ABSTRACT An analysis of the work performed by the various teams involved in shoreline cleanup operations has been applied to the design of an approach for the integration of data collected by the SCAT process with electronic maps produced by geographical information system (GIS) technology. This has led to the implementation of a PC-based system that incorporates a database of SCAT information, a knowledge base on oil behavior and shoreline cleanup, and a GIS. The system provides support to data collection using the SCAT approach for field teams and to map-based data analysis for planners and managers. In the course of this work, a set of the maps that are considered the most useful for summarizing information about shoreline conditions was designed and evaluated. This evaluation initially involved consultation with individuals experienced in shoreline cleanup. The applicability of the map representation for decision making was further tested during spill drills. SCAT surveys generate a large volume of data that need to be captured and integrated. There is a risk that this large amount of information might overwhelm decision makers involved in the management of shoreline cleanup operations. The paper describes the various modifications that were made to the SHORECLEAN software package to provide some solutions to these problems. These include providing specialized SCAT data entry forms, automating the links between a SCAT database and a GIS, and producing map representations that provide clear, useful, and nonmisleading information for decision makers.

Abstract Environmental management accounting is a mechanism for determining and evaluating, and incorporating these cost and benefit in the day-to-day business decision making, the full spectrum of environmental costs of current production processes and the economic benefits of contamination prevention, or cleaner processes. In practice, the past 10 years have acquired significance from corporate accounting, which is the most prominent part of cost accounting. Limits were widely acknowledged of conventional financial and cost accounting techniques reflecting companies’ sustainability efforts and providing management with necessary information for sustainable business choices. Information on companies’ environmental performance may be somewhat accessible, but both domestic decision makers and those at the level of public authorities are seldom able to connect environmental information with economic variables and are essentially deprived of environmental cost information. Decision makers do thus not recognize the economic worth of natural resources as asset and the commercial and financial benefit of excellent environmental performance. Beyond ‘goodwill’ efforts, there are a number of market-based incentives for integration with decision making of environmental issues. This article provides an outline of environmental management methods and we evaluate environmental costs in terms of current economic crisis.

The project managers’ high efficiency and leadership ability is very important for the success of the whole project. Evaluating the competency of project manager accurately and selecting the suitable project manager from alternatives is a very core research issue that should be paid high attention to in the field of project management. When evaluating the competency of project manager, multiple criteria with interactive relationship should be considered, and the decision makers may have bounded rational behavior which may have a great impact on the result of evaluation, whereas the decision makes’ psychological behavior is rarely taken into account in the existing studies on the evaluation of project managers’ competency. TODIM (an acronym in Portuguese of interactive and multi-criteria decision making) is a multi-criteria decision making method considering the decision makers’ behavior. In this paper, an extended TODIM method which combines λ -fuzzy measure with Choquet integral considering incomplete criteria information and decision makers’ bounded rational behaviors are presented to evaluate the competency of project manager. Furthermore, a numerical example is presented to illustrate the method proposed. We hope that this method can provide some valuable references for the evaluation of project manager’s competency.

Abstract. Urbanization process occurs unprecedentedly all round the world. Increase in population accompanies energy need, environmental issues and transportation problems. In order to manage urban growth which causes complication and to enhance the quality of life, we need to find new solutions. During the recent years, smart cities which solve their problems become popular thanks to integration between reformed technology and expanding cities. Primarily, it requires that smart city should be effective spatially. Due to these reasons, to have an investment to the area of requirement properly is extremely important with regard to cost and recovery in order to benefit from smart city applications ultimately and also to achieve high efficiency from this high budget investment. In this study, the criteria affecting the location of the intersections where the smart intersection system will be applied according to the current situation in Kayseri province by using the multi-criteria decision making method were examined. With these effective solutions, smart transportation will provide high functionality and a more efficient flow. At the same time, this study will help decision-makers in planning and investments.

Evidence-based environmental management requires data that are sufficient, accessible, useful and used. A mismatch between data, data systems, and data needs for decision making can result in inefficient and inequitable capital investments, resource allocations, environmental protection, hazard mitigation, and quality of life. In this paper, we examine the relationship between data and decision making in environmental management, with a focus on water management. We focus on the concept of decision-driven data systems—data systems that incorporate an assessment of decision-makers' data needs into their design. The aim of the research was to examine the process of translating data into effective decision making by engaging stakeholders in the development of a water data system. Using California's legislative mandate for state agencies to integrate existing water and other environmental data as a case study, we developed and applied a participatory approach to inform data-system design and identify unmet data needs. Using workshops and focused stakeholder meetings, we developed 20 diverse use cases to assess data sources, availability, characteristics, gaps, and other attributes of data used for representative decisions. Federal and state agencies made up about 90% of the data sources, and could readily adapt to a federated data system, our recommended model for the state. The remaining 10% of more-specialized data, central to important decisions across multiple use cases, would require additional investment or incentives to achieve data consistency, interoperability, and compatibility with a federated system. Based on this assessment, we propose a typology of different types of data limitations and gaps described by stakeholders. We also propose technical, governance, and stakeholder engagement evaluation criteria to guide planning and building environmental data systems. Data-system governance involving both producers and users of data was seen as essential to achieving workable standards, stable funding, convenient data availability, resilience to institutional change, and long-term buy-in by stakeholders. Our work provides a replicable lesson for using decision-maker and stakeholder engagement to shape the design of an environmental data system, and inform a technical design that addresses both user and producer needs.

This study presents an environmental manufacturing system analysis for companies looking for the benefits of environmental management in achieving high productivity levels. When the relationship between environmental costs and manufacturing decisions is examined, it can be seen that the productivity of the company can be increased by adopting a methodology of an environmentally integrated manufacturing system analysis. This study presents such a methodology and the roadmap for generating environmentally friendly and economically favorable alternative waste management solutions is elaborated. The methodology combines data collection, operational analysis of the manufacturing processes, identification of wastes, and evaluation of waste reduction alternatives. The presented methodology is examined in a car battery manufacturing plant, which generates hazardous wastes composed of lead. It is aimed to decrease the wastes derived from the production so that the efficiency in raw materials usage is increased and the need for recycling the hazardous wastes is decreased.

Intuitionistic fuzzy preference relations (IFPRs) have the natural ability to reflect the positive, the negative and the non-determinative judgements of decision makers. A decision making model is proposed by considering the inherent property of IFPRs in this study, where the main novelty comes with the introduction of the concept of additive approximate consistency. First, the consistency definitions of IFPRs are reviewed and the underlying ideas are analyzed. Second, by considering the allocation of the non-determinacy degree of decision makers’ opinions, the novel concept of approximate consistency for IFPRs is proposed. Then the additive approximate consistency of IFPRs is defined and the properties are studied. Third, the priorities of alternatives are derived from IFPRs with additive approximate consistency by considering the effects of the permutations of alternatives and the allocation of the non-determinacy degree. The rankings of alternatives based on real, interval and intuitionistic fuzzy weights are investigated, respectively. Finally, some comparisons are reported by carrying out numerical examples to show the novelty and advantage of the proposed model. It is found that the proposed model can offer various decision schemes due to the allocation of the non-determinacy degree of IFPRs.
