The Population Numbers Challenge

What is the most important challenge Hong Kong is facing? It is not the political elections in 2017. It is not the saturation of our landfills. It is not Hong Kong Television losing its bid for a license. Rather, it is the serious population challenge that could have consequences up to the end of this century if best policies are not adopted soon and sustained for a long period. Inaction would mean the gradual demise of Hong Kong as a world-class metropolitan center. The people of Hong Kong have not fully recognized the seriousness and urgency of this challenge. The best analogy is the classic scenario of “slowly boiling a frog in warm water.” The frog is not aware of the water warming up until it is too late to reverse its fate.

Abstract Seeking for true-ness is the core concern of the people of Hong Kong during the Umbrella Movement. That search starts from the political structure (true universal suffrage), and continues through into the formation of identity (true Hongkongese). This article illustrates how the Umbrella Movement has provided the people of Hong Kong with an experience of a truthful politics which is different from the current realpolitik. It sets out to see Hong Kong as their homeland, while developing a new language in terms of political localism. Nevertheless, there is a tendency for such political localism to become too narrow, exclusive and sentimental. The ecumenicity of the church interpreted in the light of Wolfhart Pannenberg’s theology is a different social imaginary. It can challenge both the inclination to narrowness and exclusivism of political localism, and the authoritarianism of the Chinese authorities. It possesses the potential to enrich the people of Hong Kong by allowing them to see that the unity of humankind (creation) is the ground of politics.

Recent theoretical discussion and Empirical Evidence have shown that national identity is important at both collective and individual levels. The issue of national identity is particularly relevant to the community of Hong Kong, which was reunited with the People's Republic of China (PRC) on 1 July 1997. The fact that 97 per cent of Hong Kong's population is Chinese does not guarantee the automatic development of a sense of national identity. Mutual understanding between the people of the two places is not as easy and natural as one might expect, for objective differences, such as those found in the political, legal and economic systems, make the ‘other’ more stranger than kin. Such difficulties were compounded by the phenomenon that, unlike in many former colonies, the people of Hong Kong did not abhor their outgoing British rulers; in fact many were quite nostalgic about the colonial period.

The “will of the (national) people” is the ubiquitously invoked reference unit of populist politics. The essay tries to demystify the notion that such will can be conceived of as a unique and unified substance deriving from collective ethnic identity. Arguably, all political theory is concerned with arguing for ways by which citizens can make e pluribus unum—for example, by coming to agree on procedures and institutions by which conflicts of interest and ideas can be settled according to standards of fairness. It is argued that populists in their political rhetoric and practice typically try to circumvent the burden of such argument and proof. Instead, they appeal to the notion of some preexisting existential unity of the people’s will, which they can redeem only through practices of repression and exclusion.

This study aims to find a power relation as a discourse played by the clerics as the Prophet's heir in the contestation of political event in the (the elections) of 2019 in Indonesia. The method used is qualitative based on the critical teory paradigm. Data gathered through literary studies were later analyzed based on Michel Foucault's genealogy-structuralism based on historical archival data. The findings show that, (1) The involvement of scholars in the Pemilu-Pilpres 2019 was triggered by a religious issue that has been through online social media against the anti-Islamic political system, pro communism and liberalism. Consequently create two strongholds from the scholars, namely the pro stronghold of the issue pioneered by the GNPF-Ulama, and the fortress that dismissed the issue as part of the political intrigue pioneered by Ormas NU; (2) genealogically the role of scholars from time to time underwent transformation. At first the Ulama played his role as well as Umara, then shifted also agent of control to bring the dynamization between the issue of religion and state, to transform into motivator and mediator in the face of various issues Practical politic event, especially at Pemilu-Pilpres 2019. Discussion of the role of Ulama in the end resulted in a reduction of the role of Ulama as the heir of the prophet, from the agent Uswatun Hasanah and Rahmatan lil-' ālamīn as a people, now shifted into an agent that can trigger the division of the people.

The article introduces the creative work of the famous American playwright Sam Shepard, whose works are almost unknown to our Uzbek reader. His plays are well known throughout the world; they influenced the formation of the worldview of readers of different nations and show the peculiarities of American culture. Despite the worldwide fame of Sam Shepard’s works, they are not studied well by literary critics. In America and Europe his works have been studied in details for a long period, and even several monographs in English have been written. However, neither in the Russian speaking, nor in the domestic literary criticism there is yet no major work on Shepard's works. The article also deals with the artistic features of the political myth of the “American dream” in one of the most scandalous plays, “The God of Hell,” dedicated to the protest against the war in Iraq. Thus, this study, which touches upon some issues of Shepard's creative work in connection with his innovative artistic originality, to a certain extent, seeks to fill this gap.

The Afterword includes an interview with Bruce Lincoln, in which he is asked to reflect on the current study of religion, methods of comparison, and the political implications of academic discourse. In addition to responding to specific points in these chapters, Lincoln also fleshes out what he thinks it would mean “to do better” in the critical study of religion amid the ongoing crises of higher education today. Perhaps most importantly, he reflects upon and clarifies what he means by “irreverence” in the study of religion; an irreverent approach, he concludes, entails a rejection of the sacred status that other people attribute to various things, but not of the people themselves.

weChapter 4 takes up the question of poetry and engagement at its most explicit and complex in Rimbaud, focusing on a long, historical epic entitled “Le Forgeron.” We read this poem, which recreates and re-imagines a confrontation between the People in revolt and Louis XVI in the summer of 1792, as Rimbaud’s attempt to add a revolutionary supplement to the counter-epics modeled by Victor Hugo in Châtiments. Chapter 4 shows how Rimbaud’s “Forgeron” challenges us to examine the ways in which a poem might seek “to enjamb” the caesura between poiesis and praxis by including and complicating revolutionary (counter)history into its folds in order to implicate itself in the political struggles of its time.

AbstractMany concerned citizens, including judges, bureaucrats, politicians, activists, journalists, and academics, have been claiming that Indian democracy has been imperilled under the premiership of Narendra Modi, which began in 2014. To examine this claim, the Article sets up an analytic framework for accountability mechanisms liberal democratic constitutions put in place to provide a check on the political executive. The assumption is that only if this framework is dismantled in a systemic manner can we claim that democracy itself is in peril. This framework helps distinguish between actions that one may disagree with ideologically but are nonetheless permitted by an elected government, from actions that strike at the heart of liberal democratic constitutionalism. Liberal democratic constitutions typically adopt three ways of making accountability demands on the political executive: vertically, by demanding electoral accountability to the people; horizontally, by subjecting it to accountability demands of other state institutions like the judiciary and fourth branch institutions; and diagonally, by requiring discursive accountability by the media, the academy, and civil society. This framework assures democracy over time – i.e. it guarantees democratic governance not only to the people today, but to all future peoples of India. Each elected government has the mandate to implement its policies over a wide range of matters. However, seeking to entrench the ruling party’s stranglehold on power in ways that are inimical to the continued operation of democracy cannot be one of them. The Article finds that the first Modi government in power between 2014 and 2019 did indeed seek to undermine each of these three strands of executive accountability. Unlike the assault on democratic norms during India Gandhi’s Emergency in the 1970s, there is little evidence of a direct or full-frontal attack during this period. The Bharatiya Janata Party government’s mode of operation was subtle, indirect, and incremental, but also systemic. Hence, the Article characterizes the phenomenon as “killing a constitution by a thousand cuts.” The incremental assaults on democratic governance were typically justified by a combination of a managerial rhetoric of efficiency and good governance (made plausible by the undeniable imperfection of our institutions) and a divisive rhetoric of hyper-nationalism (which brands political opponents of the party as traitors of the state). Since its resounding victory in the 2019 general elections, the Modi government appears to have moved into consolidation mode. No longer constrained by the demands of coalition partners, early signs suggest that it may abandon the incrementalist approach for a more direct assault on democratic constitutionalism.

Following Vatican II changes are rapidly taking place within Dutch Catholicism — the bishops no longer make decisions in an authoritarian way: religious practice is de clining ; priests and religious are decreasing in numbers and many religious and pastoral experiments have come into being. KASKI has the responsibility of keeping pace with the Church during this process of change. In order to do this it makes use of several modes of work — the production of statistics relating to the position of religion in Society, the planning of religious and pastoral institutions and the study of new forms of the religious life in orders and congregations. For the first task it has used the same instruments for twenty- five years and the censuses thus produced yield valuable infor mation. As far as pastoral planning is concerned, it works in the field, playing the role of catalyst for those who have to make decisions and the people who have to carry out these decisions. This was the case, for instance, in the pastoral planning of the town of Eindhoven. Finally, when dealing with the new forms of communal religious life it adopts the method of studying through participation so that two of its researchers working in this sector are themselves members of religious groups. Applied research poses important problems, both from the methodological and from the political points of view. Amongst them may be noted the difficulty of determining precisely what constitutes rapid change in religious life, and the political choice of the persons for whom the research is being con ducted; the latter inevitably imposes a certain degree of conformity upon the perspectives of the work. (For example, the choice of the Dutch hierarchy which was to follow the general lines given by a large majority of Catholic opinion when it was tested particularly on questions like the liturgical and parochial changes). The fact, also, that the director of KASKI himself has a personal commitment to what may be described as the « right of centre » position in Dutch Catho licism poses problems for the work of the Institute. Political and religious radicalism is not a strong characteristic of the more senior research workers. KASKI is a rare example of a centre which brings socio logists together and uses their professional competence to accompany change in religious institutions.
