Background: Transport clustering, being a cooperation of enterprises of the same territory to consolidate resources to improve the quality of transport and logistics services, to improve the quality of infrastructure, to ensure the growth of transport accessibility of the territory, is one of the drivers of economic growth of the territory. Therefore, the question of forming a mechanism for creating a transport cluster (TС) is relevant, the first stage of which is the TLC model. Aim: creation of a structural and logical model of a transport and logistics cluster, the implementation of which will allow the creation of a TC in any territory with a high transport and transit potential. Methods: Based on the research, generalization and analysis of the works of domestic and foreign researchers in the field of transport clustering and regulations, laws and strategic documents, the definitions of the concepts of the components of the TLC were clarified, the main and auxiliary participants of the cluster were identified, their functional relationships were identified, the requirements for the infrastructure of the TC were determined, the effect of the activity of the TC for the participants and for the territory on which the cluster is located was revealed. Results: The result of the study is a structural and logical model of the transport cluster. Conclusions: The obtained structural and logical model of the transport cluster allows the development of transport clustering in the Russian Federation, since it is a universal tool for creating a TC for any territory with a high transport and transit potential

The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

The paper describes the characteristics of human capital as the most important factor of economic growth. The problem of improving the quality of human capital in the conditions of the critical socio-­economic situation of families with children in the Russian Federation is raised. The review of the existing mechanism of social support for families with children is carried out and its inconsistency with the existing challenges is revealed. Based on legal and statistical analysis, proposals are formulated for the creation of a targeted benefit for children under 18 years of age and its inclusion in the system of compulsory social insurance.

The article is devoted to the study of the problems of innovative development in the regions of the Russian Federation. The aim of this work was to determine the empirical relationship between the indicators of innovation activity, economic growth and the state of the institutional environment in the regions. For this purpose, the research methodology was formed and the analysis of the subjects of the Russian Federation was carried out with the establishment of current trends in innovative, institutional and economic development. The methodological basis of the study was the grouping method, the decision tree method, as well as economic and mathematical modeling for constructing production functions. In the course of the analysis, it was found that economic growth directly depends on the innovation and institutional factors. High values of these factors allow you to get GRP per capita at the level of 510 thousand rubles and above, with low values, this indicator is 180-200 thousand rubles. The rate of economic growth is also directly proportional to these factors. It is also revealed that, first; the quality of public institutions and business institutions determines the effectiveness of development and the growth of innovation indicators at the regional level. The most significant attribute for the classification of subjects by the level of innovative development is the innovation activity index. It defines the current classification by 36.7 %, the indices of socio-economic conditions and the quality of innovation policy by 26 %. Macroeconomic modeling of economic growth in the regions depending on the level of innovative development is carried out, and the prospects for using the innovative factor as a driver of economic growth are evaluated. It is established that for a significant number of regions of the Russian Federation, the innovative way of development is not relevant in the medium term. Only for 15 territorial subjects of the Russian Federation, economic growth is real, accompanied by the development of innovative activities. Based on the results of the simulation, proposals are formulated for the directions of economic development of the regions. Particular attention in the economy of any country is paid to the small and medium-sized enterprise (SME) sector, since it is this sector that is the driving force of economic growth, which is confirmed by a number of studies. Obviously, the numerical superiority of small and mediumsized companies over large ones. Consequently, SMEs provide a significant share of the population with income and jobs. The quantitative growth of the sector contributes to the creation of new jobs, an increase in competition and labor productivity, an improvement in product quality, the development of innovations, an increase in the welfare of the population and structural transformations in industries, that is, qualitatively favorable changes in the markets and in the country’s economy.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).
