The rapid deployment of global globalization processes, the intensification of competition, the active advancement of Ukraine on the path of European integration have a decisive influence on the economic and social development of the agricultural sector. The purpose of the article is to substantiate the toolkit for strategic analysis of the of Ukraine's agricultural sector development in a market environment. Strategic analysis tools with the use of balanced scorecard, PEST analysis and economic and mathematical modeling have been defined. The tools included in the system of balanced indices (investment return, fund return, fund-raising and productivity in agriculture) were analyzed and the state of development of the agricultural sector was assessed. Opportunities and threats to the development of the agrarian sector are identified by means of PEST analysis (political, economic, social and technological factors) with the use of expert assessments and the model of influence of factors (volume of capital investments, amount of expenditures of general and special fund and indirect state support) on the key indicator of development is the volume of agrarian gross domestic product. It was established that the volume of agrarian gross domestic product is most influenced by the amount of indirect state support (due to the special VAT regime of activity in the field of agriculture, forestry and fisheries, as well as fisheries and at the expense of a fixed agricultural tax (of the fourth group single tax)). The strategic guidelines for the development of the agricultural sector in the market environment are regulations that successfully combine the key principles of financial and innovation policy for material support and modernization of agricultural production. Adoption of such documents will have a positive impact on agricultural GDP growth as a strategic development goal of agricultural sector.

The success of an educational institution depends on the strategy set. The sharper the educational institution conducts a strategic analysis, the better the quality and image of the institution. Among the techniques in conducting a strategy study is to use the balanced scorecard method (BSC). The purpose of the article is to develop theoretical approaches to strategic analysis of the activities of commercial banks based on a balanced scorecard and gap analysis. The adaptation of this method to the peculiarities of the available operational, accounting and statistical information has been made. The empirical base of the study is the data of the National Bank of the Republic of Belarus, data of statistical and accounting reports of a commercial bank. Also, when compiling the balanced scorecard, the strategic plan for the development of the organization of the banking sector of the Republic of Belarus is initially used for the corporate business line. The strategic analysis procedure involves assessing the four main business processes of the organization (finance, customers, internal business processes, personnel and development), based on comparing the target value of each of the indicators with the current value, and setting an assessment. An important element of building a balanced scorecard and, at the same time, the first stage of gap analysis (GAP analysis) is to identify gaps between the assessment of the prospects' tasks and their target value (100%), as well as formulate proposals for their elimination. As a result of the strategic analysis of a commercial bank, the prospects for the development of the organization were considered, problem areas in business processes were identified, negative gaps between the target and actual indicators were classified by their types. As a result of the analysis of the balanced scorecard and the analysis of gaps, the necessary measures were identified to achieve the strategic goals of a commercial bank for the next year, and conclusions were drawn about the need to increase interaction with the client in the digital environment through modern information and communication technologies: chat bots, digital products, online design, online presentations, etc.

The article examines the state and scale of attracted direct investment (equity) in Transcarpathia and Ukraine as a whole. Research of the direct investment market is relevant, because they are the basis for social and economic development of the country and its regions. The purpose of the article is to study the scale of attracted direct investment (equity) in the regions of Ukraine and the distribution of direct investment by type of economic activity in the Transcarpathian region, to investigate their impact on the development of the Transcarpathian region. Increasing the volume and improving the efficiency of attracted direct investment are becoming the main factors of economic development. For a comprehensive study of direct investment in Transcarpathia should take into account the sectors of the economy to which these investments are directed, and the dynamics of changes in direct investment in 2017-2019. Among all attracted direct investments in the economy of the country and regions, in particular the Transcarpathian region, it is necessary to single out those investments that are involved in important for the region types of economy. The article examines how significant are the attracted direct investments in the industrial sector of the Transcarpathian region, investments in which reach more than 80% of the total number of direct investments for each of the studied years. This is a significant indicator and shows the fact that industry is a key economic activity in the Transcarpathian region. Taking into account the specifics of the Transcarpathian region, it would be advisable to increase the volume of direct investment in the recreational sector of the region. Given that every year, during 2017-2019, the share of direct investment in the Transcarpathian region and in Ukraine as a whole was growing, we can understand how important this area is in the future for the economic development of the region. Given that Transcarpathia is a border area, we can focus on cooperation with countries bordering the region to increase the amount of direct investment in the region's economy. The results presented in this study show the importance of direct investment for the development of the region's economy and show the possibility of their growth in the future. With the adoption of the Strategy for the Development of the Customs Service of the Russian Federation until 2030, one of the priorities for customs authorities has become the introduction of new approaches to the organization and conduct of customs control after the release of goods.The purpose of the research paper is to identify problematic aspects of the implementation of customs inspection technology and to substantiate innovative approaches to their implementation. The research methodology is based on the use of methods of analysis, synthesis, generalization, comparison and description, which allowed a comprehensive study of the object.The paper proposes a new approach, which provides for the centralization and concentration of control functions of customs control after the release of goods in authorized departments. This approach will improve not only the efficiency of the customs authorities for the implementation of supervisory functions after the release of goods but also the quality of customs administration in terms of creating a unified network of electronic customs offices, ensure the achievement of balance in the application of customs procedures facilitating and monitoring the implementation of foreign economic activity.The authors define the main directions for improving the technology of customs inspections to ensure the implementation of the new approach. The formed recommendations based on the results of the study can be used in the practical activities of the customs authorities of the Russian Federation.

The article considers stages and methods of strategic management of the enterprise’s foreign economic activity. PEST analysis, SWOT analysis and SPACE analysis of foreign economic activity are used on the basis of a particular enterprise. PEST analysis has highlighted political and legal, economic, social and technological factors influencing the foreign economic activity of the analyzed enterprise. SWOT analysis has allowed identifying strengths, weaknesses, opportunities and threats of the enterprise. SPACE analysis has revealed that in the absence of growth in the services market, the use of a strategy for the enterprise diversification is acceptable. This strategy involves the creation and development of new services. Therefore, it is necessary to constantly monitor the activity of the enterprise in the international economic environment.

Introduction. Activation of international business requires the formation of a strategy for the development of foreign economic activity, because its implementation allows to increase competitiveness and flexibility under conditions of the business environment changes. Nowadays, the problems of developing the foreign economic strategy of the enterprise become especially relevant, because the modern conditions of commercial activity require fundamentally new standards, management methods and stages of international business organizing. The purpose of the paper is to study the peculiarities of the application of the method of strategic analysis SPACE for the implementation of the optimal choice of development strategy of domestic enterprises on the example of Electroprylad SPE LLC. Results. The SPACE method is to develop an assessment of the strategic position and strategic actions of the enterprise. This is a comprehensive method of strategic analysis, which allows you to identify and characterize the competitive position in the market in order to select the best strategy for the enterprise to act at the market. The introduction of the SPACE method for the implementation of the optimal choice of development strategy of Electroprylad SPE LLC provides for the implementation of successive stages: analysis of financial strength; determination of competitive positions in foreign markets; assessing the attractiveness of potential foreign markets; assessment of prospects for potential stability in foreign markets; selection of the optimal strategy for the development of foreign economic activity of the enterprise based on the results of the SPACE method. The SPACE method allowed to form a group of priority characteristics and parameters of Electroprylad SPE LLC activity, which were previously identified from all existing variety, allowed to organize them and determine the complex impact on the management decision-making process by validity, as well as to choose the best foreign economic development strategy. Conclusion. Implementation of the SPACE method for selecting the strategy of foreign economic activity development of Electroprylad SPE LLC is connected with the mandatory involvement leading specialists in the strategic analysis in order to perform the necessary tasks related to the methodology of strategic analysis. The set of criteria is determined taking into account the internal priorities of work and external strategic goals of foreign economic activity. The parameters of the production and financial strength of Electroprylad SPE LLC must be fully taken into account.

A comprehensive study of flint materials peat site Old Voykovichi 1 includes technological, trasological and planigrafy analysis of flint. For the study were selected trasological all products retouched typologically decorated tools, plates and fragments thereof. The ratio between these typological and trasological analysis shows that using trasology we can get almost five times more guns and more complete picture of economic activity in the parking lot. On the excavation plan 2004-2005, all guns were applied separated by the trasological analysis. The basic amount of guns concentrated in the excavation in 2004 in several squares, arranged in an elongated spots. This suggested that this place was inhabited space site. Two more spots guns concentrations may be associated with production sites in the plaza parking lot. Thus, we can say that the study materials trasological archaeological monuments of the Stone Age enable us to refine the chronological past affiliation to recruit economic complex and to determine the type of hardware and guess the location of the monument of the living space. Site Old Voykovichi 1 can be defined as a seasonal hunting camp the final transition to the Mesolithic and Early Neolithic.

Представлены результаты изучения проблемы исполнения наказания в виде лишения свободы для лиц, совершивших экономические и должностные преступления. Несмотря на то, что большинство ученых-правоведов и практикующих юристов сходятся во мнении, что совместное отбывание наказания в виде лишения свободы экономических и должностных преступников и «общеуголовных» порождает конфликтные ситуации, не способствует исправлению первых, нарушает общеправовой принцип гуманизма, способствует объединению экономической и общеуголовной преступности, общая модель исполнения наказания в виде лишения свободы для данной категории осужденных не изменилась. Общий законодательный тренд последних нескольких лет - это либерализация законодательства, в том числе о размерах и видах наказаниях за экономические преступления, не исключает назначения наказания в виде реального лишения свободы для таких преступников. Одним из предложений по совершенствованию действующей системы исполнения наказания является создание специализированных исправительных учреждений для лиц, совершивших преступления в сфере экономической деятельности. Автор проводит комплексное исследование изложенной проблемы: изучает международный опыт создания и функционирования специализированных учреждений, в том числе создаваемых с привлечением частного капитала. In this paper, we study the problem of execution of sentences in the form of imprisonment for persons who have committed economic and official crimes. Despite the fact that most academics and practitioners agree that the joint serving of a sentence of imprisonment the economic and official criminals and "ordinary" gives rise to conflicts, not contribute to the correction of the first, violates the General legal principle of humanism, promotes the unification of economic and common crime, the General model of execution of a sentence of imprisonment for this category of convicted persons has not changed. The General legislative trend of the past few years is to liberalize legislation, including on the size and types of punishments for economic crimes, and does not exclude the imposition of a real prison sentence for such criminals. One of the proposals to improve the current system of execution of punishment is the creation of specialized correctional institutions for persons who have committed crimes in the sphere of economic activity. The author conducts a comprehensive study of the problem: studies the international experience of creating and functioning of specialized institutions, including those created with the involvement of private capital.
