This paper is shedding light on the significance and functions of some of the Arabic alphabets. An Arabic letter is found to play an effective role in expressing the speaker or the writer’s target meaning. Our concern here is with the letter [kha - خ], phonetically transcribed as /X/.The discussion in this essay will focus on one strange phenomenon; that this letter is playing a unique role in Arabic. It is found to be associated with almost all the ugly words and dirty jobs in the Arabic language. Its work is similar to the function of the dustbin, where all the house garbage is collected. From 285 root words begins with this letter, it is found that 85% of the words are carrying negative connotative or denotative meanings. To the best of the researchers’ knowledge – there is no similar letter found to play the same role, in any other language as this letter [ خ], does in Arabic. With this result the researchers can showhow rich and lively this language is. The Arabic language has great potentials to maintain survival, shoulder to shoulder, with other living languages of the world. It is also expected to play - with some efforts from its speakers and its linguists - an effective role in the recent human history.

The main content of the work consists of certain systematization and addition of longexisting, but eventually deformed and partly lost qualitative ideas about the role of thermal and wind factors that determine the physical mechanism of the World Ocean’s General Circulation System (OGCS). It is noted that the conceptual foundations of the theory of the OGCS in one form or another are contained in the works of many well-known hydrophysicists of the last century, but the aggregate, logically coherent description of the key factors determining the physical model of the OGCS in the public literature is not so easy to find. An attempt is made to clarify and concretize some general ideas about the two key blocks that form the basis of an adequate physical model of the system of oceanic water masses motion in a climatic scale. Attention is drawn to the fact that when analyzing the OGCS it is necessary to take into account not only immediate but also indirect effects of thermal and wind factors on the ocean surface. In conclusion, it is noted that, in the end, by the uneven flow of heat to the surface of the ocean can be explained the nature of both external and almost all internal factors, in one way or another contributing to the excitation of the general, or climatic, ocean circulation.

Almost all countries in the world intervene in social problems depending on their own social structure and management systems. They also aim to offer rapid and effective social work policies and practices for women, children, elders, young, and disabled people. To do so, governments need to execute social work practices through local managements along with central management. The 1980s were a beginning of a new period for the management of public services. Specifically, localization and globalization directly affected the view that not only central management, but also local managements need to be strengthened. In 1984, Turkey enforced metropolitan municipalities law and formed another stage of management in mega cities. During the 1990s, social work practices implemented in mage cities like Istanbul, Ankara, and Konya were like a sample study for many other municipalities within the country. Thus, soon after the juridical reforms beginning in the early 2000s, municipalities took over remarkable responsibilities in local social work practices.

This final chapter begins by articulating a particular conception of the virtue of obedience and detailing its four components—humility, restraint, response, and love—and by showing how they work together both to nurture an abiding and deeply seated pro-attitude towards uniting one’s will with God’s will and also to create and maintain a robust and stable set of dispositions aimed at succeeding in this aim. It then illustrates the virtue of obedience in action, discusses its relation to happiness, and remarks on the role of perseverance, the difficult mission of anyone who commits to acquiring and developing this virtue in life. A refinement to the objective-list theories of well-being (or flourishing) is then proposed, followed by a formulation and defense of a new objective-list theory that attempts to state the conditions of receptivity in a subject in addition to identifying the range of welfare goods in the world. The virtue of obedience, it is argued, is not only one among many welfare goods, but plays a unique role vis-à-vis the other goods on the list, insofar as it serves as the priming condition under which they can realize the full extent of their value in the subject in which they manifest. Finally, the most worrisome aspects of the views defended in this book are identified, sympathetically presented with force and fairness, and addressed.

The COVID-19 crisis has had a significant impact on public libraries around the world. In Australia, almost all public libraries experienced some period of building closure, requiring libraries to adapt their services and delivery models. This article reports findings from a large-scale survey of public library managers in Australia, which was conducted in August 2020. In particular, it presents the results of a thematic analysis of the participants’ free-text responses to open questions asked as part of the survey. This analysis reveals important insights relating to responses to library closures, staffing issues, new and expanded services and programmes, relationships with parent bodies, and the role of public libraries during the crisis and beyond. While public libraries are perceived by managers to have been agile and adaptable, and to have utilised technology effectively, the findings clearly demonstrate the value to users of library buildings, with important consequences for understanding the role of public libraries.
