Albania as all Balkan countries in general, in the past 20 years faced with deep and continuous socio-economic change which resulted not simply in a totally newly shaped economy, but also in new and unexperienced paths of human resources developments. This referring to the qualitative, quantitative and diversification terms, brings the age of new professions and connections between the academic development and advancement and the adaption with the real necessities of the labor market. Adding to this complex and mobile situation the effect on their economy of the last financial crisis, the turbulence level is expected to be increased . Practitioners and researchers must understand connections and make up different scenarios which will face with a very unpredictable environment. Not surprisingly, Albania as some other southwestern European countries, due to the low level of integration into the international financial market, their mainly domestic market for goods and services produced by them, did not suffer the same consequences as other neighboring countries. But even the effect of downsizing their economies will affect Albanian economy too, because the payment balance and foreign trade balance as well as due to the widening of globalization in its domestic economy, which Albania cannot afford to avoid any longer. At the same time, the country must take in consideration the economic structure change and its adoption with the EU countries economic structure. These two main challenges can be afforded with substantial foreign investments and the most attractive resource has proved to be the human one. Sustainable development of human resources for a national sustainable development, requires making pro-active decision regarding their development and planning. The welfare of countries more and more is not being measured by the GDP pro capita, instead it is being used the term” life quality” which calls for decision making process aiming to increase and not simply exploit, which pro-actively develops qualitative human resources . This because a major factor for development is direct foreign investment. This drives Albania as well as other Balkan countries shift from naturally gifted with human resources due to the high nativity toward having attractive human resources in terms of quality and diversity related to actual and future trends of economy structuring and development. The paper deals with issues related to economic and human development by comparing two major factors in the case of Albania: the quality of human resources, role of foreign investments in the Albanian economic development and effects of human resources have on them and the careful planning of human resources development driven by actual and future trends of economic development. At the same time, the paper analyses the necessity to link the didactic offer of universities and high schools and market driving forces.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

Energy management is a major issue in economic development that goes hand in hand with sustainable development. The objective of this study is to analyze the determinants of energy demand in Morocco during the period 1990-2016. For years to come, energy demand has tended to grow. As a result, it is important to understand the key determinants of energy demand through the analysis of three independent variables: gross domestic product (GDP), access to electricity and direct foreign investment. The approach adopted is to use an Error Correction Vector Model (VECM). Empirical results show that energy demand in Morocco is linked to real causes, which are GDP, access to electricity and foreign direct investment.

The article discusses some aspects of staffing sustainable development of the municipal formation. The article presents the results of a sociological study of human resources, qualitative and quantitative characteristics of municipal employees. It is emphasized that the staffing of sustainable development is the aggregate ability of the population to ensure the strategic socio-economic development of the municipality on the basis of the practical implementation of the professional activity of human resources and is one of the determining factors and the most important resource for sustainable socio-economic development.

The growth of the world economy that does not meet the requirements of environmental sustainability is accompanied by an increase in anthropogenic pressure on the environment, which leads to an aggravation of environmental problems and increases the likelihood of man-made accidents and catastrophes. In this situation, the direction of scientific research in the field of forming a unified methodology for comprehensive analysis and evaluation of sustainable development, as a simultaneous balanced economic development and environmental conservation, becomes important. The currently used methodological approaches do not always provide a comprehensive assessment of the results achieved in economic development from the perspective of financial and economic indicators, and address social and environmental issues. The solution to this problem is possible by modifying the modern system of indicators of sustainable development of socio-economic systems based on the wider use of the DSR model («Driving forces (previously-pressure) – state-reaction») / DSR («Driving Force – State – Response»). The article presents a conceptual analysis of the system of indicators of sustainable development based on the «driving forces – state – response» model used by the Organization for economic cooperation and development. Economic activity affects (exerts «pressure», uses «driving forces») the environment, the quality and quantity of natural resources («state»); in turn, society and the state changes public consciousness and behavior, conducts environmental measures («reaction»). Possible directions of modernization of this system of indicators are defined. It is concluded that the use of an interconnected system of indicators can improve the effectiveness of public policy due to objective, reliable and comparable information about the environment and sustainable development.

Capture fishery in South Bangka Regency has the prospect to be developed as one of the leading sectors in regional economic development. The purpose of this research is to know and provide fish resource development plan in South Bangka Regency. The method used is descriptive method, with the taking of survey data, survey and study of relevant literature. SWOT analysis was conducted to make capture fisheries development strategy in South Bangka Regency. The results showed that South Bangka Regency has potential of fishery potential. While capture fisheries development strategy in South Bangka Regency are social, economic and sustainable development strategy, human resources strategy and development, promotion strategy for potential resources for development and development of facilities and infrastructure. supporters of fisheries development.

The article analyzes the instruments of state investment policy in the Republic of Belarus to attract foreign direct investment in the interests of sustainable development. Particular attention is paid to the creation of special preferential regimes in the Sino-Belarusian Industrial Park "Great Stone", the Belarusian High-Tech Park, free economic zones. An assessment of the effectiveness of stimulating direct foreign investment is given, the position of Belarus, Russia and other EAEU member countries in the leading world investment ratings is presented. The proposals on improving the investment climate in the Republic of Belarus to achieve the goals of sustainable development are justified.

Bangladesh Government has taken various initiatives for sustainable economic growth, creating strong employment market and upholding people’s prosperity in line with the achievement of targets of Sustainable Development Goals (SDGs) by 2030. Hence, utilization of huge active workforce consisting of 64 percent of the total population is a major concern that appears because of small employment market and the necessity of socio-economic development of this huge group as well as country. Engaging these potential human resources in overseas employment (OE) market has become a mandatory solution for development.OE constitutes of 9 per cent of total active workforce who are currently working across the world. In addition, about 30 million people are dependent on them. It indicates that the contribution of this active group on the society and economy is enormous. The study analyses connection between OE and SDGs, contribution of OE in achieving SDGs for socio-economic development and confusion about the sustainability of development. This paper utilized qualitative methodology and analysis was done using interpretative approach. Both primary and secondary data were used. The study found that overseas employees send about 15 billion US dollars every year to keep the economic growth stable and sustain foreign reserve. The remittance sent by the expatriates to their families is primarily used for buying food & cloth, educating their children, building houses and sanitation, establishing small businesses, contributing to social and religious organizations and also for buying permanent property i.e. buying land and houses with the saved money. Although their spending pattern signifies unproductive sector, it considerably contributes in the overall development of Bangladesh. The intended and unintended benefits of OE are directly connected to almost all SDGs. It is argued that without the contribution of OE, achievement of SDGs is unthinkable. Confusion of achieving sustainability arises as expatriates face myriad challenges because of extra cost, hazardous procedures, middle men involvement at home and abroad, precarious working conditions, unstructured job, misbehavior of foreign employers, non-availability of database of expatriates. A meaningful number of expatriates die every year because of accidents or lack of workplace safety. As the huge number of active workforce are migrant workers, country lacks of young generation and face social crisis. Receiving countries also face numerous challenges e.g. unemployment, overflow of illegal migrant workers, socio-economic and political crisis. These problems seriously affect expatriate workers who face banning and restriction. The study suggests to create opportunity in internal employment market to utilize potential human resources, develop and send skilled workforce to abroad, design real time database for all migrants, practice weekly monitoring for women and risky job holders, and develop effective negotiation with the host countries. The natural and human resources represents the main vital source for a country, as the basic for a multidimensional and angoing development for its communitity.Many forms of tourism activities are opportunities for business development and are closely related to rural landscape, environment and winter tourism. Nature-based tourism takes into account the enjoyment of landscapes and environmental advantages.This study focuses on the strategies to be followed for in the mountain of Sharr.The efficient managment of these natural and human resources in the function of tourism would make the development of this section possible, new jobs and the increase of the earnings for the community. The mountain tourism along with that agricultural and hand-made working , are the real possibilities for the increase of the earnings to overcome the crises and for the economical and social development of the Municipality.Opportunities for intervention and integration between the resources that the mountainous area offers are numerous and vary from territory to territory. The objective need for this is to create a unique tourist image that will lead to the utilization of all possible potentials for a rapid, efficient development with fewer problems.
