opinion, in the long run can be the most effective outreach activity for the population on socially significant issues, in particular informing citizens about emergency response. The use of mobile devices will create the conditions for accessible, inclusive and continuous education of the population on civil protection issues. International experience in the mobile applications in civil protection systems used to inform the public about emergency demonstrates the effectiveness of the mobile technologies in achieving the key tasks in the field of civil protection, namely the protection of life and health of citizens. The mobile application will provide useful and easy-to-read information about emergency procedures, which will help to avoid loss of human lives among the affected population.

AbstractThe holding of free, fair, and credible elections in Bangladesh remains a big challenge. In an effort to ensure credible, free and fair elections, the Constitution was amended, known as the Constitution (Thirteenth Amendment) Act 1996. This provided some extraordinary powers to the titular President without mechanisms of proper accountability. This paper critically analyses the provisions of this amendment, particularly the role of the President. We argue that this innovation in holding election is itself unconstitutional. In light of the experiences from the events leading to the declaration of emergency, the role of the President during the caretaker mode needs to be re-examined. It argues that formal provisions of the constitution through important but successful enforcement of constitutional provisions, including holding free and fair elections, largely depends on political culture and the willingness of the political parties, including civil society, to abide by those formal provisions along with their spirit.

AbstractElection campaigns see a travelling press pack assembled to follow the party leader for the duration of the campaign, often to mystery locations. This ensures the press pack is conveniently ushered around to many picture opportunities where politicians can be observed in an organised and risk-free environment. Over time, reporting on major political events such as elections has changed as political parties stack their communications teams with professional ‘spinners’. This article looks at the campaigns of Labor, the LNP, Pauline Hanson's One Nation and The Greens during the lead-up to the 2017 Queensland election, as well as assessing the impact of social media on the campaign.

Today, the agenda includes the transformation of civil society in the era of the information revolution, the impact of information technologies on the development of civil society and ensuring constitutional human rights and freedoms. The spread of the Internet, access to information on a global scale, and the simplification of communications create conditions for the strengthening of human social activity in civil society, but do not ensure its inevitability. Information technology is just a tool that can be used for various purposes. In the article, the authors raise the question of whether the development of information technologies and the spread of the Internet contributes to the strengthening of social trust and ensuring the constitutional rights and freedoms of every person. AbstractThe diversity of Indonesian people will affect the social condition, including political life and decision. About the general election, Indonesian people who consist of various tribes, culture, and religion, highly depend on the political party to transfer their aspirations. Indonesian political party has a vital role in Indonesian political culture.  Hence, there are so many political parties in Indonesia because of the number of its citizens. Introduction. Physical activity is known to be an important factor influencing health throughout human life. This issue has become crucial for public health due to the aging of the population in both developed and developing countries. Aim. is to present a literature review on the forms of physical activity undertaken by the elderly, as well as on issues related to physical activity and the population aging. Material and methods. The study was prepared on the basis of a review of Polish and foreign literature. The following databases and data sources were used: EBSCO, ScienceDirect and Google Scholar. An additional source of data were the websites of the Central Statistical Office. Strictly defined key phrases were used during the collection of literature. The work has been divided into thematic subsections on the aging of the society, the impact of physical activity on health and the main topic, i.e. forms of physical activity selected by the elderly. Analysis of the literature. The number of elderly people in Polish society has increased by almost 3.7 million over three decades. Therefore, an important topic is prophylaxis aimed at increasing the number of days in good health, largely covering the broadly understood activation of the elderly. The available data indicate that only 12% of elderly people undertake physical activity once a week. The most common form of spending free time actively is walking (as many as 73% of people in this population declare this form of physical activity in one of the presented studies). Conclusion. Organized forms of physical activity are undertaken much less frequently by the analyzed age group mainly due to financial limitations and limited availability of sports infrastructure.
