A significant obstacle to the formation and development of small enterprises is the issues of production and technological and innovation-technological support of small enterprises at all stages of their life cycle. With limited resources, the solution of this issue is possible only if the potential available at the regional and municipal levels is used to the maximum. The author introduces the concept of "strategic entrepreneurial potential" into scientific circulation.

One of the complex problems of modern experimental toxicology remains the molecular mechanism of formation of human health disorders separated at different time periods from acute or chronic exposure to toxic environmental pollutants (ecotoxicants). Identifying and understanding what epigenetic changes are induced by the environment, and how they can lead to unfavorable outcome, are vital for protecting public health. Therefore, we consider it important a modern understanding of epigenetic mechanisms involved in the life cycle of mammals and assess available data on the environmentally caused epigenetic toxicity and, accordingly fledging epigenenomic (epigenetic) regulatory toxicology.

The importance of Learning Media is used by ATKP Medan to continuously improve the quality of learning. The problem that is often encountered in avionic learning is the limited resources available because to access avionic learning the cadets must access from the CBT LAB and cannot be from elsewhere. This is because Avionic software is only installed inside the lab and cannot be learned from outside the lab. The purpose of this research is to improve the digital avionic-Radio Theory II learning process which is packaged in multimedia animation to make it easier for cadets to learn avionic Radio Theory II without having to access it in the laboratory. The method used in this research is to use the MDLC Multimedia Development Life Cycle method, namely the Concept concept, design, material collection, assembly, testing, distribution, distribution, The resulting output is an animated video product and publication to the ISSN journal

Abstract - The importance of learning media is utilized by ATKP Medan as an opportunity to continue to improve the quality of learning. However, the most common problem in avionic learning is the limited resources available. This is because to access Avionic learning, cadets can only access it from LAB CBT. This is because Avionic software is only installed inside the lab and cannot be learned from outside the lab. The purpose of this research is to improve the learning process of Avionic - Automatic Direction Finding System digitally which is packaged in multimedia animation to make it easier for cadets to learn the Avionic Automatic Direction Finding System without having access in the laboratory. The method used in this study is to use the MDLC Multimedia Development Life Cycle method, namely the Concept, Design, Material Collecting, Manufacturing, Testing, Distribution methods. The learning media produced from this study are by displaying 5 types of display pages, namely Introduction, ADF Components, Sense Antennas, Antenna Components, and Direction Finding System.Keywords - Learning Media, Avionic, ADF, ATKP Medan  Abstract - Pentingnya media pembelajaran dimanfaatkan oleh ATKP Medan sebagai kesempatan untuk terus meningkatkan mutu pembelajaran.  Namun, permasalahan yang paling sering terjadi dalam pembelajaran avionic adalah adanya keterbatasan resource yang ada. Hal ini dikarenakan untuk mengakses pembelajaran Avionic para taruna hanya bisa mengaksesnya dari LAB CBT. Hal ini disebabkan software Avionic hanya terpasang didalam lab dan tidak bisa dipelajari dari luar lab. Tujuan dalam penelitian ini adalah meningkatkan proses pembelajaran Avionic - Automatic Direction Finding System secara digital yang dkemas dalam animasi multimedia untuk memudahkan para taruna untuk mempelajari Avionic Automatic Direction Finding System  tanpa harus akses di laboratories. Metode yang digunakan dalam penelitian ini adalah menggunakan Dengan menggunakan metode Multimedia Development Life Cycle MDLC  yaitu metode Konsep (Concept), Perancangan (Desain), Pengumpulan Bahan (Material Collecting), Pembuatan (Assembly), Pengujian (Testing), Distribusi (Distribution). Media pembelajaran yang dihasilkan dari penelitian ini adalah dengan menampilkan 5 jenis halaman tampilan yaitu Introduction, Komponen ADF, Sense Antenna, Komponen Antena dan Direction Finding System.Kata kunci - Media Pembelajaran,  Avionic, ADF, ATKP Medan.

The study was conducted in the field of temporary monofunctional recreational tubing facilities. Using the example of artificial structures in Moscow, city-forming and technological features as promising centers of activity of urban parks in large cities were studied. The phenomenon of continuity of modern temporary recreational facilities to the traditions of the historic “Roller slides” as a part of park spaces and independent small architectural forms was studied. The life cycle of facilities (from design and installation to dismantling) was tracked. The structural scheme of tubing facilities on the basis of rod building structures and their engineering and technological support were studied. The statistics of attendance was analyzed, and the target audience of the complexes was identified. Energy efficiency, reliability, and environmental friendliness of facilities were proved. The paper proposes a proprietary methodology for assessing the adaptability of tubing facilities to the environment. It is presented as an object matrix.

The paper reports the results of investigations on technological support of reliability indices for as-sembly units taking into account changes of contacting functional dimensions of single machine parts at the operation stage. At the heart of the work there is an analysis of dimension ties of an assembly unit ensuring a correlation between some basic stages of a product life cycle at which product quality is formed: designing with the quality parameter standardization of a surface and functional dimension accuracy, manufacturing with the definition of technological parameters and confirmation of accuracy achieved at separated operations and an operation at which changes of quality and accuracy parameters takes place.

AbstractThere is currently no generally accepted formula for the optimal timing of health technology assessments (HTAs). This paper presents some of the relevant issues and then reviews the existing literature on timing of HTAs. It finds that the literature that specifically addresses these issues is limited. There is a consensus that HTAs should be initiated at an early stage of the development of a new health technology, and repeated during the life cycle of the technology. However, the questions of reliably identifying new technologies at an early stage in their development and of deciding on a detectable critical point for starting evaluation are not resolved. It is proposed that a system of categorization and prioritization of health technologies should be developed to allow decisions to be made as to when a strongly precautionary approach is required and how the limited resources available for HTA could be optimally deployed.

Currently the whole world is going through a health contingency due to the COVID-19 disease, a situation that has triggered countless changes in different sectors of society. Among the various problems derived from this situation are the negative effects on the economy, since the condition in which the different economic agents find themselves is not favorable. Companies in all countries have been suffering the consequences within their life cycle, some of them having to close permanently and others looking for strategies not to die, or simply trying to survive. In Mexico, certain organizations analyze the damage that has affected the national economy, however, the information found in the different documents shows generalized data, and these effects cannot be identified locally. As a consequence, the objective of this study was to analyze the Micro and Small Enterprises (MSEs) in Atlacomulco, Mexico. For which, an instrument was developed with the indicators of the survey on the Economic Impact Generated by COVID-19 in Companies (ECOVID-IE) (INEGI, 2020). The study was made up of a sample of 40 MSEs from the study area, the main results show that the MSEs considered have been strongly affected.

Smart contracts are required to be instantiated in the predeployed stage, which consumes computation resources from then on. It is a big waste in the blockchain whose nodes are composed of IoT devices, as those devices often have limited resources (such as limited power supplies or a limited number of processes to run). Meanwhile, IoT devices are heterogeneous and different smart contracts are required. If those smart contracts are instantiated previously, numerous meaningless addresses are required. In this paper, we propose to delay the instantiation of a smart contract when used and terminate it when not used, which is similar to the life cycle of a variable. Then, a new kind of variable (the wrapping variable) is used to hide details of the instantiation and the address. The smart contract is instantiated in the construction function of the wrapping variable, or even it is delayed to the time when there are requests for it. The smart contract terminates when the variable is out of its scope. Then, different instantiation methods are proposed. Finally, we perform the qualitative comparison between the proposed approach and the predeployment method, and it demonstrates that the proposed methods optimize the life cycle of the smart contract and save calculation resources.

The article provides system analysis of small business. The paper presents quantitative indicators of the development of the subjects of Russian small business contained in various statistical databases (Rosstat, Federal Tax Service), reveals the incompatibility of the data, which complicates the analysis of the considered sector of the national economy. It is concluded that the scale of development of small business is insufficient, which does not allow for the full implementation of its inherent functions. The necessity of supplementing the quantitative approach with a qualitative analysis of small business as a mesoscale system has been substantiated. The concept of heterogeneity of its structure is introduced, characterized by the presence of a triad of categories (“kids”, “genetic dwarfs”, “transformers”) and a triad of subcategories (“travelers”, “reorganizers”, “imago”) that determine the composition of “transformers”. Their system functions have been studied and it was concluded that the relationship between them, on one hand, determines the systemic stability of small business, and on the other hand, creates a “portrait” of small business in a particular state. Based on the proposed methodological principles, the specificity of the Russian small business model has been formulated, namely that the SME sector is currently not able to be the basis of a market economy, and the model itself is structurally unbalanced. Its distinguishing features include a low share of innovative oriented enterprises comprising “kids” and “dwarfs”, a significant number of small firms working in economic symbiosis with large enterprises, a relatively short life cycle of all categories of small businesses, a high share of imago and retiring due to the loss-making of small enterprises etc. The specifics of the implementation of micro-level development strategies of various categories of small enterprises is the use of credit resources of banks, increasing the stability of their functioning (including increasing their life cycle) have been considered. The necessity of a differentiated approach to the implementation of the mesoscale strategy of state support of small businesses has been substantiated. The conclusion has drawn on the importance of transforming the existing infrastructure to support Russian small business, and in particular – the importance of the role of state aid in times of crisis. Supporting measures for small enterprises in the context of the corona-virus pandemic in Russia and in foreign countries have been considered.
