Abstract: In the late 1990s, the Government of Canada launched a string of initiatives to usher its citizens into the “information age.” Recently, the federal government has announced “mission accomplished” in its pledge to become a “model user” of information technology, recognized around the world as the country most connected to its citizens. This paper interrogates the term “model user” as a marker of the changes occurring to techniques of government in our expanding information society. It proposes that the “model user” represents ways to negotiate the changing relationship between nation, state, and citizen associated with economic restructuring and signals a new civilizing discourse for citizen conduct amid the dynamic flows of information and ideas. Further, the “model user” suggests an emphasis on innovation that is implicated within larger discourses of economic globalization and the premium placed on adaptability and creativity. Finally, this paper makes vivid the connections between the “model user” and emerging discourses of Canada as a “model democracy” and Canadians as “model citizens” within the global context. Résumé : À la fin des années 90, le gouvernement du Canada a créé une série d’initiatives afin de lancer ses citoyens dans « l’ ère de l’information ». Tout récemment, le gouvernement fédéral a proclamé « mission accomplie” en ce qui concerne son objectif de devenir un « utilisateur modèle » des technologies de l’information, reconnu à travers le monde comme étant le pays le plus connecté à ses citoyens. Cet article interroge le terme d’ « utilisateur modèle » en tant que marqueur des changements qui affectent les techniques de gouvernance dans notre société de l’information toujours grandissante. Il propose que « l’utilisateur modèle », d’une part, illustre les façons de négocier la relation changeante entre nation, État et citoyen qui est associée aux restructurations économiques et, d’autre part, signale un nouveau discours civilisateur pour la conduite du citoyen plongé dans les courants dynamiques d’informations et d’idées. De plus, l’ « utilisateur modèle » met l’accent sur l’innovation et s’insère dans un discours plus large sur la globalisation économique et sur la valeur accordée à l’adaptabilité et la créativité. Finalement, cet article met en lumière les liens qui existent entre l’ « utilisateur modèle » et les discours émergents qui présentent le Canada comme une “démocratie modèle » et les Canadiens comme « citoyens modèles » au sein d’un contexte global.

In 2000, the UK Government Department for Education and Skills (DfES) piloted 27 new primary school projects around the country in an initiative called ‘Classrooms of the Future’. Starting with a polemical question: what is ‘a Classroom of the Future’?, it encouraged both a design-led approach and an exploration of where the theory of the classroom design meets teaching practice. David Miliband, the government minister involved, described the challenge as ‘designing inspiring buildings that can adapt to educational and technological change’ (DfES, 2002a). Chris Bissell from the DfES, the initiator of ‘Classrooms of the Future’ summed up his expectations: ‘to deliver the best and most effective education exploiting all the possibilities of the information age, school buildings need to reflect advances in technology. They need to provide a pleasant and comfortable environment for learning and to use architectural and design features to stimulate children's imaginations. And they need to be open to wider use, binding schools to their local communities.’ (DfES, 2002a)

Abstract: There are many factors behind why Indonesian people do not like literature, so the impact is the lack of interest in reading in Indonesia, especially in rural areas. Introducing the library as a means of information which is an absolute necessity of the community in the information age needs to be done. Awareness of the importance of this library should be fostered since childhood, therefore the thing that needs to be done is to provide adequate facilities / good for children's libraries. But before moving in that direction, the children's soul must be understood and what kind of information is needed by the children. Therefore it is necessary for the active involvement of various parties such as parents, teachers and the government to foster interest in reading early on by introducing the library early on. However, it is difficult to expect children and adolescents to come to the library without any precise effort and resources pull from the library itself. The lack of attention to the elements intended to extend the reading interest of Indonesian people, especially for people in rural areas.Keywords: Library, Early ChildhoodAbstrak : Banyak faktor yang melatarbelakangi mengapa masyarakat Indonesia kurang suka ke pustaka, maka dampaknya adalah kurangnya minat baca di Indonesia khusus lagi bagian pedesaan. Memperkenalkan  perpustakaan sebagai salah satu sarana informasi yang merupakan kebutuhan mutlak masyarakat dalam era informasi perlu dilakukan. Kesadaran akan pentingnya perpustakaan ini memang sebaiknya dipupuk sejak kecil, oleh karena itu hal yang perlu dilakukan adalah menyediakan fasilitas yang memadai/baik untuk perpustakaan anak-anak. Akan tetapi sebelum melangkah ke arah itu, harus pula dipahami jiwa anak-anak tersebut dan informasi yang seperti apa yang dibutuhkan oleh anak-anak. Oleh karena itu perlu adanya keterlibatan secara aktif dari berbagai pihak seperti orangtua, guru dan pemerintah untuk menumbuhkan minat baca sejak dini dengan memperkenalkan perpustakaan sejak dini.Akan tetapi, sulit mengharapkan anak-anak dan remaja untuk datang ke perpustakaan tanpa ada upaya yang jitu dan daya tarik dari perpustakaan itu sendiri. Kurangnya perhatian elemen-elemen  yang dimaksudkan memperpanjang daya minat baca masyarakat Indonesia, khusus bagi masyarakat yang ada di pedesaan.Kata kunci : Perpustakaan, Anak Usia Dini

Coronavirus (COVID-19) is a humanitarian emergency, which started in Wuhan in China in early December 2019, brought into the notice of the authorities in late December, early January 2020, and, after investigation, was declared as an emergency in the third week of January 2020. The WHO declared this as Public Health Emergency of International Concern (PHEIC) on 31th of January 2020, and finally a pandemic on 11th March 2020. As of March 24th, 2020, the virus has caused a casualty of over 16,600 people worldwide with more than 380,000 people confirmed as infected by it, of which more than 10,000 cases are serious. Mainly based on Chinese newspapers, social media and other digital platform data, this paper analyzes the timeline of the key actions taken by the government and people over three months in five different phases. It found that although there was an initial delay in responding, a unique combination of strong governance, strict regulation, strong community vigilance and citizen participation, and wise use of big data and digital technologies, were some of the key factors in China’s efforts to combat this virus. Being inviable and non-measurable (unlike radioactive exposure), appropriate and timely information is very important to form the basic foundation of mitigation and curative measures. Infodemic, as it is termed by WHO, is a key word, where different stakeholder’s participation, along with stricter regulation, is required to reduce the impact of fake news in this information age and social media. Although different countries will need different approaches, focusing on its humanitarian nature and addressing infodemic issues are the two critical factors for future global mitigation efforts.

AbstractThe governance structures of the value-creating activities of MNEs have evolved towards more networked forms that are geographically highly concentrated and involve partnering with diverse actors. The experimentation that takes place within these corporate networks has a parallel on the government side, where subnational governments, and particularly cities as hubs of economic activity, have increased their profile and level of cooperative activity. We argue that engagement in these partnerships is an essential way in which firms and governments co-evolve and create the basis for sustainable economic growth in the Information Age. While the origins of this collaborative form of governance reside in the increasing knowledge intensity of value creation, its implications go far beyond MNE value creation and capture, extending to issues of global governance such as climate change and sustainable development goals. We examine the implications of this process of co-evolution both in terms of the costs of developing the requisite corporate capabilities as well as the legitimacy of these efforts as part of a deliberative democracy.

Abstract: The British Labour government believes that Information Communication Technologies (ICTs) will facilitate future forms of production, services, and investment within the national and global economies. However, it remains unclear how the government can establish the appropriate national regulatory structures through which to supervise the virtual economy. The sector-specific definitions which have existed between the audiovisual and e-commerce industries are less appropriate and, with the expansion of distribution, audiovisual markets are assuming the characteristics of the telecommunications markets. This report will consider British public policy initiatives for the regulation of the converging ICTs and the audiovisual industries. It will pay attention to the Department of Culture, Media and Sport (DCMS) and the Department of Trade and Industry's (DTI) jointly produced 1998 Green Paper Regulating Communications: Approaching Convergence in the Information Age. Résumé: Le parti travailliste britannique croit que les nouvelles technologies de l'information et de la communication (NTIC) aideront au développement de nouvelles formes de production, services et investissements au sein des économies nationale et globale. Il n'est pas encore clair, cependant, comment le gouvernement pourra établir des dispositifs réglementaires à l'échelle nationale qui permettront de surveiller l'économie virtuelle. À cet égard, il devient de moins en moins possible d'envisager l'audiovisuel et le commerce électronique comme étant des industries séparées. En effet, la distribution s'accroit tellement que les marchés de l'audiovisuel commencent à ressembler de plus en plus aux marchés de la télécommunication. Cet article prend en considération la politique publique britannique envers la réglementation des NTIC convergentes et des industries de l'audiovisuel. Il porte une attention particulière au livre vert produit conjointement en 1998 par le Department of Culture, Media and Sport et le Department of Trade and Industry, « Regulating Communications: Approaching Convergence in the Information Age » (« Réglementer les communications : aborder la convergence dans l'ère de l'information »).

<p class="Abstract">In the information age, media has become an important tool to seek information for clarity but it is paradoxical. This study shows whether documentaries are projecting skepticism and sarcasm of Iraqi people due to volatile, uncertain complex, and ambiguous (VUCA) conditions or projecting VUCA discourses for the restoration of peace and harmony. The object of this study consists of Oscar-winning and Oscar-nominated documentary films from 2003 to 2011 with a total of 45 films. The year 2003 is selected for its demarcation of U.S.-led invasion of Iraq which started in March 2003 and toppled over the government of Saddam Hussein. The year 2011 denotes the end with the departure of US troops in 2011. Through the criterion sampling, four films are selected that depict Iraq and all the four got nomination for Oscar that include: Iraq in Fragments (2006-Nomination); My Country My Country (2006-N); No End in Sight (2007-N); Operation Homecoming: Writing the Wartime Experience (2007-N). To explore Iraqi people’s perspectives, a further sampling is applied and two documentaries are selected depicting entanglement of religion and politics in Iraq from Iraqi people’s perspective.</p>

The purpose of this study was to determine the role of the Sepuk Tanjung Village Government in waste management, and to determine the inhibiting factors for implementing the government's role. When the amount of waste increases, it will cause problems that can endanger humans, both health and the environment. Therefore, it is important to involve the village government as the government that is closest to the people. This research method uses empirical research methods with a statutory approach, to obtain data, researchers conducted observations and interviews with the village government and the community using purposive sampling. The results of the study reveal that the role of the village government is in accordance with Article 11 of Regional Regulation Number 2 of 2015 concerning Waste Management. As for the inhibiting factors, namely, the community factor, the infrastructure factor and the village government factor.

Information is the current global development trend, is an important force driving economic change. The incompleteness of information leads to the fluctuation of economy, which urges the government to carry on the macro-policy regulation and control, thus affects the micro-enterprise decision-making. Based on the perspective of financialization, this paper empirically tests the relationship between economic policy uncertainty and enterprise financialization under informatization, and finds that there is a significant positive correlation between them. This paper enriches the relevant literature on the uncertainty of economic policy and the financialization of enterprises under the information age, and has some practical significance for enterprises to make rational decisions when they face the uncertainty of economic policy under the information age.
