Cities that reinvent themselves must pay attention to social inclusion and green technologies, combined with smart management of the territory for sustainable urban development of new territories. This article aims to identify the concepts of Smart Sustainable Cities, according to the approach of the main referenced authors, besides identifying the production of patents related to the object of study. To do so, a bibliometric survey and patent data mining was carried out in September 2016. Data for the bibliometric study was collected in the databases Web of Science and Scopus and later on, processed through Bibexcel software. Crawler Patent2Net was used for the data mining of patents. After the research, it was concluded that the concepts of Smart Cities and Sustainable Cities converged over time. Smart Cities should be sustainable and offer quality of life and Sustainable Cities should use information and communication technologies to monitor the flow of resources. However, there are authors who say that these concepts are different. There is a theoretical gap about the concept and specific characteristics of Smart Sustainable Cities. The patent deposit on smart cities has been increasing since 2010. About 55.11% of the patents obtained in the survey of smart city were on wireless communication networks.

Purpose This paper investigates the potential contribution of smart city approaches and tools to sustainable urban development in the environment domain. Recent research has highlighted the need to explore the relation of smart and sustainable cities more systematically, focusing on practical applications that could enable a deeper understanding of the included domains, typologies and design concepts, and this paper aims to address this research gap. At the same time, it tries to identify whether these applications could contribute to the “zero vision” strategy, an extremely ambitious challenge within the field of smart cities. Design/methodology/approach This objective is pursued through an in-depth investigation of available open source and proprietary smart city applications related to environmental sustainability in urban environments. A total of 32 applications were detected through the Intelligent/Smart Cities Open Source (ICOS) community, a meta-repository for smart cities solutions. The applications are analyzed comparatively regarding (i) the environmental issue addressed, (ii) the associated mitigation strategies, (iii) the included innovation mechanism, (iv) the role of information and communication technologies and (v) the overall outcome. Findings The findings suggest that the smart and sustainable city landscape is extremely fragmented both on the policy and the technical levels. There is a host of unexplored opportunities toward smart sustainable development, many of which are still unknown. Similar findings are reached for all categories of environmental challenges in cities. Research limitations pertain to the analysis of a relatively small number of applications. The results can be used to inform policy making toward becoming more proactive and impactful both locally and globally. Given that smart city application market niches are also identified, they are also of special interest to developers, user communities and digital entrepreneurs. Originality/value The value added by this paper is two-fold. At the theoretical level, it offers a neat conceptual bridge between smart and sustainable cities debate. At the practical level, it identifies under-researched and under-exploited fields of smart city applications that could be opportunities to attain the “zero vision” objective.

The article deals with the priorities and dynamics of the Canada urban development and describes the sustainable cities evolution. The purpose of the work is to compare the main achievements in the implementation of sustainable cities in Canada and to outline the problems and prospects of the formation of smart cities. To date smart cities is also an innovative system, where technologies are used to improve the relationship between citizens and their governments and provide social innovation and improve quality of life. A sustainable and smart cities is a place where citizens work with local authorities to improve service delivery, develop community initiatives and create solutions to improve quality of life. In this context, it is important to analyze the current policy of sustainable urban development in Canada in order to identify problem points and formulate recommendations for further de-velopment.

Introduction. The article discusses approaches to describing recommender systems in public administration in the context of digital transformation of smart cities. Recommender systems are information filtering and recommendation mechanisms designed to facilitate and increase the speed of decision making. The effectiveness of public administration depends on the ability of state bodies not only to promptly respond to emerging challenges, but also on the ability to foresee such situations, to develop possible scenarios for future developments based on a retrospective analysis of available data, which will become possible due to the implementation of recommendation systems in the general canvas of the state digital platforms. Despite the lack of unambiguity in understanding the concept of a smart city, the scientific community emphasizes the importance of technological infrastructures not only for the life of the urban area, but also for the process of making management decisions. The scientific corps crystallizes the idea of a smart city as a functional urban area created by means of information and communication technologies, without which it becomes impossible to manage the city in an efficient and sustainable way. Over the past 20 years, the original concept of a smart city, conceived as a way to achieve more sustainable urban development, has gradually evolved to address the problems of ineffective governance. In this context, striving to improve such aspects as the quality of life of citizens, as well as the empowerment of their rights and opportunities, the smart city becomes a kind of environment in which the citizen is the center of all services and initiatives taking place in a given territory, where the use of technology plays the most important role.Materials and methods. The methodological basis of the research is characterized by the following general scientific methods: analysis, synthesis, systemic and functional approaches.Discussion and conclusion. As a result of the study, it was revealed that recommender systems should become part of the decision-making process in the field of public administration. The question of the quality of the recommendations provided remains unresolved, since the effectiveness of the recommendation systems depends on factors that go beyond the quality of the forecasting algorithm.

Abstract. More than half of the total world’s population lives in urban areas, and it is expected that 66% of all them will live in urban areas by 2050. The population growth and continuing urbanization in the world cause many social, economic, technical, and organizational problems related to transportation, businesses, communication networks, services, and utilities that can risk the cities’ economic and environmental sustainability. Recently, a smart city concept has been developed to provide a solution to improve citizens’ quality of life in urban areas with the adoption of smart and digital technologies and infrastructure for energy, water, mobility, buildings, and government. The smart city concept considers “zero vision” that refers to the use of smart city technologies, Information and Communication Technologies (ICTs) and Internet of Things (IoT) tools, to minimize negative impacts (i.e., zero traffic accident, zero CO2 emission, zero waste, zero crime) in the cities. However, the research in this zero-vision approach mainly focused on transportation and energy. Urban forestry and urban vegetated areas in the cities inherently provide benefits such as reducing air pollution, urban heat island effects, and flood risk and increasing the water quality, aesthetic value, and value of the property that improve citizens’ quality of life. The smart city concept switched towards to sustainable smart city concept that takes into account the services provided by urban forestry and urban vegetation. In this study, the shifts in the smart city concept towards the sustainable smart city, the role of the urban forestry and urban vegetation in this shift was presented. Also, ICTs and IoT tools specifically designed for monitoring, assessing, and managing urban forestry and urban vegetation was reviewed.

When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

Since the eighties, technological tools have modified how people interact in their environment. At the same time, occupational safety and health measures have been widely applied. The European Agency for Safety and Health at Work considers that information and communication technologies are the main methods to achieve the goals proposed to improve working life and the dissemination of good practices. The principal objective was to determine the trends of publications focused on these technologies and occupational safety in the healthcare sector during the last 30 years. A bibliometric study was carried out. The 1021 documents showed an increased trend per country, especially for the United States (p < 0.001) and year (p < 0.001). The citations per year showed significant differences between citations of articles published before 2007 (p < 0.001). The year was also linked to the increase or decrease of articles (72.2%) and reviews (14.9%) (p < 0.001). The analysis of journal co-citations also showed that the main journals (such as Infection Control and Hospital Epidemiology) were linked to other important journals and had a major part in the clusters formed. All these findings were discussed in the manuscript and conclusions were drawn.

BACKGROUND: Nowadays, the growth of smart cities is enhanced gradually, which collects a lot of information and communication technologies that are used to maximize the quality of services. Even though the intelligent city concept provides a lot of valuable services, security management is still one of the major issues due to shared threats and activities. For overcoming the above problems, smart cities’ security factors should be analyzed continuously to eliminate the unwanted activities that used to enhance the quality of the services. OBJECTIVES: To address the discussed problem, active machine learning techniques are used to predict the quality of services in the smart city manages security-related issues. In this work, a deep reinforcement learning concept is used to learn the features of smart cities; the learning concept understands the entire activities of the smart city. During this energetic city, information is gathered with the help of security robots called cobalt robots. The smart cities related to new incoming features are examined through the use of a modular neural network. RESULTS: The system successfully predicts the unwanted activity in intelligent cities by dividing the collected data into a smaller subset, which reduces the complexity and improves the overall security management process. The efficiency of the system is evaluated using experimental analysis. CONCLUSION: This exploratory study is conducted on the 200 obstacles are placed in the smart city, and the introduced DRL with MDNN approach attains maximum results on security maintains.

AbstractIn recent years, it has become increasingly feasible to achieve important improvements of sustainability by integrating sustainable urbanism with smart urbanism thanks to the proven role and synergic potential of data-driven technologies. Indeed, the processes and practices of both of these approaches to urban planning and development are becoming highly responsive to a form of data-driven urbanism, giving rise to a new phenomenon known as “data-driven smart sustainable urbanism.” Underlying this emerging approach is the idea of combining and integrating the strengths of sustainable cities and smart cities and harnessing the synergies of their strategies and solutions in ways that enable sustainable cities to optimize, enhance, and maintain their performance on the basis of the innovative data-driven technologies offered by smart cities. These strengths and synergies can be clearly demonstrated by combining the advantages of sustainable urbanism and smart urbanism. To enable such combination, major institutional transformations are required in terms of enhanced and new practices and competences. Based on case study research, this paper identifies, distills, and enumerates the key benefits, potentials, and opportunities of sustainable cities and smart cities with respect to the three dimensions of sustainability, as well as the key institutional transformations needed to support the balancing of these dimensions and to enable the introduction of data-driven technology and the adoption of applied data-driven solutions in city operational management and development planning. This paper is an integral part of a futures study that aims to analyze, investigate, and develop a novel model for data-driven smart sustainable cities of the future. I argue that the emerging data-driven technologies for sustainability as innovative niches are reconfiguring the socio-technical landscape of institutions, as well as providing insights to policymakers into pathways for strengthening existing institutionalized practices and competences and developing and establishing new ones. This is necessary for balancing and advancing the goals of sustainability and thus achieving a desirable future.
