The development of regional clusters in the Russian Federation is one of the priority conditions for increasing the competitiveness and innovativeness of the domestic economy. The article deals with the most urgent issues of formation and development of clusters in the Russian Federation. The innovative cluster policy of the Leningrad Region is considered as an example. Priority directions for the development and implementation of the regional cluster policy in the conditions of innovative development of the territories are outlined.

The paper discusses the theoretical aspect of the formation of a multi-level model of clustering and innovative development of Russian regions. The purpose of the work is to identify a set of factors that affect the effectiveness and efficiency of these processes to work out an integrated approach in their regulation. The object of the study is the pecu-liarities of the functioning of cluster formations on the territory of the regions of the Russian Federa-tion. The formation and development of clusters of the entities of the Russian Federation is influenced by a combination of factors of macro- (federal dis-tricts), meso- (entities of the Russian Federation) and micro-levels (local production systems and in-dividual enterprises). Development tools for each of them are highlighted. A structural and logical scheme of a multi-level model of clustering and in-novative development of Russian regions has been developed. The functions of state authorities and local self-government within the cluster policy are defined: mediation, infrastructure, regulatory. It is summarized that the presented multi-level model has a promising potential of methodological foun-dations for managing the processes of transfor-mation of the economic space of regions, the main elements of which are the zones of clustering of production.

The article deals with the formation of an agroindustrial cluster as one of the most important factors in the socio-economic development of regions. The authors investigate, systematize, classify and generalize financial and economic instruments for supporting the regional cluster policy of the Russian Federation using existing examples. The cluster approach to the development of the meat industry, based on the establishment of close economic ties between agricultural enterprises, leads to the preservation and further development of regional business, in particular - to uninterrupted supplies of meat and other food products. The article discusses the features of the formation of a pig-breeding cluster, which provides the possibility of combining into a single cycle the processing of raw materials, production, storage, transportation and sale of final products.

Abstract The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

In modern conditions clusters are considered as an effective tool for achieving sustainable economic growth in the regional economy. Their successful development is a decisive condition for creating a new management model based on the priority of innovative production renewal. In this regard, the creation of high-tech and efficient clusters should become the main direction of strategic management of territorial development by the state authorities of the Russian Federation subjects. However, the solution of this task is impossible without the development of an appropriate methodology and techniques for assessing the effectiveness of the regional economy clustering, which could be used in the development of cluster initiatives and preparation of state programs for regional cluster development. The article highlights the main results of the research carried out under the RFBR grant «Effectiveness of cluster spatial development of the region in conditions of transition to an innovative economy» No 16-12-59011 in 2016-2017. Theoretical and methodological grounds for developing a multi-criterial approach to assessing the cluster effectiveness of the regional economic space have been formulated. Interpretation and distinctive features of the cluster as a self-developing system are given. Configuration of the effectiveness criteria for cluster spatial development of the economy is proposed, which is a primary visualization of the cluster criterial efficiency model. Description of the criterial and indicative approach to the analysis of the effectiveness of regional economy cluster development is given and an integral indicator is proposed for its evaluation. Methodology for assessing the Regional cluster index was tested in nine regions of the Russian Federation, which territorial clusters were officially registered in the Register of industrial clusters 2016 of the Ministry of Industry and Trade of the Russian Federation. Results of the survey can be of interest to representatives of the government bodies at various levels, heads of specialized cluster structures, enterprises and organizations that are members of clusters.

With use of Internet data basis of scientific electronic library eLIBRARY.RU the most actual areas of scientific and practical researches of old-industrial regions in the Russian Federation are defined: studying of foreign experience of state regulation of development of territories of old-industrial type; research of environmental problems of regions; research of problems of the cities located in old- industrial regions; research of specific problems of development of concrete old-industrial territories. It is proved that problems of social and economic development of territories are most actively investigated; the special attention is paid to justification of adequate approaches to their decision in modern conditions. The common and specific problems interfering sustainable social and economic development of old-industrial regions are revealed. It is shown that the main directions of the solution of the revealed problems are: realization of policy of reindustrialization, cluster policy, diversification of structure of economy, improvement of strategic planning. In the conclusion the perspective directions of scientific researches of old-industrial regions in the Russian Federation are defined.

The term ecotourism is traditionally referred to travelling to natural areas in locations unaffected or poorly affected by anthropogenic factors and having scientific, cognitive, recreational, cultural value, and carried out by environmentally friendly methods, contributing to and promoting the harmonization of human relations with the environment, ecological education and education that promotes the protection of biological and landscape diversity. One of the essential features of ecotourism is the involvement of the local population in providing tourists with works and services in the service sector. The use of natural areas for tourism is of great social and economic importance for the development of regions with significant recreational potential. The organization of tourism in protected natural territories has features related to their legal regime aimed at the preservation of natural objects for the purpose of protection of which such territories are created and containing restrictions on the use of natural resources and economic activities. The policy development of ecotourism in specially protected natural areas as an objective laid by the State requires to define this concept in compliance with the law, since its content depends on the degree of involvement of specially protected natural objects, complexes and ecosystems in recreational activities. The concept of ecotourism should include an indication of the maximum permissible recreational loads and the conformity of forms of ecotourism with the objectives of specially protected natural areas as defined in the legislation and individual provisions thereon. The list of objects of tourist infrastructure must be approved by the Government of the Russian Federation for federal specially protected natural territories and the highest executive authorities of constituent entities of the Russian Federation and municipalities for specially protected natural areas at the regional and local levels.
