ABSTRACT Fishing and aquaculture harvesting bans are increasingly used as an oil spill management tool, with the intention of protecting public health and consumer markets. Such bans are easily imposed, but a rational basis is needed for maintaining and lifting them. Scientific criteria offer the best prospect for administering fishery bans in a consistent way, but recent marine pollution incidents reveal contradictions in their application. Inconsistencies can be found when comparing oil spills in different countries, and also when the response to different types of pollutant are compared. This paper explores the approaches for managing activity bans in the fisheries sector following oil spills. Examples are drawn from recent oil spills attended in North America, Europe, and Asia. Recommendations are made for caution to be exercised in the application of fishing and harvesting bans and for the adoption of sound criteria for monitoring their effectiveness.

ABSTRACT In the summer of 2001, an oil spill into the Strait of Georgia occurred from a tank vessel docked at the BP Cherry Point Refinery. The resultant sheen impacted approximately three miles of pristine beach. While the spill volume was relatively small, odors from the spill of mixed slop materials were strong enough to prompt several residents to evacuate their homes. In response to this experience, the BP Cherry Point Refinery developed a community outreach program focused on educating local residents about the nature of oil spills, including oil spill response and issues of public health and safety. Rooted in both research and past experience with risk communication, this approach provides a model for engaging local communities in educational efforts to ensure public health and safety in the event of a spill, and for addressing public perceptions regarding response effectiveness.

ABSTRACT The “Readiness Evaluation Tool for Oil Spills (RETOS™)” is an application upgraded in 2014 with the support of regional and international experts from industry and government, including associations such as Oil Spill Response (OSRL), the Regional Activity Centre / Regional Marine Pollution, Emergency, Information and Training Centre – Caribe (RAC/REMPEITC-Caribe), and the International Maritime Organization (IMO). The ARPEL Manual and RETOS™ provide a comprehensive set of criteria for industry and governments to assess their level of oil spill response (OSR) planning and readiness. The assessment criteria, agreed upon by the participating companies and institutions, provide the foundation for a series of checklists whereby gaps can be identified in spill response planning and readiness programs. The background for the tools is the “Assessment of Oil Spill Response Capabilities: A Proposed International Guide for Oil Spill Response Planning and Readiness Assessment”, developed for the 2008 International Oil Spill Conference. The RETOS™ Excel application and Manual list evaluation criteria according to the type of OSR program to be assessed. These tools have:Seven different scopes and two general perspectives (government and industry) are considered, including facilities, companies’ business lines, and government national programs.For each scope, there are three possible assessment levels for which OSR planning and readiness assessment criteria become increasingly more demanding.Each level contains criteria in 10 different categories (topic areas) and identifies critical criteria deemed necessary for completeness at a basic level.An additional category for institution-specific added criteria. Given that the criteria utilized relate to best international practices, RETOS™ represents a powerful tool for international benchmarking purposes. As of the end of 2016, workshops on how to use the tools have been presented in at least seven countries with over 400 total participants. RETOS™ has been used in more than 30 countries worldwide with most of those assessing national spill preparedness programs. Initial assessment results for Level A (basic) ranged from approximately 20% to 99% completion. Over 20 companies and institutions have utilized the tool with a similar range of results. Re-assessment provides a clear indication of progress toward higher levels of preparedness. The Manual and RETOS™ are currently available in English, Spanish, Portuguese and French and can be downloaded free of charge from the ARPEL web site (www.arpel.org).

ABSTRACT The use of tracking buoys in oil spill response, planning, and training and criteria for the selection of these buoys were studied in conjunction with an experiment conducted in the Gulf of Mexico during March 1994 on the relative motions of several oil spill drifter buoys. For the test, wood chips and cottonseed hulls were used to simulate the motion of the oil. Six different types of buoys and three different positioning and tracking systems, in various combinations, were tested. The first day of the program was conducted in Galveston Bay, the second in the Gulf of Mexico off Galveston. Significant differences were noted in the movements of the various buoys. Analysis of the data from these experiments suggests that tracking of the buoys should occur for a longer time period than in the experiments in order to reduce the influence of positioning errors.

ABSTRACT The International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990 (OPRC Convention) defines the basic elements for co-operation between government and industry in marine pollution response. Emphasis is given in the Convention to developing contingency plans, equipment stocks, research and development initiatives, training and exercise programmes, and appropriate spill notification procedures for shipping. This paper reviews the current status of the partnership between government and industry for dealing with spills arising from the transportation of oil by sea. Three areas are explored: the risk of spills, environmental sensitivity issues, and the capabilities for dealing with oil spills in different regions of the world The format for the study is based on the Regional Seas and Partner Seas Programme initiated by the United Nations Environment Programme (UNEP), and supported by the International Maritime Organization (IMO). For each region, the main factors contributing to the risk of oil spills are identified, analysed and discussed in relation to the current pattern of oil transportation by sea. Comparisons are made with data on major oil pollution incidents drawn from ITOPF's oil spill database. Priorities and activities in the different regions are considered and the implications for oil spill response are discussed. Finally, the commitment and capabilities for mounting effective spill response measures in the different regions are gauged, with particular reference to the tenets of the OPRC Convention.

International experience of oil spill response in the sea defines the priority of coastal protection and the need to identify as most valuable in ecological terms and the most vulnerable areas. Methodological approaches to the assessing the vulnerability of Arctic coasts to oil spills based on international systems of Environmental Sensitivity Index (ESI) and geomorphological zoning are considered in the article. The comprehensive environmental and geomorphological approach allowed us to form the morphodynamic basis for the classification of seacoasts and try to adapt the international system of indexes to the shores of the Kara Sea taking into account the specific natural conditions. This work has improved the expert assessments of the vulnerability and resilience of the seacoasts.

The Baltic Sea is a unique and sensitive brackish-water ecosystem vulnerable to damage from shipping activities. Despite high levels of maritime safety in the area, there is a continued risk of oil spills and associated harmful environmental impacts. Achieving common situational awareness between oil spill response decision makers and other actors, such as merchant vessel and Vessel Traffic Service center operators, is an important step to minimizing detrimental effects. This paper presents the Next-Generation Smart Response Web (NG-SRW), a web-based application to aid decision making concerning oil spill response. This tool aims to provide, dynamically and interactively, relevant information on oil spills. By integrating the analysis and visualization of dynamic spill features with the sensitivity of environmental elements and value of human uses, the benefits of potential response actions can be compared, helping to develop an appropriate response strategy. The oil spill process simulation enables the response authorities to judge better the complexity and dynamic behavior of the systems and processes behind the potential environmental impact assessment and thereby better control the oil combat action.

Abstract Major oil spills immensely impact the environment and society. Coastal fishery-dependent communities are especially at risk as their fishing grounds are susceptible to closure because of seafood contamination threat. During the Deepwater Horizon (DWH) disaster for example, vast areas of the Gulf of Mexico (GoM) were closed for fishing, resulting in coastal states losing up to a half of their fishery revenues. To predict the effect of future oil spills on fishery-dependent communities in the GoM, we develop a novel framework that combines a state-of-the-art three-dimensional oil-transport model with high-resolution spatial and temporal data for two fishing fleets—bottom longline and bandit-reel—along with data on the social vulnerability of coastal communities. We demonstrate our approach by simulating spills in the eastern and western GoM, calibrated to characteristics of the DWH spill. We find that the impacts of the eastern and western spills are strongest in the Florida and Texas Gulf coast counties respectively both for the bandit-reel and the bottom longline fleets. We conclude that this multimodal spatially explicit quantitative framework is a valuable management tool for predicting the consequences of oil spills at locations throughout the Gulf, facilitating preparedness and efficient resource allocation for future oil-spill events.

It is vital that there is a credible and well organised arrangement to deal with oil spills in Australia.The National Plan to Combat Pollution of the Sea by Oil, the umbrella oil spill response plan for Australia, is a combined effort by the Commonwealth and State Governments, the oil industry and the shipping industry.The Australian Marine Oil Spill Centre (AMOSC), formed in 1991, is an industry centre set up for rapid response with equipment and resources, together with a training and industry coordination role.A review of the National Plan in 1992, identified, amongst a number of issues, that the National Plan needed to be re-focussed, to ensure full integration of all government and industry activities for the first time. This has led to greatly improved understanding between government and industry and significant improvements to Australia's oil spill response preparedness. The National Plan review has also resulted in a clearer definition of the responsibilities for operational control, together with the organisational structure to deliver a successful response.The current state of Australia's National Plan is such that it does provide confidence that there is the capacity to deliver an effective response to oil spills in the marine environment. Nevertheless, there is more to be done, particularly in the areas of planning and exercises.

ABSTRACT Trailing suction hopper dredges maintain ports and their entrance channels around the world. Several of these dredges have already operated as oil spill cleanup vessels as a secondary assignment. Different types of available oil spill response systems were applied. Recent developments allow these dredges to use their own dredge pumps, making these vessels by far the largest capacity oil spill cleanup vessels available in the world. The add-on system requires no modifications of the vessel and a relatively low investment. Tests have documented very good performance.
