Subject. This article analyzes the effectiveness of the existing economic mechanism of environmental management. Objectives. The article aims to assess the economic damage caused by air and water pollution in the selected (model) regions of the Russian Federation. Methods. For the study, I used the methods of comparative, systems, and structural analyses, and analytical calculation. Results. The article shows the extent of anthropogenic effects on atmospheric air and water resources based on specific indicators for the prevailing pollutant. Conclusions. The article concludes about the need to improve the budget policy of the regions.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

Introduction. Environmental safety is one of the main priorities of state policy. It ensures the legal regulation of relations in space activities to strengthen the defense and security of the Russian Federation and further extension of the international cooperation of the Russian Federation. Material and methods. In the fall areas of the stages of the booster rockets, screening studies were carried out to identify the propellant component 1.1-unsymmetrical dimethylhydrazine in atmospheric air (n=14) and drinking water (n=23), determine its metabolite N-nitrosodimethylamine quantitatively in the residents’ blood (n = 90) living in the surveyed areas before the rocket launch (n = 45) and after the launch (n = 45). Also quantitative determination of the N-nitrosodimethylamine metabolite in the residents’ urine in the observation group (n = 108) was performed. For comparison, there was selected a group of residents not related to rocket and space activities (n = 13). Identification and analysis of samples of atmospheric air, drinking water, and biological media (blood, urine) was performed using Agilent 7890A gas chromatograph (USA) with a 5975C quadrupole mass spectrometric detector (MCD) and a capillary column of the HP-FFAP 30m • 0.25mm • 0.25µm series. Results. The study revealed the absence of asymmetric 1.1-dimethylhydrazine in 100% of analyzed atmospheric air samples. During the observation period, the concentrations of N-nitrosodimethylamine in the range of 0.00039 to 0.001 mg/dm3 were found in drinking water samples that did not exceed the hygienic standard (LOCNDMA 0.01 mg/dm3). N-nitrosodimethylamine in a concentration range of 0.00095-0.346 mg/dm3 was determined in the blood samples of the population. The studies revealed that after the rocket launch, the N-NDMA concentration in the blood was 1.8 times higher than the concentration registered before the rocket launch. In the urine sample of the resident living in the surveyed area, N-nitrosodimethylamine was detected with a high degree of reliability according to the essential ion with mass 74 m/z and confirmatory ion of 42 m/z, and the concentration was quantitatively calculated at a level of C N-DMA = 0.23 μg/ml. The detection of N-nitrosodimethylamine in blood and urine, even in trace amounts, indicates the possibility of exposure. Conclusion. Performed comprehensive studies made it possible to prove the relative safety of the ecological situation in the fall areas of the booster rockets that are located close to settlements when considering the environmental pollution with unsymmetrical dimethylhydrazine and can be used for systematic monitoring.

The article examines the provisions of legislation on the sanitary and epidemiological welfare of the population, regulating the restrictions of negative physical impact on the environment. The article considers the provisions of regional legislation aimed at regulating the issues of ensuring the peace and quiet of citizens. The authors note that the Code of administrative offences of the Russian Federation does not contain a direct ban on actions that violate the peace and quiet of citizens at night, but the corresponding restrictions apply in almost every subject of the Russian Federation. The article analyzes the legal regulation of relations connected with ensuring peace and quiet in a number of subjects of the Russian Federation. Regional acts determine specific prohibited actions that are subject to administrative liability in the form of a fine. The article highlights common and distinctive features of the legislation of the subjects of the Russian Federation in the field of acoustic impact. It is concluded that it is necessary to develop a unified approach to ensuring silence in the Russian Federation.

The results of ecological researches in the Arctic zone of the Russian Federation (Purovski district of Yamal-Nenets Autonomous okrug) are presented. The characteristics of emissions in the atmospheric air in Ustpurovsk-Tazovsk (Samburg) and Purovsk geocreology areas (Tarko-Sale) are considered and also the surface concentration of harmful substances in atmospheric air is predicted. A calculation of dispersion of polluting substances in the atmosphere is made. Based on the obtained results the conclusions were drawn about exceeding of the maximum-permissible concentration in the air.

Within the framework of the results of the research: the creation and development of corporate-type universities; creation and development of regional and interregional centers of competence; creation and development of centers of business initiatives; scientific and educational consortia.

One of the leading problems of modern public health is healthcare-associated infections (HAIs), which lead to significant social and economic damage, and affect the quality of medical care. The proportion of HAIs in obstetric institutions among all the Ministry of Defense of the Russian Federation for 9 years decreased by 1.7 times. The number of puerperas of HAIs decreased by 1.4 times, and HAIs of newborns decreased by 1.6 times. The proportion of puerperal sepsis in the structure of purulent-septic infections of puerperas is 1.7 ± 0.5 %, and sepsis of newborns is 4.4 ± 1.5 %. The average incidence of puerperas of IUPS was 2.0 ± 2.1 per 1,000 births. The incidence of HAIs in newborns was 2.0 ± 1.8 per 1,000 newborns. The ratio of HAIs of newborns to intrauterine infections on average was 1: 9, and in some regions 1:2–1:150. The obtained data on the incidence of HAIs in puerperas and newborns indicates the insufficiency of a systematic approach to recording, analyzing and predicting the incidence of HAIs, which requires a detailed development of standard epidemiological definitions of the case HAIs of puerperas and newborns, intrauterine infections of newborns, as well as a detailed analysis of risk factors for the development of HAIs in obstetric facilities.

Abstract Mastitis in cows in the farms of the Russian Federation cause great economic damage. Economic losses include the cost of treating cows and the cost of recycled milk. In the farms of the North-West region of the Russian Federation mastitis occurs in 20–30% of lactating cows. An important task is to find effective ways to prevent mastitis. The task of our research included the study of the effectiveness of external use of staphylococcal toxoid. For the experiment, 2 experimental groups of dry cows of 10 animals each were formed. For the first group of cows, 5 days before the expected date of calving, an ointment containing staphylococcal toxoid and dimethyl sulfoxide was applied to the area of the milk mirror. Udder treatment was performed once a day for five days. Cows of the second group were immunized with Starvac® vaccine in accordance with the instructions, twice during the dry period. The third group of cows (n = 20) was the control. After calving, the concentration of immunoglobulins in colostrum was examined in all cows. In cows of the first group, the concentration of immunoglobulins G, M and A in colostrum was 8.59 ± 0.9; 1.1 ± 0.13 and 5.42 ± 0.9 g / l, respectively. The concentration of immunoglobulins in cows of the first group was higher, on average, by 1.3–2.0 times in comparison with cows that were given the Starvac vaccine. In comparison with the control group, the growth of all classes of immunoglobulins was determined by 2.2 - 5.2 times (P < 0.01). The results obtained showed high efficacy of external use of staphylococcal toxoid together with dimethisulfoxide.

The paper analyzes the features of the formation of «model» budgets, assesses the consequences of the transition to the distribution of subsidies to the subjects of the Russian Federation from the federal budget on the basis of the calculation of the «model» budget and developed proposals for adequate consideration of the identified problems in the inter-budget policy of the Russian Federation. It is shown that the transition to the «model» budget in the Russian Federation is envisaged through the mechanism of redistribution of the total amount of subsidies to equalize the budget provision with simultaneous refinement of the method of increasing the allocated subsidies to the least affluent regions. The discrepancy between the current budget expenditures and the estimated need for budget allocations was revealed, which can lead to the emergence of unsecured budget expenditures for planned activities in a number of Northern and Far Eastern regions. The necessity for maximum orientation to the individual characteristics of the subjects of the Federation in the calculation of «model» budgets is shown, which is expressed in taking into account the rising cost factors associated with the uneven distribution of the population and the difference in the coefficients of transport accessibility in the subjects of the Russian Federation.
