The condition of Green Open Space (or Open Space) in Salatiga City has not reached the minimum standard of 30%, as the public Open Space in this City was still 5.61%, and Private Open Space was 6.4%. Active Public Open Spaces were distributed in three sub districts. Minister of Public Work’s Regulation Number05/PRT/M/2008 about guidelines of Open Space providing and utilization in urban area mentions that active public open space should provide at least a park for each of administration at smallest scale of RT (neighborhood association), RW (citizens associations), Kelurahan, Sub District and City. For that reason, identification should be made on the potential location to be developed into active public open space. The compatibility of Open Space location was analyzed using Weighted Overlay analysis taking Percent of Influence value or weight with Analytic Hierachy Proccess (AHP) method to 4 exspert . The result of analysis was the map of compatibility of active public Open Space location with respective width of 26,12 % for compatible class, 59,27% for adequate class, and 12,54 % for incompatible class. This research is a new research, because the final result of determining the location of Active Public RTH in the form of 29 points of location of government-owned land using intersect analysis on GIS. This study is a follow-up for the Salatiga City government to create a disincentive policy related to the fulfillment of KDH, such as the imposition of taxes and compensation that can be used to replace green land that the government can provide.

Urban public open spaces refer to open space between architectural structures in a city or urban agglomeration that is open for urban residents to conduct public exchanges and hold various activities. Sustainable Development Goal (SDG) 11.7 in the 2030 UN Agenda for Sustainable Development clearly states that the distribution characteristics of public open spaces are important indicators to measure the sustainable development of urban ecological society. In 2018, in order to implement the sustainable development agenda, China offered the example of Deqing to the world. Therefore, taking Deqing as an example, this paper uses geographic statistics and spatial analysis methods to quantitatively evaluate and visualize public open spaces in the built area in 2016 and analyzes the spatial pattern and relationship of the population. The results show that the public open spaces in the built-up area of Deqing have typical global and local spatial autocorrelation. The spatial pattern shows obvious differences in different parts of the built area and attributes of public open spaces. According to the results of correlation analysis, it can be seen that the decentralized characteristics of public open spaces have a significant relationship with the population agglomeration, and this correlation is also related to the types of public open spaces. The assessment results by SDG 11.7.1 indicate that the public open spaces in the built-up area of Deqing conform to the living needs of residents on the whole and have a humanized space design and good accessibility. However, the per capita public open spaces of towns and villages outside the built area are relatively low, and there is an imbalance in public open spaces. Therefore, more attention should be paid to constructing urban public open spaces fairly.

Abstract: The metamorphosis of public organizations in response to internal and external demands is manifested in the form of reform, revitalization and the formation of government networks. The government is required to always adjust to the development of the environment. This adjustment is an effort to respond to the development of society and the global environment. External factors require public organizations to be more flexible in governance. This article wants to discuss the efforts of the Banyuwangi Regency government and the collaboration that was carried out in order to fix green open space in Banyuwangi Regency, East Java. The approach used in writing this paper is a socio-legal approach that combines normative approaches with research results, assessment results, and other references and is reinforced by empirical research conducted through interviews and observations. This research found the existence of efforts by the city government to develop regulations related to the regulation of green open space as well as various collaborative efforts between government, civil society and the private sector in the implementation of the development of green open spaces in Banyuwangi Regency. The preparation of legal instruments and the establishment of government networks is actually part of the new public governance paradigm that seeks to optimize the roles of government and stake holders in the development of green open spaces. This study also found that the role of the community as a civil society was considered important in promoting democratic governance, the effectiveness of regulations that were oriented to the public interest.

Abstract A new Hanoi city had been expanded over 3,300km2, which merged the old Hanoi with Ha Tay province and parts of Vinh Phuc and Hoa Binh provinces from August 1, 2008. After more than 10 emerge years, the population in the new city has gone up to over 8,05 million people in 2020. Improving urban living environment is one of the important targets for the new Hanoi, and managing open-space (m-OS) is a key element in achieving this goal. M-OS is a crucial issue since the expansion and re-zoning of the city can increase the rate of urbanization, cause disappearance of open-space and lead to a serious deterioration of living conditions. Administratively, institutions need to be reformed to effectively manage open spaces in the expanded Hanoi and there is a need to implement specific strategies to manage these areas. This paper aims to provide a solution in managing open-spaces. A managerial model consists of regulatory simplification and adjustment, decentralization of decision-making and simplification of open-space management process. Lastly, proposing an active plan is necessary to implement such strategies successfully and ensure effective and efficient management of open-space and community participation for a mega-Hanoi.

PurposeThe urban development within the Ottoman Empire saw two major zones distinguished in the city – the residential area (mahala) and the public core (carsija). The same model was applied to Bosnia and Herzegovina during the Ottoman period (15–19th centuries). This paper focuses on the historic core of Sarajevo, known as Bascarsija, developed during the Ottoman period in Bosnia. This article aims to define the qualities of open spaces in Bascarsija, particularly its physical attributes, sensory experience and activities.Design/methodology/approachFirstly, it is important to understand the development of historic urban tissue. A transect walk across Bascarsija was used to identify several categories of public space. Following this, draws on theories of the qualities of space, open spaces in Bascarsija were systematically analyzed.FindingsTypes of open space were distinguished according to their purposes and relationships with their surroundings. For each type, it was possible to define physical attributes, as a reflection of the applied form, scale, relationship to nature, hierarchy (dominance) and local texture; activities, which depend on the current function and attractiveness; and sensory experience derived from the subjective experience of users which rely on current functions and physical forms.Originality/valueThe qualities of open space in Bascarsija are distinguished, highlighting the importance of such places. This paper contributes to a comprehensive understanding of the image of the place and values of the historic core of Bascarsija, laying the groundwork for further research and urban interventions.

This paper explores how design in the public realm can integrate city data to help disseminate the information embedded within it and provide urban opportunities for knowledge exchange. The hypothesis is that such art and design practices in public spaces, as places of knowledge exchange, may enable more sustainable communities and cities through the visualization of data. To achieve this, we developed a methodology to compare various design approaches for integrating three main elements in public-space design projects: city data, specific issues of sustainability, and varying methods for activating the data. To test this methodology, we applied it to a pedogeological project where students were required to render city data visible. We analyze the proposals presented by the young designers to understand their approaches to design, data, and education. We study how they “educate” and “dialogue” with the community about sustainable issues. Specifically, the research attempts to answer the following questions: (1) How can we use data in the design of public spaces as a means for sustainability knowledge exchange in the city? (2) How can community-based design contribute to innovative data collection and dissemination for advancing sustainability in the city? (3) What are the overlaps between the projects’ intended impacts and the 17 United Nations Sustainable Development Goals (SDGs)? Our findings suggest that there is a need for such creative practices, as they make information available to the community, using unconventional methods. Furthermore, more research is needed to better understand the short- and long-term outcomes of these works in the public realm.

The global cities of the world are witnessing a visible disconnection of everyday life. In India the Smart City guidelines acknowledge the need to counter the growing social detachment and intolerance by encouraging interactions. They go further in identifying that preserving and creating of open spaces must be a key feature of comprehensive urban development. Most social relations are cemented within open spaces at the neighbourhood level. Previous studies examine the association between the attributes of neighbourhood open spaces and social activity but neglect to view the issue comprehensively. The present study turns to Lefebvre’s Unitary Theory which states that open space is a result of three forces; 1) perceived space which is the physical dimension and material quality identifiable by the senses; 2) conceived space created by planners and other agents as plans and documents; and 3) lived space which is shaped by the values attached and images generated through user experience. For open space conducive to social interactions these three aspects must work in tandem. With this consideration a framework of criteria and indicators is developed and used to measure and compare the open spaces in select neighbourhoods in Europe and India. The investigation thus reveals differences in all three aspects of neighbourhood spaces. It also reveals a discrepancy between the planning standards formulated and employed by the city authorities in providing the spaces and the actual needs of the community. The research aims to address this gap. The study of the Indian cases lays foundation for the use of the framework to measure open spaces in association with social cohesion and thereby contribute to the enhancement of the social infrastructure of the City.

Sustainable urban development leads to the creation of livable cities. The Green Open Space (GOS) of City requires the quality of life requirements to support the ecological, socio-cultural, and urban economic functions. In Indonesia, the provision of GOS is the city government’s responsibility, which has to carried out transparently and implemented with the involvement of stakeholders. The limited funding for the provision and improvement of the quality of GOS by the city government has developed a CSR scheme from the private sector. This CSR governance model enriches the use of CSR in addition to social assistance or charity activities, which can realize for the wider city community. The city government’s role in using CSR models is significant to ensure transparency of costs, accountable design policies, and their implementation and maintenance.
