This article aims to understand the implications of the School Development Plan (PDE) in public school planning. The PDE is taken as representative of the managerial policy in development in Brazil, particularly in the state network in Pernambuco, the locus of this investigation. Using the public policy cognitive approach (MULLER; SUREL, 2002), the data were analyzed from a dialectical view of management, in which the subject plays a preponderant role in the coordination of action. It was observed that the development of this policy increased the regulation of schools through their planning and strengthened control of learning outcomes. The participation process instituted by the PDE ended up reducing the function of the collegiate, while at the same time did not favor the perception of the school in its complexity. After almost two decades of the development of this plan, allied to the policy of reward for results established in Pernambuco, it can be concluded that the PDE has contributed to raise the passivity posture observed in the teachers' discourse, against the principles of managerialism in school management emphasized by this Plan. Democratic management is still far from being achieved, since the principles of autonomy and participation, fundamental in this power system, assume in the EDP a technical and operational significance to the detriment of the expected political-pedagogical sense.

Abstract This article aims to present a brief reflection on the studies in the field of the public policy agenda. To this end, the text presents the main theoretical and methodological developments on the subject found in the international literature, with an emphasis on three fundamental contributions: the studies developed by Cobb and Elder in the 1970s; John Kingdon’s multiple streams model in the 1980s; and Baumgartner and Jones’ propositions from the 1990s until the present. Next, we seek to understand how policy agenda-setting studies have been developed in Brazil. To do so, we conduct a mapping of the Brazilian academic production, considering theses, dissertations, and articles published in journals between 2000 and 2018. In conclusion, we note the growing expansion of agenda studies in Brazil, and we draw attention to some of the characteristics of these works, such as the preferred policy areas and the theoretical and methodological frameworks favored by researchers, among other aspects.

Democratic management as a way of organizing the public school can be translated in its contemporary historicity as a collective action that demands changes in the autocratic and hierarchical structure of the school unit. In this article, we analyze the process of constructing legislation on democratic school management in contexts of local educational reforms, based on Brazilian and Spanish cases. Methodologically, we understand educational legislation as documents that incorporate discourses with legitimate authority, especially of the State, and that spread conceptions of the world as a result of disputes over hegemony in the field of educational policies. In terms of results, our study points out that throughout the process of producing legislation for the democratic management of schools, the two countries showed advances and setbacks regarding the specification of the school actors who should participate in decision-making processes, as well as the instances of participation in school management.

Construído a partir de questões discutidas em uma dissertação de mestrado a respeito do princípio constitucional da gestão democrática do ensino público, este trabalho apresenta discussões sobre gestão democrática, autonomia, conselho escolar, participação e tomada de decisão, categorias de análise que contextualizam o tema e orientaram as técnicas utilizadas na investigação. Conclui que a alteração estrutural sem efetiva descentralização, autonomia, formação e recursos demonstrou insuficiência para promover a participação e democratizar o poder nas escolas. Abstract Derived from questions debated in a masters dissertation regarding the constitutional principle of the democratic management of the public education, this work presents questions on democratic management, autonomy, school council, participation and decision taking, categories of analysis that contextualize the subject and orient the techniques used in the research. It concludes that the structural alteration without effective decentralization, autonomy, formation and resources were not sufficient to promote participation and to democratize schools. Sustainability is a topic that has gained importance in several fields of knowledge, including the public, private and society spheres, based on the discussions that involve the definition of several public policies. Sustainability Indicators (SI) are metrics that seek to measure the level of sustainability and compile information for better decision-making concerning policies, programs, projects and actions related to sustainability. Demonstrated their relevance to public policies the SI appears as an essential tool for evaluating development goals as a sustainable proposal. In this way, this research aimed to discuss the main challenges and methodological limitations found in the use of SI, emphasizing the main fragilities identified in the literature. In methodological terms, the research has exploratory characteristics, supported by the mixed methods approach using a theoretical-empirical analysis, from the available literature on the subject and the methodologies used and the experience of researchers about the topic addressed. The main results demonstrated that Sustainability Indicators are tools that should be used to define, implement, evaluate and monitor public policies at all levels, considering the potentialities/weaknesses and priorities of each context.

The paper is devoted to the admissibility of recognition and enforcement of a judgment of a foreign court, the subject matter of which is recognition or declaration of enforcement of a judgment from yet another state (judgment on judgment). The issue is discussed in particular with reference to the public policy exception which constitutes a ground for refusal of recognition or enforcement of foreign judgments, both under Polish domestic law (the Code of civil procedure) and European law (Brussels I bis Regulation). It remains controversial whether the judgments on judgments should be recognized, thus benefiting from the so called “parallel entitlement”. The article takes a comparative approach, examining solutions adopted by various legal systems and analysing arguments for and against recognition of such decisions. The author takes the position that they should not be recognized (and that their enforceability should not be declared) in Poland, both under the Code of civil procedure (as with respect to judgments originating from non-EU states), as well as under EU legislation, in particular Brussels I bis Regulation. It is advocated that the concept of a “parallel entitlement” should be rejected.

The present study sought to highlight the importance of protection against electric discharges to a school in the public school of the city of Manaus-AM, based on the basic recommendations and guidelines for making decisions presented in the elaboration of a ADPS proposal. The methodology of the work was based on the collection of information on the subject from the theoretical-bibliographic research, as well as the accomplishment of the field research in the school through the technical visits for data collection. The results of the research were presented in the technical verification report of the ADPS need at school, so the study carried out a detailed study on the protection risk management, the analysis of the risk components to the atmospheric discharges, general risk assessment, evaluation the design of the protection system. Based on the report, the research presented the appropriate recommendations to assist school management in decision making, considering the importance of protecting the public heritage from the damages caused by the atmospheric discharges.

This study examined regeneration issues from the perspective of urban regeneration and the characteristics of areas that have been the subject of public policy failure, namely new towns and redevelopment of project-canceled areas. These areas are in need of improvement, particularly in regard to old housing and poor infrastructure. It is imperative that infrastructure conditions that may be difficult to focus on in the private sector are improved. Therefore, the public (Seoul Metropolitan Government (SMG)) needs to play an active role, with a particular focus on providing significant administrative power and finances to these areas in order to reduce the effects of policy failure and make continuous efforts to reverse the failed policy. The public should actively work to resolve distrust and conflict in the public policy and make restorative efforts through new policies.

The article is devoted to study of book monastic collections of the Tver and Yaroslavl dioceses on the second half of the 18th - the beginning of the 20th century. Previously, this theme has not been the subject of scientific research. The public policy of publishing had a significant impact on the acquisition of monastic libraries. The study of archival documents allowed the author to analyze quantitative and qualitative composition of the book collections of monasteries, especially the registration, preservation of church books and other publications.
