The evolution of thinking in project management has raised interest in areas not yet explored by researchers and practitioners of project management, including the management of uncertainties associated with risk management. The correct risk and uncertainty management in software projects can represent a competitive differential for the software development industry. Despite the increasing use of uncertainty management strategies, many projects still fail. Some recent studies show that the current techniques used to manage uncertainties organize the project's known information, but give little or no indication of the unknown information or uncertainties associated with the project. These techniques do not take into account the impact of existing dependency and interdependence relationships between the various sources of uncertainties in the project. This work will apply Action Research to develop a model with a focus on uncertainty quantification techniques. This work aims to present a model with a focus on uncertainty quantification techniques that take into account the relationships of dependencies and interdependence that exist between the sources of risks and uncertainties in software projects and as a result, contribute with the advance of state of the art in the practice of risk and uncertainty management in project software.

Scope, time, and cost permanently effects each other and most of Information Technology projects fails due to these three factors. Scope shifting mostly occur due to time and cost. At project start, lack of understanding of project and product scope is focal involvement that leads to unsuccessful projects. Complete software scope definition determines quality of project. Defining the customer requirement and the definite scope of project has key role for implementation of project management. The complications originates when systems are developed from impractical expectations and misunderstanding requirements. These problems are cause of many changes, occurs in system development and leads to poor scope management. Scope creep is one of the momentous prompting parameter on the success of project. The failure in manage scope creep leads for 80 percent of software projects failure. However, using agile approach the impact of scope creep on projects become insignificant. A correctly distinct scope tends us to develop a quality product, within identified plans and decided cost to the stake-holders.

Adapting users need to fulfill their requirements and delivering products to be on time within the planned cost, is critical matter that all software project managers (SPM) put the highest priority for it while considering the users satisfaction at the same time. Agile methodology is one of the solutions provided by software engineers (SE), to get the customers involved in the system development life cycle (SDLC) to avoid the risk nonconformance cost. Yet SPM’s still facing the nonconformance costs and the dynamic changes, and the root cause of the issue is not pointed on to find a solution for it. This undertaking research aimed at determining whether software developers understand scrum rules. In addition, how does this knowledge gab affect the software projects success from the project management perspective. Furthermore, the engagement studied the impact of lack of enough knowledge on the topic to project delivery. The collected data from the qualitative and quantitative methods, which was conducted with scrum teams who worked in the <span>health information system</span> (HIS), Educational solutions, and Governmental solutions has showed deviations in organizational practices and team conflicting, competition, and pressure as well as declined product quality.

Taking practical responsible decisions in the field of social and industrial management in the context of rapid development of digital technologies in the era of the knowledge economy is impossible without reliance on expertise. A kind of organization of activities for the production of ‘predictions’ is required, when not only an accurate assessment of the impact of certain factors and their possible interactions with each other is given, but also as a result of creative construction of scenarios for the development of processes and events, an understanding comes which factors need to be taken into account. At the same time, the expertise constantly faces criticism, calling the conclusions of experts arbitrary, unreliable and subjective. Often, expertise is confused with monitoring, evaluation, diagnosis, inspection or counseling. The authors of the article carried out a structural analysis of the content of the expertise processes in the project management vector in the digitalization era and came to the conclusion that the effectiveness of the expertise is significantly increased in case of clear regulation of this type of activity, providing the necessary status.

This article is a response to the state of the art in monitoring the cooling capacity of quenching oils in industrial practice. Very often, a hardening shop requires a report with data on the cooling process for a particular quenching oil. However, the interpretation of the data can be rather difficult. The main goal of our work was to compare various criteria used for evaluating quenching oils. Those of which prove essential for operation in tempering plants would then be introduced into practice. Furthermore, the article describes monitoring the changes in the properties of a quenching oil used in a hardening shop, the effects of quenching oil temperature on its cooling capacity and the impact of the water content on certain cooling parameters of selected oils. Cooling curves were measured (including cooling rates and the time to reach relevant temperatures) according to ISO 9950. The hardening power of the oil and the area below the cooling rate curve as a function of temperature (amount of heat removed in the nose region of the Continuous cooling transformation - CCT curve) were calculated. V-values based on the work of Tamura, reflecting the steel type and its CCT curve, were calculated as well. All the data were compared against the hardness and microstructure on a section through a cylinder made of EN C35 steel cooled in the particular oil. Based on the results, criteria are recommended for assessing the suitability of a quenching oil for a specific steel grade and product size. The quenching oils used in the experiment were Houghto Quench C120, Paramo TK 22, Paramo TK 46, CS Noro MO 46 and Durixol W72.

AbstractIt is well known that the surface topography of a part can affect its mechanical performance, which is typical in additive manufacturing. In this context, we report about the surface modification of additive manufactured components made of Titanium 64 (Ti64) and Scalmalloy®, using a pulsed laser, with the aim of reducing their surface roughness. In our experiments, a nanosecond-pulsed infrared laser source with variable pulse durations between 8 and 200 ns was applied. The impact of varying a large number of parameters on the surface quality of the smoothed areas was investigated. The results demonstrated a reduction of surface roughness Sa by more than 80% for Titanium 64 and by 65% for Scalmalloy® samples. This allows to extend the applicability of additive manufactured components beyond the current state of the art and break new ground for the application in various industrial applications such as in aerospace.

Protecting against unexpected yield curve, inflation, and longevity shifts are some of the most critical issues institutional and private investors must solve when managing post-retirement income benefits. This paper empirically investigates the performance of alternative immunization strategies for funding targeted multiple liabilities that are fixed in timing but random in size (inflation-linked), i.e., that change stochastically according to consumer price or wage level indexes. The immunization procedure is based on a targeted minimax strategy considering the M-Absolute as the interest rate risk measure. We investigate to what extent the inflation-hedging properties of ILBs in asset liability management strategies targeted to immunize multiple liabilities of random size are superior to that of nominal bonds. We use two alternative datasets comprising daily closing prices for U.S. Treasuries and U.S. inflation-linked bonds from 2000 to 2018. The immunization performance is tested over 3-year and 5-year investment horizons, uses real and not simulated bond data and takes into consideration the impact of transaction costs in the performance of immunization strategies and in the selection of optimal investment strategies. The results show that the multiple liability immunization strategy using inflation-linked bonds outperforms the equivalent strategy using nominal bonds and is robust even in a nearly zero interest rate scenario. These results have important implications in the design and structuring of ALM liability-driven investment strategies, particularly for retirement income providers such as pension schemes or life insurance companies.

Background Medical uncertainty is a pervasive and important problem, but the strategies physicians use to manage it have not been systematically described. Objectives To explore the uncertainty management strategies employed by physicians practicing in acute-care hospital settings and to organize these strategies within a conceptual taxonomy that can guide further efforts to understand and improve physicians’ tolerance of medical uncertainty. Design Qualitative study using individual in-depth interviews. Participants Convenience sample of 22 physicians and trainees (11 attending physicians, 7 residents [postgraduate years 1–3), 4 fourth-year medical students), working within 3 medical specialties (emergency medicine, internal medicine, internal medicine–pediatrics), at a single large US teaching hospital. Measurements Semistructured interviews explored participants’ strategies for managing medical uncertainty and temporal changes in their uncertainty tolerance. Inductive qualitative analysis of audio-recorded interview transcripts was conducted to identify and categorize key themes and to develop a coherent conceptual taxonomy of uncertainty management strategies. Results Participants identified various uncertainty management strategies that differed in their primary focus: 1) ignorance-focused, 2) uncertainty-focused, 3) response-focused, and 4) relationship-focused. Ignorance- and uncertainty-focused strategies were primarily curative (aimed at reducing uncertainty), while response- and relationship-focused strategies were primarily palliative (aimed at ameliorating aversive effects of uncertainty). Several participants described a temporal evolution in their tolerance of uncertainty, which coincided with the development of greater epistemic maturity, humility, flexibility, and openness. Conclusions Physicians and physician-trainees employ a variety of uncertainty management strategies focused on different goals, and their tolerance of uncertainty evolves with the development of several key capacities. More work is needed to understand and improve the management of medical uncertainty by physicians, and a conceptual taxonomy can provide a useful organizing framework for this work.

The extreme 2017 fire season in Portugal led to widespread recognition of the need for a paradigm shift in forest and wildfire management. We focused our study on Alvares, a parish in central Portugal located in a fire-prone area, which had 60% of its area burned in 2017. We evaluated how different fuel treatment strategies may reduce wildfire hazard in Alvares through (i) a fuel break network with different extents corresponding to different levels of priority and (ii) random fuel treatments resulting from a potential increase in stand-level management intensity. To assess this, we developed a stochastic wildfire simulation system (FUNC-SIM) that integrates uncertainties in fuel distribution over the landscape. If the landscape remains unchanged, Alvares will have large burn probabilities in the north, northeast and center-east areas of the parish that are very often associated with high fireline intensities. The different fuel treatment scenarios decreased burned area between 12.1–31.2%, resulting from 1–4.6% increases in the annual treatment area and reduced the likelihood of wildfires larger than 5000 ha by 10–40%. On average, simulated burned area decreased 0.22% per each ha treated, and cost-effectiveness decreased with increasing area treated. Overall, both fuel treatment strategies effectively reduced wildfire hazard and should be part of a larger, holistic and integrated plan to reduce the vulnerability of the Alvares parish to wildfires.
