The relationship between matters of identity and complex global transformations have rarely been as controversial as during the second decade of the 21st century. Clarifications on identity matters have been and remain at the core of multiple crises in the process of European integration. At the same time, the EU has been challenged to develop and implement more robust strategic thinking, and many debates continue in new forms in this respect. The scholarly articles, essays and opinions of the ZEI director Prof. Ludger Kühnhardt, which are compiled in this volume, were written between 2010 and 2020. They recall a decade of debate and experience, while, at the same time, contributing to the emerging historiography of the EU and its global relevance.

The concept of Europeanization has become quite fashionable in EU studies in recent years. It is often used for the analysis of the relations between the EU and non-member states. The aim of the article is to examine the possibilities of its application in explaining the relationship between the EU and Ukraine. The structure of the article is as follows: firstly, the concept of Europeanization is defined considering such two disputable issues as distinguishing among concepts of Europeanization and European integration as well as Europeanization and EU-ization. Next, the evolution of the theoretical research of Europeanization and definition of this concept are analyzed. Two main mechanisms of Europeanization (conditionality and socialization) are examined. The author considers main approaches to the analysis of the "external" Europeanization emphasizing the concept of "external governance". Three groups of factors which influence the effectiveness of Europeanization are briefly analyzed. And finally, the peculiarities of application of the Europeanization concept to the Ukraine-EU relations are outlined. Title XII deals with EU competences in the fields of education, vocational training, youth, and sport. According to Article 6 TFEU, these four areas qualify among those where the EU has the power to ‘support, coordinate or supplement the actions of the Member States’, meaning that the EU’s role is limited to a secondary one and that harmonization of national laws and regulations is excluded. As we shall see, however, this has not prevented a significant amount of European integration taking place in these very areas that are often considered to belong to the core tasks of the nation state.

This chapter examines the European Union’s (EU’s) original decision to create a single market and the moves to complete the internal market—what became known as the single market programme—in the 1980s. The economic ideal of a common or single European market lies at the core of the EU. The decision to institute a drive to achieve a single internal market by the end of 1992 played a key role in the revival of European integration. The chapter first traces the development of internal market policy before discussing the record of implementation beyond 1992. It then considers recent policy developments in relation to the single market in the context of the Barroso (2005–14) and Juncker (2014–19) Commission presidencies. It also reviews the academic literature on the single market, focusing on the main explanations for its development and some key ideological or normative perspectives on its consequences, including political economy critiques.

This chapter examines the relationship between European integration and democracy. The continuous transfer of policy-making powers from European Union (EU) member states to the European level has raised serious concerns about democratic legitimacy. The chapter assesses the claims that European integration undermines national democracy, and that decision-making at the EU level is not sufficiently democratic. It argues that while significant challenges remain, European integration has definitely become more democratic over the years. But there is perhaps a trade-off, with stronger input legitimacy potentially an obstacle to efficient European-level decision-making. It also underlines the multilevel nature of the EU polity and the importance of public debates about European integration.

AbstractGlobalization redefines the relationship between law and space, resulting in the emergence of transnational administrative law in a globalizing legal space. I aim to shed light on transnational administrative law by examining how administrative law relates to the process of European integration. I argue that the idea of administrative legitimation is at the core of this relationship. In the European Union, transnational administration grounds its legitimacy on the fulfilment of administrative law requirements. However, given that in the European Union, administrative legitimation is rooted in Europe's constitutional transformation, I caution against the projection of Europe's experience onto global governance.

At the end of the first decade of the 21st century, relations between Russia and Greece entered a protracted period of stagnation, which continues to this day, despite numerous attempts by both countries to intensify political dialogue. One of the reasons is the general degradation of Russia’s relations with the Western countries, which intensified in the middle of the last decade against the backdrop of the Ukrainian crisis. At the same time, the “sanctions wars” have become an important, but not the only reason for the reduction in bilateral contacts. There were other factors as well: Greece’s dissatisfaction with the excessively close cooperation between Russia and Turkey, different views on NATO’s Eastern enlargement, as well as interchurch disagreements.On the economic plane, Russian-Greek cooperation was hampered by the desire of Greece to diversify its energy supplies, the food embargo regime introduced by Russia against the EU countries, as well as the policy of investment protectionism pursued by Greece towards Russian companies.The greatest success has been achieved in the humanitarian field. Due to the cultural and historical closeness of the two peoples, as well as due to the disappointment of the Greeks in the results of European integration, Greece remains one of the few countries where most people treat Russia with sympathy. At the same time, the perception of Russia by the Greeks is distorted and often fragmentary. The positive effect of Russian-Greek humanitarian cooperation is often overshadowed by negative coverage of Russian foreign policy in the Greek media.

<p>The European Union is dominated by permanent change and diversity so that public opinion regarding different EU-related issues follows a similar trend. Within this continually changing context, there are two important interconnected things to be considered: first, public opinion towards the EU represents the core of political and academic debates over the present and future of the European integration. Second, the favorable attitudes and opinions towards the EU have increasingly changed into disapproving or sceptic attitudes in the last years. Although there are studies on Eurosceptic attitudes and their causes in almost all EU member states, only a few of them offer a clear overview of this issue. The present paper addresses four questions: What is actually Euroscepticism?; What are the faces of Euroscepticism in the EU as a whole?; How prominent are Eurosceptic attitudes in Romania?; Where do we go from here? The aim of this paper is to examine the theoretical foundations of Euroscepticism and to provide insightful information to be used in future studies.</p>

This chapter examines the question of who is sovereign in the relationship between the European Union and its Member States. It first considers the relevance of the debate over sovereignty in the EU and the development of the concept of sovereignty, paying attention to public powers form the substance of sovereignty, Jürgen Habermas’ theory of dual sovereignty, and the relevant provisions of the Lisbon Treaty. It then explores the problem of whether one should maintain the concept of sovereignty or recognize that the era of post-sovereignty has begun. It argues that it makes sense to address the question of who is sovereign in the EU, suggesting that the answer will determine the future course of European integration. It also analyses which concept of sovereignty is best suited to understand and explain the EU.

To provide an answer, we will analyse the relationship between national sovereignty and the ability to exercise independent economic policy within the EMU, as well as re-examine the development of this relationship regarding the process of European integration. This research offers a complementary study to understand better the relationship between European integration and national sovereignty.

This paper examines the relationship between European integration and ethnonational demands with the example of selected regions in the European Union (EU). It follows the theoretical premises of new regionalism and explores the ways in which ethnonational groups use the opportunities and resources of European governance to express their identities, material interests, and political demands. Methodologically, it conducts a plausibility probe of the potential effects of European integration on ethnonationalism by testing for regional differences in identities, interests, and political attitudes. The case studies are drawn from the UK (Wales and Scotland), Belgium (Flanders), Austria (Carinthia and Burgenland), Romania (Northwest and Center regions), and Bulgaria (South-Central and South-Eastern regions) as a representative selection of regional interests in the EU. The paper finds that European integration affects ethnonational groups by reinforcing identity construction in the direction of inclusiveness and diversity. Although regional actors are more supportive of the EU than the European publics in general, they also seek access to representation in the authority structures of the state. Based on these findings, the paper concludes that European integration facilitates a growing public acceptance of its resources, in parallel with persisting allegiances to the nation-state, the community, and ethnoregional distinctiveness.
