Since the late 1960s, the Brazilian federal government has directed substantial resources toward the newly created graduate level at the most prestigious Brazilian universities. Direct support for high-level graduate programs provided by CAPES and other Brazilian agencies, bypassing the university bureaucracy, has allowed programs to recruit Ph.D. holders educated abroad as faculty members. Contrary to the experience at the undergraduate level, the government and the academic community have made a decisive effort to assure quality at the graduate level. The Fundação Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES)—the Ministry of Education agency in charge of graduate education—has created a sophisticated peer review evaluation system that successfully connects performance with support at this level. This evaluation, relying on the contribution of acknowledged academic leaders in all areas of knowledge in the country, has enhanced academic legitimacy; program evaluations in each area currently tend to be widely accepted by the academic community. Such programs have become the main or sole sites for the institutionalization of research in the Brazilian higher education system.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

The study aimed to identify the current method used for selecting academic leaders at emerging Saudi universities from the viewpoint of faculty members working there, and whether there is a correlation between the method used and the following variables: job satisfaction, organizational justice, organizational commitment, productivity motivation, and institutional loyalty and affiliation. In order to achieve the goals of the study, the researcher designed a questionnaire that included identifying the method used. The questionnaire consisted of (31) items divided according to the variables mentioned, and it was distributed to the study sample (300 faculty members), randomly chosen from the study community (2382 members). The results showed that there is a correlation between the method used and the variables mentioned which were at an intermediate level, with the exception of the productivity motivation that was at a high level for university professors, despite the fact that the foregoing variables were lower than expected. This made the researcher recommend that the university and the Ministry of Education would review that mechanism and hold conferences and workshops in order to address it before these positive professors suffer from disappointment and job burnout. The study also revealed that there were statistically significant differences at the level of (α = 0.05) in experience in favor of (10) years or more, in the academic rank in favor of (Assistant Professor), and in officiality and contracting in favor of the contracting parties.

Master plan of Higher education (HE) plays an important role which should be based on the model of university governance in each country. Vietnam has  undergone a major renovation of higher education since 2009. Reorganizing and rearranging the system of universities and colleges is one of the solutions for the development of higher education. The status of training plan has changed in line with the international trends. This paper analyzes the policy of curriculum development of undergraduate, master and doctoral training fields promulgated by the Ministry of Education and Training and by Vietnam National University (VNU). The national university model has been given a high level of autonomy in the curriculum development. VNU develops cutting-edge scientific disciplines, adjusting training programs to meet the diverse and increasingly demands of domestic and international labor markets

We explain the recruiting and promoting system for high-level Japanese government officials showing the trend of numbers of applicants for the recruitment examination, those who passed the examination, and also those who were employed by some ministries in the last 17 years. We describe the major characteristics of the promotion system for Japanese government officials. Educating and training Japanese government officials in the area of policy studies have been conducted in both university schools, governmental training centers, governmental schools and colleges. An education and training system for government officials needs to be developed so that each government official is equipped with a certain specialty and expertise. A formal system for evaluating individuals and programs has not been common in Japan, especially for evaluating individual work and contribution. We need to “invent” an evaluation system that will make the government officials’ decision-making system work more efficiently. Public and private universities, in particular, have been very active in creating many policy-related schools and departments in the last 20 years. Policy studies, which have been conducted in various schools in the university and government research institutes, are described in detail with their objectives, curriculums, and requirements.

Admission of new students is a routine activity at the beginning of each new meeting year in all formal educational institutions. At the moment the acceptance of new students uses the zoning system and has been regulated by Permendikbud No. 20 in 2019. This zoning system will accept students where their residence enters through the user area with the school environment. With this Permendikbud the government hopes that there will be an evenness in the quality of education in all schools, so that schools will no longer get the title of superior and non-superior schools. But in a system, the zoning improves anxieties in the school environment. This research supports to help the participating school students will be accepted in accordance with the provisions of the Ministry of Education and Culture. In overcoming problems that arise in the school environment there needs to be a system that can overcome that problem. In this study using the K-Nearest Neighbor (K-NN) method. Where the K-NN method will do the classification of new learners' residence with the school. In determining the classification using the K-NN method used for zoning and non-zoning areas, it is seen based on the closest K value. In finding the optimal value in this study using the Rapidminer application. The optimal high-level test results at K 5 where the value of this K is 83.36%

The coronavirus disease 2019 (COVID-19) that is currently spreading in Indonesia has prompted the government to implement various prevention efforts to limit its spread. One of the sectors affected by this pandemic is the education sector, owing to the Ministry of Education and Culture (Kementrian Pendidikan dan Kebudayaan) of the Republic of Indonesia instruction to higher education institutions to implement the Study from Home (SFH) policy. This causes abrupt changes and considerable pressures on college students both internally and externally, which might trigger negative emotions, including stress in undergoing Study from Home (SFH). This study aims to explore the correlation between academic resilience and the subjective well-being of college students experiencing online learning during the COVID-19 pandemic. The study uses a literature review to collect data, focusing on theoretical studies, and the references used are inseparable from scientific literature. The results show that resilience is crucial in online learning to maintain and improve the students’ subjective well-being. Students with a high level of resilience tend to have a high level of subjective well-being as well, meaning that they are able to regulate their emotions better in addition to controlling internal pressures caused by online learning. This article deals with the analysis of some important reforms and innovations implemented in the education sector by the government in Azerbaijan. After gaining the independence Azerbaijan started successfully to move forward towards the  development as an independent country. The country established the close relations with different international organizations and institutions. After Azerbaijan signed on to the Bologna process, the Ministry of Education developed a comprehensive action plan, calling for the modernizing of the higher education system, a transfer to the credit system, the elaboration of new diploma and the recognition of international documents on higher education. As a result, the government of Azerbaijan started the implementation processes of reforms focused on the improvement of the quality of education in order to integrate to international standards. The Ministry of Education of Azerbaijan closely collaborates with major international organizations such as: The Council of Europe, UNESCO, World Bank, UNICEF, ISESCO, EU and so on. Cooperation between Azerbaijan and the EU is carried out within the framework of TEMPUS/TACIS, Erasmus+, Twinning/TAIEX programs. This article provides a brief overview about the above mentioned programs, their application processes, as well as the results and their influences in education system of Azerbaijan .

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

Rania Al Yassin was born on August 31, 1970. She obtained her Bachelor’s degree in Business Administration from the American University of Cairo in 1991. She applied this, first, to a banking career in Jordan and, later, to the information technology sector. After marrying Prince Abdullah bin Al Hussein on June 10, 1993, they went on to have four children: Prince Hussein, Princess Iman, Princess Salma, and Prince Hashem. In addition to being a wife and mother, Queen Rania works hard to lift the lives of Jordanians by supporting their endeavours and helping to create new opportunities for them. Locally, she is committed to breathe new life into the public education system; empower communities and women especially through microfinance initiatives; protect children and families; and drive innovation, technology and entrepreneurship, especially amongst young people. Internationally, Queen Rania is an advocate for tolerance, compassion and bridge building between people of all cultures and backgrounds. Her efforts to simultaneously challenge stereotypes of Arabs and Muslims, and promote greater understanding and acceptance between people of all faiths and cultures, have won her global recognition. Her Majesty’s passion is education. Her efforts in the education sector complement the work of the Ministry of Education through initiatives such as the Jordan Education Initiative, the Queen Rania Teachers Academy, Madrasati, Edraak and others. To realize these and so much more, Queen Rania has encouraged private sector partners to drive improvements and strengthen the foundations of Jordan’s education system. Queen Rania is also a global voice for access to quality education for children around the world. In 2009, Her Majesty championed the 1 Goal campaign for education; she is Honorary Chair of the UN Girl’s Education Initiatives and has advocated access to education in forums and gatherings around the world. Her work and her efforts to improve the learning opportunities for children have been recognized at the highest levels, nationally, regionally and internationally. Additionally, through her position on their boards, Her Majesty contributes to the work of the United Nations Fund and the World Economic Forum. She is the Eminent Advocate for UNICEF; and she was part of the UN appointed High Level Panel who advised on the shape and content of the Sustainable Development Goals which aim to improve the lives of millions of people before 2030. In recognition of her work, Her Majesty has humbly accepted many awards, locally, regionally and globally. These include the Walther Rathenau Award from the Walther RathenauInstitut in Germany for her efforts to greater peace and understanding; the James C. Morgan Global Humanitarian Award from Tech Awards, USA; the Arab Knight of Giving Award from Arab Giving Forum, UAE; the North South Prize by the North South Prize, Portugal; as well as the YouTube Visionary Award. Her Majesty authored several books primarily for children including the Sandwich Swap, which was inspired by her own childhood experiences.
