The legislative function of the DPRD has not run smoothly, in some areas it is still experiencing various difficulties. Many Local Regulation Draft Initiatives (Raperda) come from the Regional Government as an executive agency. Meanwhile, the institution that enforces the aspirations of the community, the DPRD provides a lot of participation in the determination of the Perda. The purpose of the research is to study the implementation of the legislative function of the DPRD in Bogor City in 2013-2018. This research uses a qualitative method with literature approach. Data sources used in this study consisted of primary, secondary and tertiary legal materials, policy considerations of the political elite in this case the Bogor City Council, books, journal of legal. The results of the research are the legislative function carried out by the Bogor City DPRD in accordance with Law Number 23 of 2014 concerning Regional Government, which wrongly performs the legislative function that can capture the aspirations of the people in Bogor City, by receiving reports or complaints from the people of Bogor City the problem of dissatisfaction of a service. Although in its implementation is still not optimal because there are still obstacles in legislation.

FOR THE KING, BUT IN THE NAME OF THE PEOPLE How the conservative ‘Dagblad van Zuidholland en ’s-Gravenhage’ developed its populist traits The Dutch conservatives in the nineteenth century used the concept of volkskoning (the people’s king) to legitimize their defence of royal prerogatives against the increasing power of parliament. This concept emphasized the bond between monarch and people and depicted the political elite as a threat to both. Based on a study of the conservative newspaper Dagblad van Zuidholland en ’s-Gravenhage, this article argues that the idea of the volkskoning was developed into a more populist argument in which the people became the de facto sovereign who had to be protected against the rotten elite in parliament.

ABSTRACTIreland in the 1690s was a protestant state with a majority catholic population. These protestants sometimes described themselves as ‘the king's Irish subjects’ or ‘the people of Ireland’, but rarely as ‘the Irish’, a label which they usually reserved for the catholics. In constitutional and political terms their still evolving sense of identity expressed itself in the assertion of Irish parliamentary sovereignty, most notably in William Molyneux's 1698 pamphlet, The case of Ireland's being bound by acts of parliament in England, stated. In practice, however, the Irish parliament did not enjoy legislative independence, and the political elite was powerless in the face of laws promulgated at Westminster, such as the i6gg woollen act, which were detrimental to its interests. One possible solution to the problem of inferior status lay in legislative union with England or Great Britain. Increasingly in the years before 1707 certain Irish protestant politicians elaborated the economic, constitutional and practical advantages to be gained from a union, but they also based their case upon an appeal to the shared religion and ethnicity of the sovereign's loyal subjects in the two kingdoms. In short the protestants insisted that they were English. This unionist episode thus illustrates the profoundly ambivalent character of protestant identity in late seventeenthand early eighteenth-century Ireland.

Penyelesaian perkara pada jalur litigasi yang cenderung lambat ditambah dengan penumpukan perkara, didukung dengan banyaknya celah atau kekurangan pada undang-undang partai politik, khususnya terkait penyelesaian perselisihan internal partai. Banyaknya permasalahan tersebut mengharuskan setiap individu yang terlibat untuk mengambil tindakan progresif dengan melampaui peraturan tersebut. Tindakan progresif yang dimaksud salah satunya melalui jalur non-litigasi yakni mediasi. Mediasi dilaksanakan dengan musyawarah mufakat, dengan melibatkan rakyat didalamnya, atau lebih tepatnya tokoh masyarakat yang dirasa netral. Terlepas hal itu merupakan sengketa internal partai, namun rakyatlah yang memiliki andil di dalam setiap roda kehidupan partai politik di dalam sistem demokrasi. Kemudian ada beberapa cara yang bisa ditempuh dalam rangka penyelesaian perselisihan internal partai politik, selain mediasi tadi, ada tiga sistem penunjang untuk mencegah potensi buruk yang ditimbulkan akibat gejolak internal partai. Pertama, melalui mekanisme internal yang menjamin demokratisasi melalui partisipasi anggota partai politik tersebut dalam proses pengambilan keputusan. Kedua, melalui mekanisme transparansi partai melalui rakyat di luar partai yang dapat ikut-serta berpartisipasi dalam penentuan kebijakan yang hendak diperjuangkan melalui dan oleh partai politik. Ketiga, menjamin kebebasan berpikir, berpendapat dan berekspresi, serta kebebasan untuk berkumpul dan berorganisasi secara damai.The settlement of cases in litigation pathways that tend to be slow coupled with the accumulation of cases, supported by the many gaps or shortcomings in the laws of political parties, especially related to the settlement of internal party disputes. The number of these problems requires every individual involved to take progressive action by exceeding these regulations. The progressive actions that are meant by one of them through non-litigation means mediation. Mediation is carried out through consensus deliberations, involving the people in it, or more precisely the community leaders who are perceived as neutral. Apart from that it is an internal party dispute, but it is the people who have a share in every wheel of the life of a political party in a democratic system. Then there are several ways that can be pursued in order to resolve internal political party disputes, in addition to the mediation, there are three support systems to prevent the bad potential arising from internal party turmoil. First, through an internal mechanism that guarantees democratization through the participation of members of the political party in the decision making process. Second, through the mechanism of party transparency through people outside the party who can participate in the determination of policies that are to be fought for through and by political parties. Third, guarantee the freedom of thought, opinion and expression, as well as the freedom to gather and organize peacefully.

This research is focused on aspects of the Process and Identification of Lkauer Crafts in Palembang, with the objectives being, 1) to support efforts to preserve the art of laker crafts in Palembang, 2) to find out the development of the design of the laker craft, 3) to find out the local cultural values contained in Palembang laker crafts, 4) to add insight and teaching materials to art and design lectures, especially DKV. The method used is descriptive qualitative method, with the method of collecting field observation data, which is to see firsthand the laker handicraft products in the craft center, and at the Bala Putra Dewa Museum in Palembang, the data collection method is also carried out by interviewing techniques and documenting the object research. The results of the data processing are the authors' analysis through the identification of problems encountered in the field. From these results the conclusions drawn by the author are summarized in the form of a draft strategy for the preservation of the laker craft. In addition to preservation efforts, the laker craft can also provide business opportunities and employment opportunities for the people of Palembang city, of course it cannot be separated from the assistance of the Regional Government in the form of training, workshops, capital assistance as well as providing a place for marketing.

AbstractThe study aims to know the existence of operation of madrasah in regions with few moslems in Manokwari Regency, West Papua Province. Using qualitative method, the study result shows that the operation of madrasah in the study location is initiated by migrant people from outside Papua. All madrasahs there are operated in Transmigration settlements and in Hidayatullah pesantren. If we see eight components of education, the madrasahs generally have not met the SNP. From the government policy, the madrasahs have not gained equal treatment from the regional government and the regional parliament due to political, socio cultural, religious and ethnicity factors while the policy of the ministry of religion still refers to the government’s policy through the Central Government’s Performance Plans not realized in accordance with the region’s need. The relationship between the madrasahs and the migrant people is good as the people need comprehensive Islamic educational service and formal education is yet available in their settlements. However, the relationship with indigenous people is hampered by regulations imposed on migrants that sometimes bring loss. AbstrakPenelitian ini bertujuan untuk mengetahui eksistensi penyelenggaraan madrasah di daerah minoritas muslim di Kabupaten Manokwari, Propinsi Papua Barat. Dengan menggunakan metode kualitatif, hasil penelitian menunjukkan bahwa penyelenggaraan madrasah di lokasi penelitian dilatarbelakangi kedatangan masyarakat migran dari luar Papua. Seluruh madrasah di sana berdiri di lokasi Pemukiman Transmigrasi dan di lingkungan pondok pesantren Hidayatullah. Dilihat dari kondisi delapan komponen pendidikan, umumnya madrasah tersebut belum memenuhi SNP. Dilihat dari kebijakan pemerintah, madrasah belum memperoleh kebijakan yang berkeadilan dari Pemda maupun DPRD, yang disebabkan oleh faktor politik, sosial budaya, agama dan etnis. Sedangkan kebijakan Kemenag sendiri masih mengacu pada kebijakan pusat melalui Rencana Kinerja Pusat (RKP) yang terkadang realisasinya tidak sesuai dengan kebutuhan daerah. Hubungaan madrasah dengan masyarakat migran cukup baik, karena pendirian madrasah memang dikehendaki oleh masyarakat tersebut, karena masyarakat sangat membutuhkan layanan pendidikan agama Islam yang utuh dan layanan pendidikan formal yang memang belum tersedia di sekitar pemukiman mereka. Namun hubungan dengan masyarakat penduduk asli, terkendala dengan aturan-aturan yang berlaku yang juga diterapkan pada penduduk pendatang yang terkadang merugikan.

In August 1991, the Republic of Latvia took over the documents of the former Latvian SSR KGB, including the card index of KGB agents. At that time, by postponing the card index publication, the political authorities made the issue of former KGB agents a hostage of their political interests. Discussion on the fate of the card index continued in Latvian public sphere over the next 27 years. The stance of the political elite, which found support in some groups of society, was opposed to the publication of the card index, being concerned about a possible witch-hunt and psychological trauma of the people mentioned in the card index as well as their relatives. However, as a result of public pressure, after lengthy indecision, the card index was made public in December 2018. Unfortunately, the publication of the card index has offered only a formal solution to the issue of the former KGB agents, and the expected results have been achieved from the aspect of neither historical truth nor public reconciliation. Only a small number of people mentioned in the card index have admitted the fact of their cooperation and just a few have expressed public regret. In turn, after 27 years of political elite’s hesitancy, most of the KGB persecution victims accepted the publication of the card index in silence. However, it is clear that denial and silence are not the way to public reconciliation and comprehension of trauma. Those few attempts to make one’s experience public show that in today’s situation people can seek reconciliation only with themselves and within themselves.

<em>Kafaah aims to create harmony and balance in marriage. Criteria of kafaah in jurisprudence according to scholarly is nasab, wealth, beauty, diyanah, hirfah and self independence. The problem that occurs is when determining kafaah in Bagan Batu, the Malay community has its own way in the process or determine kafaah, they carry the tradition called merasi to ensure compatibility between their children who will carry out the marriage. The main problem to be answered through this research is to determine how the process of merasi in determinig kafaah conducted by Malay community in Bagan Batu, what is the purpose of this tradition and how the views of Islamic law against the tradition. The purpose of this study: 1). To know the procedures of merasi tradition 2). To find out the purpose of merasi in determining kafaah 3). To find out the views of the Islamic law in the determination of kafaah through merasi process undertaken by the community of Bagan Batu , Bagan Sinembah ,Riau Province. The research is a field research that is descriptive qualitative. In the collection of necessary data, the author uses interview and observation techniques. While in the data analysis techniques, used qualitative method that describe the situation on the ground systematically. The results of this research is merasi tradition that conducted by people in Bagan Batu by combining both the name of the bride, and the progenitor will predict the state of their household after marriage. The way of this merasi may vary according to the progenitor who will perform it. Whereas the purpose of this merasi to reduce the disadvantages and for the achievement of the benefit in marriage. Merasi tradition in determining kafaah that happened inBagan Batu may be accepted and enforced. Because, during the process nothing contrary to Islamic law, also aimed to benefit of the people. In fact, before merasi the progenitor will ask the religious understanding of the bride, and it is also used as a basic foundation for determining the kafaah between the couple.</em> Kafaah bertujuan untuk menciptakan keserasian dan keseimbangan dalam perkawinan. Kriteria kafaah dalam fiqih menurut jumhur ulama ialah nasab, kekayaan, kecantikan, diyanah, hirfah, dan kemerdekaan diri. Permasalahan yang terjadi adalah saat menentukan kafaah, di Kel. Bagan Batu, para masyarakat Melayu mempunyai proses atau cara tersendiri dalam menentukan kafaah, mereka melaksanakan tradisimerasi untuk memastikan keserasian antara anak mereka yang akan melaksanakan perkawinan. Masalah penelitian ini adalah bagaimana proses merasi dalam menentukan kafaah yang dilakukan masyarakat Melayu di Kel. Bagan Batu, apa tujuan dari tradisimerasi dan bagaimana pandangan hukum Islam terhadap tradisimerasi tersebut. Riau. proses merasi yang dilakukan masyarakat Bagan Batu yaitu dengan cara menggabungkan kedua nama calon mempelai, dan datuk yang bersangkutan akan meramal keadaan rumah tangga mereka setelah menikah. Cara merasi ini beragam metodenya sesuai dengan datuk yang akan mem-faal. Sedangkantujuan dari merasi ini untuk mengurangi kemudharatan dan demi tercapainya kemaslahatan dalam pernikahan. Tradisimerasi dalam penentuan kafaah yang terjadi di Kel. Bagan Batu ini boleh diterima dan diberlakukan. Karena, selama proses merasi tidak ada hal yang bertentangan dengan hukum Islam yang juga menginginkan kemaslahatan umat. Bahkan, sebelum merasi para datuk akan menanyakan pemahaman agama para calon pengantin, dan hal ini juga dijadikan sebai landasan dasar dalam menentukan kafaah antara pasangan tersebut.

This study examines the political motives of the plan to expand the new autonomous region in Papua. This is because the expansion of new autonomous areas is not always purely for the welfare of the people but is very closely related to political interests, namely power, and position. This study used qualitative research methods. The data used in the form of secondary data was obtained through reputable media and documents in journals. Next, the data is sorted to form a systematic framework. To analyze the research data, Nvivo plus 12 was used. From the analysis, it was described, and a conclusion was drawn. The study results indicate that the political motives for the plan to expand the new autonomous region in Papua are very material-intensive, namely the interests of the political elite, both central and local, to obtain rewards, position, and power. There is a narrative in the ideological incentive motive that regional expansion is for the public interest, namely providing services, developing infrastructure, increasing human resources, and alleviating poverty. However, in reality, some of the ongoing divisions in Papua have not yet impacted the Papuan people.

The divergent of actors within communicaton forum influence the changing of institution’s characters and escalate the interest contestation. The objective of this study is elucidating the dynamic relations and interaction among actors under the authoritative organization in Tuban district. This article employed qualitative method which uses literatures, documentations, observations, and in-dept interviews. The latest method relies on eleven central informants that represent company, country, and society who have relation with CSR Communication Forum in Tuban. Th result shows that the main actor who initiate the emergence of CSR Communication Forum is country, thus affect the nature of institution which more instructive (top-down) and state-centric. The local government is dominating the forum and other actors use the local regulation to produce dependency of company to country. In addition, shifting of power from regulation based to interest based create institution dilemma, institution disorientation and competition of resources among actors. Although using CSR governance, the political dynamics and institution development have not achieved its optimum result.


Democracy allows the people to have equal rights in decision-making that can change their lives. Consequently, opposition and coalition exist in this political system. While the opposition aims to correct and evaluate various government decisions, the coalition is the power holder or supporter of the government. Because Indonesia is a country that uphold legal formal consisting of many political parties, a coalition government party must be formed. This is done by gathering other parties until the government can run effectively so that it has the basis of a combination and effective legitimacy. In the second period of President Susilo Bambang Yudhoyono's cabinet, the emergence of political parties that were powerless and did not dare to become the government's opposition became evidence of the need for democratization. The emergence of elitism, centralization, and anti-public, as well as the freezing of political structures and the backwardness of the cultural attitudes of the Indonesian people caused the opposition to stand on the word of democratization. Therefore coalitions and opposition are two important parts in building a democratic governance system in Indonesia. This article underlines that democracy in the political elite tends to produce a pseudo and half-hearted democracy. Therefor, the portrait of democratization is needed as a reinforcement of all elements of civil society and thus is not seen as a "devout movement of the state", but an urgent movement to change the attitude of the state through changes in the political composition within it.
