Contribution of the Police Academy in Szczytno to Counter-terrorist Activities

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

Introduction Work-related musculoskeletal disorders (WMSDs) represent a significant object of study for the field of occupational health, as they can lead to absenteeism, compensation costs and different levels of functional disability. Nonetheless, there are few studies assessing WMSDs in public higher education institutions. Objective The present study aimed to investigate, describe and correlate musculoskeletal symptoms and work ability of staff members of the Federal University of Alfenas (Unifal-MG), in the state of Minas Gerais, Brazil. Materials and methods A descriptive and correlational study was conducted with 213 professors, 188 administrative technicians and 124 outsourced staff members using two self-administered questionnaires: the Work Ability Index (WAI) and the Nordic Musculoskeletal Questionnaire (NMQ). Results Most of the teaching staff presented good work ability 47.9% (n = 102). Among administrative technicians and outsourced staff, on the other hand, excellent work ability predominated, with 43.6% (n = 82 technicians) and 51.61% (n = 68 outsourced). The most affected region among professors and administrative staff was the neck/cervical area 36.15% (n = 77 professors); and 28.19% (n = 53 technicians). Among outsourced staff, the lower back was reported as the main source of pain, with 23.28% (n = 29). Conclusions The presence of pain interfered in the work ability of workers regardless of the affected region. Having another occupation outside the institution did not influence pain of self-assessed staff members. The work ability of Unifal-MG staff was classified as good or excellent; thus, we recommend preventive work for this population, directed at the physical and mental aspects of work activities in order to maintain or improve such rates.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

ABSTRACT The approval of the More Doctors Program has triggered a number of readjustments of the National Curricular Guidelines (DCNs) for Medical Education, like the creation of a mental health internship integrated into the health service and community. Due to this demand, the higher education institutions have been encouraged to innovate in their teaching-learning methodologies in order to guarantee a generalist, humanistic and critical professional education. We report the experience of a private higher education institution in the implementation of a mental health internship in consonance with the new DCNs. We present all the steps of the implementation, reporting the participation of students, supervisors, preceptors and managers. We show that a mental health internship linked to different levels of healthcare promotes learning conditions capable of favoring the decentralization of care and application of the community/family approach.

This chapter discusses the emergence of a social ethos of practicality in higher education by the end of the nineteenth century. Throughout the antebellum era, the expansion of scientific and technical knowledge joined with the rise of political populism to lead existing institutions to add practical studies to their curricula. Many advocates of practical studies, however, were not satisfied with simply incorporating courses or appending schools to already-established colleges and universities. They sought to break with tradition by establishing a new kind of higher-education institution, one that would teach students scientific and investigative principles while also requiring the application of those principles outside of the classroom, both on the farm and in the field. This new institutional type would contribute to the common good by being unprecedentedly accessible and affordable to agrarian and laboring youth. The chapter then looks at the establishment of the Agricultural College of the State of Michigan.

Purpose – The purpose of this paper is to describe the state of police education in California. There is limited national data on the topic and this study aims to improve our knowledge by studying the state with the highest number of law enforcement officers in the USA. Design/methodology/approach – A total of 162 local law enforcement agencies (police and sheriffs’ departments) in California completed a 32-question electronic survey about police education and training. Findings – Findings reveal that California agencies are more likely than agencies nationwide to offer incentives to encourage officers to pursue higher education. Although most departments require only a high school diploma, 35 percent of sworn officers are college graduates. Most college-educated officers are employed by medium and large sized agencies in urban counties which pay above-average salaries. Research limitations/implications – This paper demonstrates how the prevalence of educated police officers varies and that higher education requirements do not adversely affect the hiring of female officers. It also provides insight from police managers regarding their concerns about requiring a four-year degree and perceptions of whether college-educated officers are actually better officers than non-college-educated officers. Practical implications – Research findings may be instructive to police managers wanting to increase the number of sworn officers in their agency who hold a college degree. Originality/value – It adds to the literature by describing the education level of police officers in California and providing information about the educational requirements and incentives offered to officers by law enforcement agencies. No previous study has addressed this topic, even though California employs 12 percent of all sworn peace officers in the USA.

The values and patterns of behavior of officers of the pre-war State Police find their reference in today’s rules of professional ethics for both policemen and officers in charge of public security and order. It is not without significance for today’s Police that the duty of an officer of the State Police to take control, both in the service and in private life, with the commandments that confirmed him in need to help those in need. Appealing to the values that are the foundation of the service is combined with the knowledge of the basic terms used in ethics. Determining whether the values raised in today’s service are not alien to police officers justifies the scientific exploration of the problem area in the title of the study. The article presents partial results of a survey carried out at the Police Academy in Szczytno on a group of policemen studying or undertaking vocational training, which refer to the issue discussed. Their goal was to determine, among others knowledge of the principles of professional ethics in force in the Police and the sources of their knowledge about these principles. In addition, the article attempts to diagnose standards that Polish policemen are guided by, among others by indicating the state of their knowledge in terms of attitudes and values that they should follow in their daily service.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. In this article the author speaks about the ways of modernization of current educational system. The desire of society to develop the system of additional education of children due to new requirements for the level of education of a person, which is determined not so much by the formation of special knowledge of the individual, as its versatile development. In this regard, measures are increasing to change the situation in additional education of children, the decision of which is entrusted to the system of pedagogical education. In this regard, measures are increasing to change the situation in additional education of children, the decision of which is entrusted to the system of pedagogical education. However, the difficulties in their implementation are due to the contradiction between the needs of society in the teaching staff, able to creatively solve professional problems in the field of additional education of children, and the unwillingness of graduates of pedagogical universities to work in the specific conditions of this sphere. Step-by-step development and formation of professionally significant qualities of the personality corresponding to the specific purposes and tasks of activity in system of additional education of children is the solution of this contradiction.
