Agriculture is the backbone of India and improved agricultural practices principally depend on the use of newly evolved improved variety. In the Indian scenario, a statutory varietal release system is working where notification and denotification process are playing a crucial role in quality regulation of seed. Crop research institutes of ICAR (Indian Council of Agricultural Research), SAUs (State Agricultural Universities) and private seed companies are the main pillars to develop improved varieties in India. The thumb rule is, the improved variety must have a higher yield compared to the existing one (national and state check varieties) and this is ensured via several multilocational evaluations at a different level. This article covers the Indian regulatory system of variety release, evaluation process at a different level, and the importance of notification and denotification. This information will help the scientific community in regards to suggesting improved variety for general cultivation by farmers.

<p>The purpose of this study is to measure the service quality of the libraries of Indian Council of Agricultural Research institutes in Kerala. Survey method with modified SERVQUAL questionnaire was employed to elicit responses from a representative sample of 180 users of the libraries. It is revealed that the ICAR institute libraries lack service quality. While the libraries compared, Central Marine Fisheries Research Institute Library has shown quality to an extent and library of Central Tuber Crops Research Institute has shown least service quality. Library collection dimension was found as the most expected dimension whereas library staff dimension was the most perceived dimension. The highest service quality gap was identified with library service dimension and the lowest gap was identified with library staff dimension. Regular user need assessment and feedback mechanism should be done to improve the service quality of the libraries. The study can be utilised for developing quality enhancement practices in special libraries in India. </p>

Scientists employed at two state-aided agricultural research institutes were interviewed to see what national differences exist between workers in the same field (the endocrinology and biochemistry of lactation and reproduction). Bibliometric analyses were made of publications by past and present mem bers of both groups from 1958 to 1980. Data were also ob tained on the facilities available. Journals named in interviews and cited in publications by both groups are predominantly English-language and 71% of the papers published by the French group from 1976 to 1980 were in English. Differences between the groups include more frequent publication abroad by the French (68%) than the British (27%), frequency of citation of recent references (20% of the British and 33% of the French citations were less than 3 years old) and membership of scientific societies (average 3 per scientist for the British, < 1 for the French). It is concluded that access to facilities, national tradition, size of a country's scientific community and political events influence information use and transfer.

The national fisheries research in India is spearheaded by domain-specific fisheries research institutions under the aegis of the Indian Council of Agricultural Research (ICAR), New Delhi. The current study was undertaken to assess the temporal trends in research publications during the period 2009-2018, from eight fisheries research institutes under ICAR using ‘SciVal’, a web-based scientometric tool of Elsevier for measuring research performance. The data on various research metrics, such as the number of publications, their citations, field-weighted research impacts, number of publications in top journals, subject area categories and key phrases used in research outputs were extracted from the application. The assessment revealed that a total of 3263 papers were published by the fisheries research institutes under ICAR during the study period, which received 24,253 citations in total. The number of publications from the ICAR fisheries research institutes and their quality showed a steady increase over the years. The foremost journal for publishing Indian fisheries research outputs during the assessment period was the Indian Journal of Fisheries (408 papers; 12.5%) published by ICAR, New Delhi. The research focus of these institutes was found to be more towards the widely cultivated species, i.e., Penaeus (=Litopenaeus) vannamei and Pangasionodon hypophthalmus. The present study highlights the research areas with significant momentum and scope for future funding; provides insights on the research trends and necessary leads to prioritise research among the national fisheries research institutes under ICAR.

Two new species of leafhoppers, Durgades sineprocessus sp. nov. (From Himachal Pradesh: Kalpa) and Japanagallia dolabra sp. nov. (From Sikkim: Lachung) from India, are described and illustrated. Photographic illustrations of Durgades aviana Viraktamath and a detailed note on intraspecific variation in male genitalia of Austroagallia sinuata (Mulsant & Rey) are also provided. Biosafety of genetically modified organisms (GMOs) and their derivatives is still a major topic in the agenda of government and societies worldwide. The aim of this review is to bring into light that data that supported the decision taken back in 1998 as an exercise to stimulate criticism from the scientific community for upcoming discussions and to avoid emotional and senseless arguments that could jeopardize future development in the field. It must be emphasized that Roundup Ready® soybean is just one example of how biotechnology can bring in significant advances for society, not only through increased productivity, but also with beneficial environmental impact, thereby allowing more rational use of agricultural pesticides for improvement of the soil conditions. The adoption of agricultural practices with higher yield will also allow better distribution of income among small farmers. New species of genetically modified plants will soon be available and society should be capable of making decisions in an objective and well-informed manner, through collegiate bodies that are qualified in all aspects of biosafety and environmental impact.

The development of an agro-industrial complex under present-day conditions is impossible to imagine without the development of agro-biotechnology, which in turn requires specialists with profound knowledge of biology, chemistry and related sciences. In this regard, training of personnel is needed to ensure active implementation of modern technologies in agricultural sciences. Until recently, such specialists have not been trained at classical universities, to which St. Petersburg State University belongs. To deal with this challenge, a Masters Program «Molecular Biology and Agrobiotechnology of Plants» has been developed and is being implemented in SPbSU. Teaching staff from eight departments of the Biological Faculty of SPbSU is involved in the creation and implementation of the Program. The Program in question is focused on familiarizing students with the modern problems, achievements, methodology of agro-biotechnology of plants, as well as on practical application of the obtained knowledge. Special attention is paid to the formation of trainees’ perceptions of the possibility and necessity of bringing plant breeding to the level of requirements and possibilities of the «post-genome era» to achieve high productivity and sustainability of agricultural production with minimal environmental risks. The Program seamlessly integrates practical exercises and students’ research work in the SPbSU facilities, as well as that performed at St. Petersburg research institutes. Much attention is paid to the development of students’ skills in conducting scientific discussions and in presenting their scientific data in different formats, for instance in English, which is very important for monitoring current scientific trends and integrating own research into world science. The Program is popular with students and many of its graduates have been employed by the leading biological and agricultural research institutes.

Strategic planning is a tool that determines the destiny of an individual, institution or organization. Globally, competition defines strategies encompassed by institutions due to industrial economy that had been experienced to pass toward knowledge resource. Efficiency is achieved by successful utilization of resources. Organisations seek a more competitive edge at all costs and turn to more innovations in information technology. Effective measures provide decision makers with feedback on the effect of deliberate actions and influence critical decisions such as resources allocations, as well as appropriate action as may be necessary. This study was carried out in Kenya Agricultural and Livestock Research Organisation (KALRO) to determine how strategic human resource influence the performance of agricultural research organisations. It was anchored on the theory of transformational leadership theory. Information on whether research organisations apply strategic human resource planning in management was scarce. This was partly due to the little attention that was drawn on quality of services offered and feedback. Although there had been previous international studies in this field, no similar work had been conducted in agricultural-based research organisations in Kenya. This study therefore sought to establish whether strategic human resource planning could influence performance in agricultural research organizations. Survey research design was used. The study comprised of four agricultural research institutes. The Institutes had a total of 2922 employees in 2016. A structured questionnaire was administered to collect primary data. A pilot test was conducted on 10% of the total respondents to test reliability and validity. Reliability of the instrument was determined by use of Cronbach&rsquo;s alpha coefficient. The Pearson&rsquo;s product moment correlation was used to establish test for linearity using Statistical Package for Social Sciences, (SPSS 2018), while Analysis of Variance was used to test hypothesis. Results showed that strategic human resource management contributes to increased agricultural research performance in KALRO institutes. It is recommended that the findings of this study be embraced by other agricultural research institutions in Kenya.

Abstract Background In this study, we present the current situation and the role of agricultural extension services for farmers and indicates the potential solutions for the optimum effectiveness of these services. Thus, we investigate the vital determinants influencing the farmers’ attitudes toward using agricultural extension services in Ghana and Zambia. Methods In this study, we used a mixed-method research analysis of data from a household survey of 240 farmers and 8 key informant interviews in the Upper West Region of Ghana and the Southern Province of Zambia. Results The significant factors affecting the association of agricultural extension officers with farmers are regular meetings, demand for services and productivity, and the adoption rate of technology. Notably, approaches based on information communication technology indicators include owning cell phones; further, having radio access significantly affects agricultural practices. However, the role of gender, access to credit, and owning a television would influence food safety and nutrition. Conclusions Understanding the critical determinants will provide potential solutions to national agricultural research institutes, private research entities, and policymakers to scale-up the effectiveness of agricultural extension services, particularly in Ghana and Zambia.
