The subject of this article is the assessments of national researchers on various aspects of shipbuilding of the Azov Fleet in 1695-1712. The goal consists in revealing the key issues in development of shipbuilding industry as one of the branches of domestic military production by means of critical analysis and generalization of results of research conducted by the Russian scholars. The author examines the factors  and prerequisites for selecting Voronezh as the center of construction of the Azov fleet, the key stages and evolution of shipbuilding industry and activity in the Voronezh Region, establishment of administrative branches and role of foreign experts thereof,  results of shipbuilding of the Azov Fleet and its impact upon further development of shipbuilding industry in Russia. The novelty of this study consists in analysis of the works of national researchers dedicated to shipbuilding of the Azov Fleet for covering the problem of establishment of shipbuilding sectors of the Russian military industry, clarifying and generalizing debating points on the subject matter. The article describes the influence of the conditions of shipbuilding of the Azov Fleet upon the course of shipbuilding works and the image of forming shipbuilding industry. The factors of institutionalization of shipbuilding industry, the course of development of the first shipbuilding cluster in Russia, as well as the results of short-term and long-term shipbuilding activity of are revealed.

The article is dedicated to the 210th anniversary of establishment of diplomatic relations between the United States of America and Russia and casts light upon their genesis and development. It provides an acute insight into the key issues of US-Russian agenda within a time span of more than 200 years. Along with giving a holistic picture of the subject, the author focuses on specific cases crucial for understanding the current geopolitical juncture shaped by the interaction of the two nations. With an emphasis on differences in political culture, he outlines the important role of cross-cultural communication within the framework of the respective cases. The findings derived from the historical analysis give grounds for a certain degree of optimism in terms of further development of the relationship between the US and Russia.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Abstract: This article approaches the matter of institutional reform of the United Nations Human Rights Council from an international relations perspective. A well-known tension exists between State representatives acting for their governments in international organisations, but whose decisions are presented as UN policies. The latter should be guided primarily by the UN Charter and public international law. However, in reality, different worldviews and foreign policy considerations play a more significant role. In a comprehensive stock-take, the article looks at four major dimensions of the Council, starting with structure and dynamics and major trends, followed by its country and thematic activities, and the role of key actors. Council reform proposals from both States and civil society are explored. Whilst the intergovernmental body remains the most important authority responsible for the protection of human rights in the international sphere, it has also been the subject of considerable criticism. Although it has made considerable progress towards enlarging its coverage and taking on more challenging human rights crises, among some of its major weaknesses are the election of human rights-unfriendly countries into its ranks, the failure to apply stronger sanctions on large, politically influential countries in the South and North, and lack of influence on human rights crises and chronic human rights problems in certain countries. Whilst various reform proposals have emerged from States and NGOs, other more far reaching propositions are under sometimes difficult negotiations. In the mid- to long-term, the UN human rights machinery can only have a stronger and more lasting impact if support from national/local actors and coalitions in politics and society can be strengthened.

The Japanese ocean-going shipbuilding industry has evolved into two distinct sectors and today's second tier or medium-sized firms build close to half the nation's output of large ocean-going vessels. Many vessels recently delivered by the major and the medium-sized shipbuilders are of similar size and complexity. However, the medium-sized shipbuilding companies of Japan differ considerably from the majors in business strategy and corporate structure. To date, studies published in English on the Japanese shipbuilding industry have focused mainly on the seven major firms. In this paper Japan's medium-sized shipbuilders are introduced. Their competitive environment, operations, and strategies are compared with those of the seven major firms. The relative strengths and weaknesses of the major and medium-sized shipbuilders are considered and the role of technological development in the long-term prospects of both is discussed.

Objective: To review the place of electroconvulsive therapy (ECT) in the treatment of schizophrenia. Conclusions: ECT is as effective, if not more so, than the antipsychotic drugs in certain clinical settings. It can be rapidly effective in acute episodes. When used alone, antipsychotics have comparable or superior efficacy to ECT alone in the short term. However, ECT possibly confers better long-term outcome. Combination treatment with antipsychotic medications and ECT is superior to either treatment alone, and is safe and effective, notably in medication resistant schizophrenia. Benefits of acute courses of ECT may be short-lived unless maintenance ECT is instituted, although there are limited data on the subject. Clinically, patients with acute onset, shorter episodes are more likely to respond to ECT. Catatonia, preoccupation with delusions and hallucinations, and a relative absence of premorbid schizoid and paranoid personality traits, are other clinical factors less strongly predictive of positive response. The presence of affective symptoms is often thought to be predictive of clinical response. However, there is little research evidence for this. While medications remain the mainstay of treatment in schizophrenia, ECT does have a clear and increasingly recognised role which requires further evaluation.

Проблема определения социальных функций различных институтов является одной из важнейших для понимания их роли и пути дальнейшего развития. Данная дискуссия отнюдь не носит чисто теоретический характер, наоборот, вопрос о социальном функционале музея является одним из ключевых для их дальнейшего развития. Некоторые исследователи честно признают, что непонимание социальных функций ведет к резкому снижению эффективности работы музеев. В статье анализируются функции музея как социокультурного института на основе такого историко-антропологического источника как анекдот. Эта проблематика, несмотря на свою принципиальную важность, редко анализировалось в антропологическом ключе. Кроме того, взаимосвязь музея и смеховой культуры практически не пользуется вниманием исследователей, хотя данная тема явно имеет большой потенциал. В качестве основного источника для работы был взят массив современных российских анекдотов, к которому для компаративного анализа привлекался массив советских анекдотов. В общей сложности исследовалось более 500 текстов. По итогам исследования можно сделать вывод, что социальные функции музея не ограничиваются традиционными для музеологии вариантами: сохранение наследия, образование и коммуникация. Музей в фольклорных текстах обладает гораздо более широким кругом социальных функций от инструмента символического потребления и валоризации объектов искусства, до пространства эротической игры. Анализ анекдотов, связанных с музеем, показывает, что, несмотря на не самую высокую популярность этого института, в массовой культуре и сознании, в смеховой культуре четко фиксируются его ключевые функции и проблемы. Это еще раз подтверждает важность анализа фольклорных текстов для оценки роли музея в сообществах любого уровня. Данный материал может быть использован для решения самых различных задач музейного менеджмента от оценки эффективности социокультурной деятельности музея до проведения маркетинговых кампаний. The determination of social functions of institute is one of the most difficult issues in social anthropology. This discussion isn’t absolutely theoretical; on the contrary, the issue of the social functionality of the museum is one of the key issues for their further development. Some researchers honestly admit that a lack of understanding of social functions leads to a sharp decline in the effectiveness of museums. The article analyzes the functions of the museum as a sociocultural institution on the basis of such a historical and anthropological source as anecdote. This issue, despite its fundamental importance, has rarely been analyzed in an anthropological vein. In addition, the interconnection between the museum and the culture of laughter has received little attention from researchers, although this topic clearly has great potential. For this research we used block of contemporary Russian anecdotes and the anecdotes of the soviet period (1917–1991) for comparative analysis. Totally more than 500 texts were analyzed. The analysis of the anecdotes associated with the museum shows that, despite the low popularity of this institution, in mass culture and consciousness, in the culture of laughter, its key functions and problems are clearly recorded. This once again confirms the importance of analyzing folklore texts for assessing the role of the museum in communities of any level. This material can be used to solve a variety of problems of museum management, from assessing the effectiveness of the socio-cultural activities of the museum to marketing campaigns.

The paper deals with the history of the Olonets metal works – one of the centres of military industry in pre-revolutionary Russia. It aimed to analyse the views of Russian researchers on the problems of military production at these plants and their role in providing the army and navy with weapons in the 18th – еarly 20th centuries. The works of the pre-revolutionary, Soviet, and post-Soviet periods were studied. The relevance of this research is substantiated by the need for an in-depth examination of such a phenomenon in Russian history as the military-industrial complex and its prototype represented by the military industry of pre-revolutionary Russia. The article is focused on the way Russian historiography presents the organization of military production at the Olonets metal works, their technical reconstruction in order to master the production of brand new types of weapons, as well as the role of foreign specialists and foreign technical, technological and organizational experience in this process. The study revealed some important features of the Olonets metal works operation: the use of the economy’s mobilization mechanisms for their creation, their role as a transmitter of military production experience to other Russian regions, the influence of non-economic factors on the existence of military industry enterprises, as well as the effect and significance of diffusion of innovations in military industry. It is concluded that the final period in the history of the Olonets metal works (late 19th – early 20th centuries) is poorly reflected in Russian historiography. In addition, the research points out the need for a comprehensive work on the history of military production at the Olonets metal works in general.

<p>The subject of this article is the analysis of the activity undertaken during mediation in the context of the characteristics of the mediation process and the normative conditions of the legal relationship and disputes resolved through this form of ADR. In order to implement the project, the content of the work will contain a list of functions performed by the mediator during mediation as ‘the environment for performing the role’ (which is not closed due to the dynamics of interaction in the negotiations). Their character and content determine the nature of the social and professional role of mediators in the Polish legal order, it also allows us to illustrate in detail the key issues for reflection on the professional role, including, for example, legal liability and conflict of roles. Mediation functions are diversified in terms of the frequency of their implementation depending, among other things, on the strategy of conducting mediation, the specificity of the dispute and the legal regulation of mediation. The discussion of the last of the indicated differentiating factors (i.e. the impact of universally binding law) will be reflected in the content of the paper.</p>

NERIS is the European platform on preparedness for nuclear and radiological emergency response and recovery. Created in 2010 with 57 organisations from 28 different countries, the objectives of the platform are to: improve the effectiveness and coherency of current approaches to preparedness; identify further development needs; improve ‘know how’ and technical expertise; and establish a forum for dialogue and methodological development. The NERIS Strategic Research Agenda is now structured with three main challenges: (i) radiological impact assessments during all phases of nuclear and radiological events; (ii) countermeasures and countermeasure strategies in emergency and recovery, decision support, and disaster informatics; and (iii) setting up a multi-faceted framework for preparedness for emergency response and recovery. The Fukushima accident has highlighted some key issues for further consideration in NERIS research activities, including: the importance of transparency of decision-making processes at local, regional, and national levels; the key role of access to environmental monitoring; the importance of dealing with uncertainties in assessment and management of the different phases of the accident; the use of modern social media in the exchange of information; the role of stakeholder involvement processes in both emergency and recovery situations; considerations of societal, ethical, and economic aspects; and the reinforcement of education and training for various actors. This paper emphasises the main issues at stake for NERIS for post-accident management.

On the basis of the updated educational program were discussed issues of application of design technologies, in biology lessons in the section «Cell Biology» on the method of spiral training. Communication between parents, teachers and students is provided for in project technology. The point is that interest in the topic will increase by asking questions to parents. I was asked to voice my question, share my ideas through group work. The analysis of the works of these scientists is carried out and some stages of application are noted. In order to increase the interest of students studying the subject of biology, the specifics of the use of technology in project training are determined. In the field of biology are defined stages of work aimed at further development and consolidation of data on the topic «Cell Biology». The role of the teacher was shown. Highlighted the relationship of parents with children and friendship, communication in the classroom.
