This paper presents the development of the method for accurate successful jamming rate calculation when MPSK modulated RCIED activation message is jammed using sweep signal. Opposite to classical methods of error modelling where it is taken that only one bit in a symbol may be altered, it is supposed in this paper that any number of bits in a symbol is the subject of eventual modification. The derived formulas are achieved for QPSK, 8PSK and 16PSK modulated signals jamming. The results calculated by these formulas are verified and obtained by our originally developed simulation method. The results of calculation and simulation agree very well and the maximum difference between calculated and simulated successful jamming rate for any of three analyzed jamming methods and any level ratio between activation message signal and jamming signal does not overcome 1.1%. It is proved that successful jamming rate tends to maximum value 0.5 when jamming signal power increases and that only 20% lower successful jamming rate value is obtained for less than 7dB higher jamming signal level than it is the level of RCIED activation signal. These results point out that it is not necessary to apply too high emission power to achieve acceptable jamming effect. As a consequence, jammer practical implementation is easier and its dimensions are smaller.

LAW REGARDING PHYSICIANS IN THE SECOND REPUBLIC OF POLAND IN OUTLINE Summary Profession of a physician as a key element of the healthcare system was the subject of an intense interest of the legislative power of the Second Republic of Poland (1918-1939). The legal acts analyzed in the present paper expressed the far reaching vision formulated at the outset of the reborn Polish state. That vision is particularly exemplified in the Basic Sanitary Act of 1919 r. The law on physicians of mid-war period underwent gradual and intended evolution. Practical implementation of the Act on the Practice and Chambers of Physicians of 1921 contributed towards an enactment of the highly regarded new regulations of the matter in 1932 and 1934. This was accompanied by the formation of the distinct profession of dentists. Legislative order of the President of the Republic on the healthcare institutions of 1928 played a significant role as far as regulation of the market of medical suppliers is concerned. In the 30s quality of legal acts had been clearly improved. Due to determination of the healthcare authorities after more then a decade of the Second Republic’s legislative activity, there were only few remnants of old occupants’ legal regulations in the area of law on physicians. This remarkable achievement was quite suddenly dismantled, since the repeal of majority of the said acts by the Communist authorities after 1945.

This article addresses one of the most actively developing types of design activities – light design. The article comprises quotes of the leading Russian and foreign light design specialists published over the previous five years, as well as the authors’ own conclusions. The thoughts quoted in the article are sometimes opposite to each other and reflect the wide spectrum of professional practice. They reflect the initial opinions of analysts and experts which are often diverging. All of the specialists point at the interdisciplinary nature of the new profession, which imposes additional load on a designer overloaded enough already by the scope and speed of the problems being solved nowadays. The discussion of the new profession of light designer initiated on the pages of professional publications is especially important in view of the development of professional standards and standards of design and architectural education, as well as creation of new educational programmes based on various approaches to the subject in technical and humanitarian institutions. The goal of this article is to introduce light design into the field of fully legitimate sections of design culture, to define the authentic scientific basis of the new creative profession, to initiate a foundation for self-determination of the new synthetic area, which materially affects the state of the profession as a whole and the life standards of a wide variety of consumers. In order to reach the set goal, a comparative and analytical method of study was selected, which allows studying the problem to a large extent and from all angles and finding the ways of overcoming the challenges emerging in the area of the new activity.

The Introduction outlines the various chapters. It then situates the question of ‘body’ in the modern Western philosophical tradition following Descartes, and argues that this leaves subsequent responses to come under one of three options: metaphysical dualism of body and subject; any anti-dualist reductionism; or the overcoming of the divide. Describing the Phenomenology of Merleau-Ponty as a potent example of the third strategy, the Introduction then suggests his philosophy will function as foil to the ecological phenomenology developed and presented in the book. Moreover, one approach within the Western Phenomenological tradition, of treating phenomenology as a methodology for the clarification of experience (rather than the means to the determination of an ontology of the subject) is compared to the approach in this book. Since classical India, while understanding dualism, did not confront the challenge of Descartes (for better or for worse), its treatment of body follows a different trajectory.

Understanding of the causes and correlations for algorithmic decisions is currently one of the major challenges of computer science, addressed under an umbrella term “explainable AI (XAI)”. Being able to explain an AI-based system may help to make algorithmic decisions more satisfying and acceptable, to better control and update AI-based systems in case of failure, to build more accurate models, and to discover new knowledge directly or indirectly. On the legal side, the question whether the General Data Protection Regulation (GDPR) provides data subjects with the right to explanation in case of automated decision-making has equally been the subject of a heated doctrinal debate. While arguing that the right to explanation in the GDPR should be a result of interpretative analysis of several GDPR provisions jointly, the authors move this debate forward by discussing the technical and legal feasibility of the explanation of algorithmic decisions. Legal limits, in particular the secrecy of algorithms, as well as technical obstacles could potentially obstruct the practical implementation of this right. By adopting an interdisciplinary approach, the authors explore not only whether it is possible to translate the EU legal requirements for an explanation into the actual machine learning decision-making, but also whether those limitations can shape the way the legal right is used in practice.

The subject of the work is the research on relevant factors influencing participation in the success of brownfield revitalization, especially in the territory of small municipalities. Research has so far dealt with the issue of determining disparities in the municipalities of the Czech Republic, not excluding small municipalities, but their subsequent application has usually been presented in larger cities. The focus on smaller municipalities or cities was usually addressed only in general. The introduction provides an overview of theoretical knowledge in the field of brownfield revitalization. Defining the level of knowledge of the monitored issues is an essential step for the purposes of more effective determination of disparities. Disparities will be determined on the basis of information on localities that have been successfully revitalized. The identified disparities are then monitored in the territory of small municipalities. For the purposes of processing, it was determined that a small municipality or city is an area with a maximum of 5000 inhabitants. Using appropriately selected statistical methods, an overview of disparities and their weights is determined, which significantly affect the success of revitalization. In small municipalities, the issue of brownfields is not emphasized but, in terms of maintaining community strength and reducing population turnover, the reuse of brownfields is a crucial theme.
