This article is research on the implementation of e-Kinerja within the Banda Aceh City Government.  In this paper, the author uses a descriptive qualitative approach and collects data through a study of existing documents.  This method illustrates how the implementation of e-Kinerja is carried out by the Banda Aceh Government, which the author then compares with existing concepts, namely the concept of performance and reward and punishment.  The results of this study are that the implementation of the e-Kinerja system carried out by the Banda Aceh City Government has a good impact on the regional civil apparatus, the government, the City Government Work Unit (SKPK), and the public.  These impacts include making promotions and transfers based on equal job for equal pay for regional civil servants, facilitating supervision for the government, and knowing the effectiveness and efficiency of work units.

The new virus is now known as the corona virus. Corona virus is a virus that attacks the respiratory system. A disease due to viral infection is called COVID-19. The majority of cases there is a corona virus in Wuhan, China. In March 2020, the World Health Organization (WHO) announced the corona virus as a pandemic. Pandemic COVID-19 becomes much discussed worldwide. This study aims to look at the impact of social phenomenon with the presence of the corona virus through various media; both print and electronic that led to symbolic violence. The results showed that the symbolic violence is present in a variety of ways with specific objectives.

The Covid-19 pandemic has changed the daily routine of work. Since the issuance of PP Number 21 of 2020 concerning Large-Scale Social Restrictions, activities in public places or public facilities have been limited with the aim of reducing the spread of Covid-19. Likewise with the learning process, the Covid-19 pandemic has changed the conventional face-to-face learning pattern to face-to-face online. Therefore, this study aims to determine how effective online learning is at UIN Ar-Raniry Banda Aceh. The research method used in this study is a qualitative method with a descriptive approach with observation, interviews and documentation techniques. The research subjects are LPM UIN Ar-Raniry as policy makers as well as lecturers and students at UIN Ar-Raniry as implementers of online learning. The results of this study indicate that online learning at UIN Ar-Raniry Banda Aceh has not been effective, but to achieve this effectiveness the campus has tried as much as possible by doing several things, namely before the implementation of online learning activities the campus first designed planning and survey conditions and training to lecturers, then formulate policies, formulate goals and strategies, determine facilities and supervision which is carried out routinely through the Siakad portal. The birth of Qanun number 17 of 2013 concerning the Aceh Truth and Reconciliation Commission is the result of a derivative of Law number 11 of 2006 concerning the Government of Aceh (UUPA), which is a derivative of the result of the Helsinki Peace Memorandum of Understanding (MoU) between the Republic of Indonesia (RI) and the Free Aceh Movement (GAM) on August 15, 2005 in Helsinki, Finland. This paper discusses the opportunities for the Acehnese Conflict Survivors/Victims Association as Social Capital in the existence of Qanun number 17 of 2013 to settle the fulfillment of the rights of victims of human rights violations that occurred in Aceh in the period 1976-2005. This type of research is a qualitative research. The process of collecting data using the method of observation of the object of research related to the one being studied, interviews starting from listening, arranging words, and summarizing the results of the interviews without losing the substance of the information conveyed by the informants. The data analysis technique in this study used descriptive techniques using data reduction. The results of this study indicate that from its journey, especially after the Aceh Peace, SPKP-HAM Aceh was present in various issues related to human rights violations during the Aceh conflict, especially after the Aceh peace. The birth of Qanun number 17 of 2013 was a part of the SPKP-HAM advocacy with other institutions as well as Acehnese students in 2010 during the occupation of the Aceh DPR building. Furthermore, various issues regarding the fulfillment of the rights of victims of human rights violations, this organization also criticizes government policies that do not take sides with victims of conflict.

This paper aims to discuss rights of non-Muslim citizens in Indonesia at government refers to the conception of the state of Dien wa Ni'mah. The main argument in this paper that the concept of Dien wa Ni'mah prioritize law as an important pillar can accommodate pluralism and contextual with the system of the Unitary State of the Republic Indonesia based on Pancasila. The research method used was a historical study, based on a comprehensive literature review from various sources in books and journals about the concept of Dien wa Ni'mah. The results of this study explain that Dien wa Ni'mah is a concept of the manifestation of Islam as a religious teaching that is Rahmatan Li al-Alamin and build human life through law as the main universal pillar, not only as the theological framework and spiritual principles of mankind, also in the life of society, nation and religion. So this concept accommodates the rights of non-Muslims in government by considering pluralism and democracy. Thus making the concept of Dien wa Ni'mah as the nation's perspective to the Civil Society will have an impact on the participation of all parties.

This article studies a universal entitlement to education grant in Sabang that shows policy making at subnational government level in Indonesia. The policy is designed and implemented by Sabang municipality of Aceh province to help students at primary and secondary schools who would otherwise struggle with the cost of education. Desk study and semi-structured interviews were conducted with the major and high-ranking officials from related government departments in Sabang. The results show the central - local relations has not been easy to be understood by lower tier of governments. While the distribution of authorities between central and subnational government (such as: in education development functions) has not been well defined, the Sabang Education Grant (SEG) has been evidence of how a municipality government exercise the discretion and decision-making power.  The transfer of authority and responsibility under the decentralization is instrumental in supporting the SEG policy formulation. The sub-national governments at special regions were given an authority to formulate policies to ensure all students have access to educational services. To implement this policy, Sabang municipality government regulate the operational procedures to implement the processes, define the technical guideline, establish the expert and management team as well as provide the tools to support the policy implementation.

The school library is a library in a school to support the teaching and learning activities and objectives of the parent school. In terms of the collection, the library has a standard, both from the number of collections as well as the depth of the collection. There needs to be the selection policy as part of a collection development policy so that these standards are fulfilled. This paper uses literature study method. This paper provides guidance to the school librarian about the things that need to be considered in making the selection policy. Selection policy must consider the amount of collection, type of collection, the suitability of the curriculum, language, and so forth.

Indonesian people who live in the village daily take care of plants in the fields and in the garden. The crop that is currently being planted is rice as a staple food. In managing rice, it is usually done by husband and wife together. Even so, the husband still does the heavy part and the wife does the light part, just like the husband who irrigates the plants and hoes and then the wife takes the weeds around the plants so that the plants grow optimally. The farmer household is one of the most decisive decision-making units in managing household needs, the decision-making process in the family is often dominated by the head of the family, researchers are interested in examining how social stratification and the implementation of rights and obligations of married couples in Banjarejo Village, Rejotangan District, Tulungagung Regency. This research method is qualitative with a field research approach. The data collection technique used in this study was conducted by interview. The results of the interview become primary data, this data is then analyzed using reduction techniques, presentation and conclusion drawing.

Jambo Keupok is a village where there was violence by the TNI against civilians and was recorded as one of the gross human rights violations during the conflict between RI-GAM. The purpose of this study was to determine the role of the government towards conflict victims and the post-peaceful social conditions of society. This research is a qualitative research by combining library research and field research. The instruments used in this study were documentation, observation, and in-depth interviews. Data analysis techniques used is the Analysis Interactive Miles and Hubermen 1994 model: data reduction, data display and conclusions. The results showed that the role of the government was to provide legal protection, reveal all perpetrators of violence against citizens and provide assistance in the form of business capital, employment and education costs to children victims of conflict. The social conditions of the conflict-affected communities in Jambo Keupok are better than before, although they are still traumatized by the incident 17 years ago, the victims' families accept it sincerely what has happened in the past and they have been carrying out their usual activities by opening small businesses in small-scale, farming, gardening and so on.
