Objective: to present the development features of the most important geostrategic territory of Russia on the basis of historical understanding, taking into account the ongoing climatic changes and analyzing the initial stage of active entry into the Arctic. Methods: the cognitive and partly debatable nature of the research determined the use of such methods of cognition as historical, which allows us to consider various types of activities over a certain period and draw conclusions about the beginning of the active phase of research and development of the Arctic over the last century; empirical, and logical methods, including analysis, comparison, and data summarization.Results: the tasks of improving the territorial structure of the economy, as well as the ongoing transformation of the national space of the country in order to develop remote regions require practical and scientific understanding in order to maximize their effectiveness. The article analyzes the key regulations in the field of Arctic development, as well as scientific research on this issue. On their basis, the genesis of the most important stages of the modern development of the Arctic is presented, which contributes to strengthening the priority status of this geostrategic macro-region of Russia. It is determined that the economic development of the Arctic should be combined with a strong protection of national interests, as well as with a state support system.Scientific novelty: consists in the formation of a chronology of the main directions of the state’s practical activities over the past decade, which contributed to implementing the main goal of modern transformations in the Arctic, which is to protect national interests, national priorities and involve the remote, hard-to-reach and sparsely populated territories into economic turnover.Practical significance: the study results can be used to develop a strategy for the development of the Arctic regions, and can serve as the basis for further scientific research.

Dramatic changes, mainly caused by global warming and globalization in recent decades, have been evident in the Arctic. The peace and stability of the Arctic, scientific research in the region, potential business opportunities and international governance have sparked widespread attention and debates around the globe. The joint establishment of the Polar Silk Road (PSR) is tantamount to international cooperation initiative between Russia, China and the related Arctic countries, which is intended to achieve common development and joint governance of the Arctic through knowledge accumulation, helps to promote interconnectivity and sustainable development in the region. As a part of China’s Arctic policy and cooperation between Eurasian Economic Union (EAEU) and the Belt and Road Initiative (BRI), China focuses on the coordination of national interests and strategies of relevant states regarding development of Arctic sea routes and infrastructure, prioritizes knowledge accumulation and scientific research as the guiding principle for cooperation, promotes green technology solutions and humanistic concerns, and recognizes the PSR cooperation as a new growth pole for China-Russia pragmatic cooperation. However, due to fragile natural environment and political, economic and social sensitivities of the Arctic, significant interference of global and regional geopolitics, potential challenges of global environmental politics, Acknowledgement and capacity gaps between participants, economic and technological uncertainties are major challenges for feasibility and efficiency of cooperation, requiring more in-depth scientific research, comprehensive assessments and regular coordination and communication between all stakeholders.

The purpose of the article is to reveal the possibilities of the dairy subcomplex in the implementation of the UN Sustainable Development Goals. Research methods. Based on the dialectical method of cognition, general scientific research methods were used, namely: abstract-logical (for generalization and formulation of conclusions); monographic and system analysis (when studying the peculiarities of the development of the dairy subcomplex based on sustainability); comparative analysis (to compare global and national trends in achieving Sustainable Development Goals); graphic (for visual display of analysis results); as well as a systematic approach, analysis and synthesis, induction and deduction and others in the field of economic research. Research results. The modern world interpretation of the development of the dairy subcomplex with the use of the foundations of sustainable development is disclosed. Acting as a powerful tool for reducing poverty, overcoming hunger and ensuring human health, directing efforts to mitigate the negative impact on the environment, the dairy subcomplex provides consumers with dairy products in an economically beneficial, environmentally friendly and socially responsible for present and future generations. The role of the dairy subcomplex in the implementation of each of the 17 Sustainable Development Goals has been determined. Scientific novelty. Comparison of Sustainable Development Goals with the capabilities of the dairy subcomplex to guarantee food security, sustainable growth, and social development with the efficient use of natural resources has been further developed. Practical significance. The study results for implementation of sustainable development goals can be used by interested participants in the dairy subcomplex of Ukraine when developing strategic plans for their work both for the near and for a different perspective. The significance of digitalization of visual sources in rare science books for potential research and studies is emphasized. The consistent information growth in the modern world evokes the problem of selecting sources. Often, the significant fraction of these sources is outside the purview of researchers, which results in information entropy. This is particularly true for the rare scientific books and their visual components. Until recently, the visual sources, i. e. films, photos, posters, postcards, etc., remained outside the scope of scientific research. The author argues that visual information as presented in rare science books can be an important source of information for science owing to its accuracy, image clarity, reliability, and information value. Involvement of the RAS Library for Natural Sciences in the library collection digitalization programs is discussed. The examples are provided to demonstrate the scientific and information value of visual sources in rare science books. The conclusions are made on the importance of digitalization of visual sources in the DL of rare books. This approach enables to expand library information foundation for specialized scientific research in various fields of science as well as for educational programs, which would be of practical significance in perspective.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The Arctic Council is an intergovernmental forum promoting cooperation, coordination and interaction among Arctic states, indigenous communities, and peoples on issues of common importance. The rising geo-political importance of the Arctic and the onset of climate change has resulted in the Council becoming a focus of increasing interest from both inside and beyond the Arctic. This has resulted in new demands placed on the Council, attracting an increasing number of participants, and instigating a period of transformation as Arctic states work to find a way to balance conflicting demands to improve the Council’s effectiveness and take care of national interests. This paper considers whether, during this time of change, the Council is having an impact on the issues it was formed to address, i.e., environmental protection and sustainable development. To provide answers, it looks at how the Council reports on and evaluates progress towards the implementation of recommendations it makes regarding biodiversity, how it identifies where activities have had impacts and uncovers the mechanisms through which they were successful, to provide an insight into how the Arctic Council can be an agent of change.

The Arctic seas are now of particular interest due to their prospects in terms of hydrocarbon extraction, development of marine transport routes, etc. Thus, various geohazards, including those related to seismicity, require detailed studies, especially by instrumental methods. This paper is devoted to the ocean-bottom seismographs (OBS) based on broadband molecular–electronic transfer (MET) sensors and a deployment case study in the Laptev Sea. The purpose of the study is to introduce the architecture of several modifications of OBS and to demonstrate their applicability in solving different tasks in the framework of seismic hazard assessment for the Arctic seas. To do this, we used the first results of several pilot deployments of the OBS developed by Shirshov Institute of Oceanology of the Russian Academy of Sciences (IO RAS) and IP Ilyinskiy A.D. in the Laptev Sea that took place in 2018–2020. We highlighted various seismological applications of OBS based on broadband MET sensors CME-4311 (60 s) and CME-4111 (120 s), including the analysis of ambient seismic noise, registering the signals of large remote earthquakes and weak local microearthquakes, and the instrumental approach of the site response assessment. The main characteristics of the broadband MET sensors and OBS architectures turned out to be suitable for obtaining high-quality OBS records under the Arctic conditions to solve seismological problems. In addition, the obtained case study results showed the prospects in a broader context, such as the possible influence of the seismotectonic factor on the bottom-up thawing of subsea permafrost and massive methane release, probably from decaying hydrates and deep geological sources. The described OBS will be actively used in further Arctic expeditions.

The role of organic chemistry and other chemical disciplines in the system of training qualified personnel for the pharmaceutical industry is indisputable. In what direction is chemistry developing in the modern world? What innovative directions does chemistry offer to drug developers? Can a robot synthesize a new compound? How to achieve practically significant results of scientific research? How may the obtained results be published in highly rated journals? These and many other topics were widely discussed at the XII International Conference of Students and Young Scientists in Chemistry «Mendeleev-2021» held in the fall of 2021. This article is published to attract young researchers’ attention to topical issues at the interface of chemistry and pharmacy and assist them in realizing their creative scientific potential.

This article addresses the issues of the genesis of non-violence and the practical application of non-violent practices in the context of modern realities. The phe-nomenon of non-violence is seen in close connection with violence, which is more often reflected in the form of wars, military clashes, and conflicts. The article pro-vides an analysis of the use of non-violent practices and the possibility of develop-ing peacekeeping in public opinion and behavior. During the preparation of this article, a review and comparative study of various literature aimed at studying non-violence were carried out. Together with the philosophical works, various ma-terials of a political science character are studied. In preparing this work, they were used as general theoretical methods, such as analysis and synthesis. At the same time, analogies, systematization, etc. were used. The materials of the article sug-gest practical significance for university teachers of humanitarian/philosophical specialties.
