Motor Clubs in the Public Arena: The Argentine Automobile Club, the Argentine Touring Club and the Construction of a National Roads System (1910–43)

The rapid spread of the automobile in the early twentieth century posed both challenges and promises to nation states. Before automobility became the object of public policies, this new mobility technology had to be socially perceived and constructed as belonging to the public sphere. Motorist associations played a decisive role in this process. This paper focuses on the Argentine Automobile Club (ACA) and the Argentine Touring Club (TCA), the two principal automobile clubs in the country and the largest ones in Latin America during the first half of the twentieth century. It argues that the ACA and TCA had a decisive influence during the 1920s in diagnosing and listing possible solutions to road and tourism challenges, and providing reference points for most of the road and tourism policies in the following decades. At the same time, both clubs actively helped to create a national network of roads through their participation in the planning agencies and made the new roadways accessible by signposting them and by providing petrol stations. Not least they formed and spread the new practices of road culture and automobility and, by organising sporting events, tours and rally drives and printing travel guides and maps, they contributed to the symbolic construction of the roads.

The subject matter of research interest here is the movement of sociological reflection concerning the interplay of public and private realms in social, political and individual life. The focus is on the boundary constructs embodying publicity, which are, first of all, classical models of the space of appearance for free citizens of the polis (H. Arendt) and the public sphere organised by communicative rationality (Ju. Habermas). Alternative patterns are present in modern ideas pertaining to the significance of biological component in public space in the context of biopolitics (M. Foucault), “inclusive exclusion of bare life” (G. Agamben), as well as performativity of corporeal and linguistic experience related to the right to participate in civil acts such as popular assembly (J. Butler), where the established distinctions between the public and the private are levelled, and the interrelationship of these two realms becomes reconfigured. Once the new media have come into play, both the structure and nature of the public sphere becomes modified. What assumes a decisive role is people’s physical interaction with online communication gadgets, which instantly connect information networks along various trajectories. However, the rapid development of information technology produces particular risks related to the control of communications industry, leaving both public and private realms unprotected and deforming them. This also urges us to rethink the issue of congruence of the two ideas such as transparency of societies and security.

Towards the end of the twentieth century, religion re-emerged as a topic of pressing concern in a number of the most self-consciously secularized states of the global north. From disputes over the wearing of headscarves in schools to debates over accommodations for religious practices in the public sphere, religion, particularly the ‘foreign’ religiosity of migrants and other minority religious subjects, appeared on the scene as a phenomenon whose proper place and role in society required both urgent and careful deliberation. This article argues that in order to account for the affective potency produced by the immanence of the figure of the ‘foreign’ religious subject, it is necessary to understand secularization as fantasy. It is within the fantasy of secularization that the secular emerges as an object of desire—as something that, if attained, appears as a solution to the problem of ‘foreign’ religiosity—and figures of inassimilable religiosity assume the role of scapegoats for the failure to resolve these concerns. In this sense, within this fantasy scene, the secular promises to provide ‘us’ with something that we are lacking. However, this promise has been undermined by the apparent persistence of religious difference. As such, as a result of their continued religiosity, ‘they’ appear to be taking something from ‘us’.

"The aim of this work is to reflect on the construction of the woman writer as a public figure based on the case of Lucie Delarue-Mardrus and her projection in Spain, placing her in the framework of the tensions that surround the female condition at the beginning of the twentieth century. Although her work is translated and reviewed, it is her public figure the element that focuses the attention of the critics, as confirmed by the various references by prominent chroniclers (Enrique Gómez Carrillo, Isabel Oyarzábal, María Luz Morales or Teresa de Escoriaza). This phenomenon allows us to see the key elements of the feminine authorial construction, as the incorporation of strategies of the emerging idea of celebrity and its use as an essential mechanism to deal with the difficulty of being a woman in the public sphere"

Inspired by the interdisciplinary studies undertaken by Michael North and Rochelle Rives, this article examines conspicuous representations of the modern female face in Virginia Woolf’s Mrs Dalloway (1925) and Katherine Mansfield’s ‘Bliss’ (1918), ‘Pictures’ (1920), and ‘The Garden Party’ (1922). If writers and artists of the early twentieth century dispelled facile assumptions about a mimetic relationship between face and character, why are two modernist women writers so invested in highlighting the female face? I approach this query and the lexical visages Mansfield and Woolf craft by situating their work within a cultural-historical framework that constellates nineteenth-century physiognomy, a growing female presence in the public sphere, and the rise of modern visual technologies. Physiognomy had lost its cultural traction by the fin de siècle, but it left an indelible influence on cultural assumptions about women who crossed domestic thresholds. I demonstrate that Woolf and Mansfield convey a salient interest in the inscrutable female visage that resists being read as what Rives calls a ‘text for analysis and interpretation’. Both writers reveal concerns about the modern woman’s visual identification, but of the two, it is Mansfield who fashions corrective images and extricates the modern woman from her physiognomic past.

This introductory section introduces the book’s major arguments and provides an overview of the history of the Black Press in the early twentieth century. The introduction also explores the theoretical conceptualization of the public sphere in relationship to African American life and the scholarship on pleasure and class in African American history. In laying out these terms, the introductory section of the book makes the case that they are useful categories of analysis for a deeper understanding of African American sexuality, pleasure, and the Black Press. Finally, the introduction features a discussion of the significance of the interwar period and its relationship to the history of African American sexuality in the Black Press.

<p align="justify">Marriage equality or the equal status of same-sex marriage has undergone a rather tough road in Australia, involving diverging opinions in parties at the state and federal levels and constitutional amendments. It appears that people in power set the agenda on the legalization of same-sex marriage. However, it cannot be denied that social media played an almost decisive role in this process because it enabled the gathering of massive public opinion to pressure the government to make changes. To be specific, social media or social networking sites offered platforms for people concerned to share reports about the progress of foreign countries in legalizing same-sex marriage, to express their opinions and to launch campaigns in support of their beliefs. This essay explores the role that social media played in the legalization of marriage equality movement in Australia from the perspectives of the public sphere theory and the agenda-setting theory.</p>

AbstractAn examination of the Brazilian newspaper O Combate, this article accomplishes four goals. First, it defines the politics of a periodical long cited but little understood by historians. Second, it documents O Combate's place, alongside other ‘yellow press’ outlets, in the making of a ‘public sphere’ in São Paulo. Third, it situates the same publications' role in the bringing into being of a more commercial, publicity-driven press, which would shed the yellow press's radicalism and abet the collapse of the public sphere of its heyday. Fourth, it suggests that O Combate's radical republicanism was one fount of the democratic radicalism of the late 1920s and early 1930s, as well as of the regionally chauvinist constitutionalism of 1932–7. In this rare application of the ‘public sphere’ idea to twentieth-century Brazil, readers may also detect an account closer to Jürgen Habermas’ original formulation than that found in the historiography of nineteenth-century Spanish America.

The rapid spread of the virus that causes COVID-19 (SARS-CoV-2) has sparked alarm worldwide. The way the virus spreads is still unclear; however, it’s known that similar viruses are spread in cough & sneeze droplets. At the time of writing this editorial over 300,000 people worldwide have been infected with over 13,000 deaths (WHO, 2020). The principle measure introduced to stop the spread of infection among the general population is by encouraging the public to undertake specific behaviours related to hygiene, that is useful in stopping the spread amongst family members or close associates for previous outbreaks of virus from the same family. A second measure used widely across the world is social distancing for non-infected members of the public or social isolation for infected families or high-risk individuals. Many sporting events and athletic games have been postponed causing large scale disruption to the global sport industry with millions of dollars lost. Most teams and induvial athletes will continue to train to maintain fitness and be ready for the return to active competition when the pandemic is under control.

Background: The distribution of healthcare resources across local and global communities has triggered alarms throughout the COVID-19 pandemic. Injustice and inefficiency in the transfer of lifesaving medical supplies are magnified by the urgency of the public health crisis, ramified through pre-existing socioeconomic tensions, and further aggravated by frictions that plague international cooperation and global governance. Aim: This article explores the ethical and economic dimensions of medical supplies, from the microcosm of distributive algorithms to the macroscope of medical trade. Methods: It first analyses the performance, strategy, and social responsibility of ventilator-suppliers through a series of case studies. Then, the authors seek to redress the need-insensitivity of existing distributive models with a new price-based and need-conscious algorithm. Next, the paper empirically traces the exchange of medical supplies across borders, examines the effect of trade disputes on medical reliance and pandemic preparedness, and makes a game-theoretical case for sharing critical resources with foreign communities. Conclusion: The authors argue that the equitable allocation of medical supplies must consider the contexts and conditions of need; that political barriers to medical transfers undermine a government’s capacity to contain the contagion by reducing channels of access to medical goods; and that self-interested public policies often turn out to be counterproductive geopolitical strategies. In the post-pandemic world, the prospect of medical justice demands a balanced ethical and economic approach that cuts across the borders of nation-states and the bounds of the private sector and the public sphere.

AbstractThe fourth and final volume in Max Stackhouse series on 'God and Globalization' invites to consider more deeply the realities of globalization. In particular, questions of imperialism and post-colonialism are related to questions concerning the place given to religion and faith by nation-states. China and India, while both experiencing rapidly changing economies, have diverse approaches to the role of religion in the public sphere. Globalization forces 'the west' to engage with the differing economic and religious circumstances of 'the east', and to reconsider the appropriateness of Christian mission in the face of the plurality of faiths and their competing truth claims.
