As the world responds to the COVID-19 pandemic, most governments have temporarily closed all schools. Thus, there is a transition to distance learning on a large scale. Educational institutions try to organize training using Internet technologies, students use e-books while taking e-learning courses, researchers mostly use e-journals. Academic libraries around the world are digitizing library collections, creating powerful digital libraries that help readers get information. UNESCO and the Library of Congress have developed the World Digital Library, thus making an innovative attempt to develop intercultural understanding by providing access to digital heritage from 200 countries. As in many industries, the librarian branch must undergo radical changes due to the development of digitalization and artificial intelligence. The report of the Association of Research Libraries states that there are three categories of urgent changes: changes in relationship of a research library and its institutional partners; changes in the organization of research libraries; changes in the skills of librarian staff and users of library electronic funds.

<p>Concerning the fast spread of COVID-19, countries all over the world have closed academic institutions to stop the pandemic. It is now apparent that students and teachers require other options that have to be more versatile, easily accessible, and support the current technologies and conditions to face the unpredictable future. From the review, literature disclosed that universities throughout the globe are establishing and implementing electronics learning platforms as a basic need in academic institutions. This manuscript aimed to assess the status of electronics learning in China and Ethiopian educational institutions to counter the challenges of the closure of schools because of the outbreak of the pandemic. The paper highlights concerning e-learning in the sense of China and Ethiopia, e-learning challenges, and successful experiences. This review paper also suggests educators use e-learning and distance learning as a necessity to advance learning, particularly during this pandemic season.</p>

This paper documents the services and changes that library staff at a group of 15 Canadian university research libraries highlighted on their main pandemic pages and social media accounts during the early days of the coronavirus (COVID-19) pandemic. Findings suggest that libraries in the samples adopted the following services and changes: closing the physical libraries; suspending all physical collection services and in-person events; continuing to provide virtual reference services; promoting access and usage of electronic collections; suspending late fees and renewing checked-out items with a new due date; and advising users to wait before returning borrowed items. Notably, all libraries in this study are operating as full full-scale as digital libraries. This study will provide lessons learned to other libraries around the world to help in reviewing their own operational policies for coping with the current COVID-19 pandemic and for future global public health crises.

This chapter gives an overview of digital library topics: digital libraries and information architecture; digital libraries and electronic learning (e-learning); digital libraries and the Semantic Web; digital library evaluation; digital libraries and service quality; and the significance of digital libraries in the digital age. The Internet and the World Wide Web provide the impetus and technological environment for the development and operation of digital libraries in the digital age. Digital libraries comprise digital collections, services, and infrastructure to educationally support the lifelong learning, research, and conservation of the recorded knowledge. Whereas traditional libraries are limited by storage space, digital libraries have the potential to effectively store much more information and documents, because digital information requires very little physical space to contain them. Encouraging digital libraries has the potential to improve academic library performance and gain educational goals in the digital age.

The year 2019 saw the emergence of COVID-19, an infectious disease spread through human-to-human transmission. This resulted in the immediate worldwide suspension of contact classes as countries tried to contain the wide spread of the pandemic. Consequently, educational institutions were thus left with only one option: e-learning. E-learning is the delivery of learning experiences through the use of electronic mail, the internet, the world wide web, and it can either be synchronous or asynchronous. Through the translanguaging lens, this chapter reports on a qualitative study that sought to explore the crucial role language plays in the e-learning of multilingual science students at a secondary school in South Africa. The e-learning lessons were in the form of videos, multilingual glossaries, and narrated slides in English and isiZulu languages. Data was collected through lesson observations and interviews held via Microsoft Teams. This chapter suggests numerous cognitive and socio-cultural benefits of multilingual e-learning pedagogy and recommends its use in education.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

<div><p><em>Education systems in the world today are undergoing major shifts in their delivery systems to be able to accommodate shifting demands in the lifestyles of people. ICT has greatly influenced the way institutions operate in reaching and providing services to their clients. Many educational institutions have adapted their situations to meet the work demands and changing trends in education by adopting e-learning as a mechanism to reach the students who may have no time to sit in class due to their nature of work. TVET systems in Africa are slowly and steadily also starting to move towards implementing e-learning in their teaching learning process. This paper gives insight into the potential and situation of e-learning in TVET institutions in developing countries in Africa and points out major recommendations on how to improve in order to inform policy makers and other stakeholders in the TVET sector.</em></p></div>

Preservation of digital resources in the 21st century has been a great challenge for library and information professionals. Digital libraries have been built all over the world. Libraries are engaged in creating and maintaining digital libraries. One of the main challenges in maintaining digital libraries is the digital preservation aspect. The aim of digital preservation is to ensure that digital records are filed and are made available through time. Digital information preservation is always the thinking of library and information society. Preservation of digital documents has now become more obvious and necessary because of the fragility of digital data and software and hardware platforms becoming obsolete. Educational institutions (schools, colleges, and universities) in India have always followed traditional modes of teaching and learning wherein the teachers impart the lectures and the students undertake the instructions and guidance in a face-to-face medium. But, with the advent of covid-19, educational institutions in India were left with no choice but to switch to online mediums for imparting instructions. The sudden outbreak of Covid-19 impacted the entire world in an unparalleled manner and had put us all to witness a never seen before deadly virus Corona Virus (SARS-CoV-2) that shook us all. World Health Organization recognized the devastating effects of Covid and declared it as a global pandemic. One of the major challenges faced by the institutions around the world was in continuing learning in traditional set-up; thus the educators around the world shifted to online modes of teaching and learning. This article incorporates the learning and significance of e-learning and Strengths, Weaknesses, and Opportunities of e-learning modes in the wake of a crisis situation. Purpose – Cooperation among research libraries is a venerable pursuit with a long history. The purpose of this paper is to examine three collaborative tools and programs ranging from the late 1970s to the present to identify the promise of each as well as the challenges, the factors that both facilitate and interfere with true cooperation, highlighting the lessons learned. Design/methodology/approach – The author analyzes the development and functions of the Conspectus of the Research Libraries Group, the Global Resources Program of the Association of Research Libraries, and the Triangle Research Libraries Network in the state of North Carolina, USA. Findings – While the goals of collaborative collections initiatives are laudable, it is often difficult to accomplish true, balanced, and lasting cooperation that results in both expanded access and financial reallocation. Originality/value – The study is a first-hand, inside look at the methods and mechanisms of cooperative collection development that offers suggestions for future partnerships on either a small or a large scale.

During the recent Coronavirus (Covid-19) pandemic the traditional education system almost halted throughout the world. However, in order to continue with the education without wasting students time most of the countries transferred their teaching online. Although the online teaching is widely used but there are many challenges and security issues specially when the education is disseminated using education cloud. In this article we examine and review such challenges and security issues that may impact students and teachers in various educational institutions in Saudi Arabia. A review of hybrid cloud model is presented in order to benefit across institutions. The research also articulates different ways which can be adopted by educational institutions to provide smooth online teaching due to pandemic of covid-19. We also present some solutions that may help overcome challenges and secure a robust cloud infrastructure.
