This study is based on a comprehensive analysis of high-tech production as an economic phenomenon. The article on “Theoretical and practical aspects of high-tech production development” reveals the main approaches to the definition of a high-tech complex, a high-tech sector, a high-tech industry, and high-tech products. The article focuses on the allocation of industries according to the level of manufacturability, and describes the main development trends of the following high-tech sectors of the Russian economy: pharmaceuticals, power engineering, production of medical equipment, civil aviation and information technology sector. The key purpose of the study is to research theoretical and practical aspects of high-tech production development. To achieve the purpose, it is necessary: to consider the main approaches to the definition of high-tech production, to disclose the problem of determining the industries by the level of manufacturability, to describe the development of high-tech sectors in the Russian economy.The scientific novelty of the work lies in a number of unknown and little known facts, as well as in the development of theoretical provisions on the issue of defining high-tech production and selecting industries by the level of technology, and in the analysis of the development of key indicators of some high-tech industries. The research is based on the articles of foreign and Russian authors, various Internet resources, analytical materials prepared by the Higher School of Economics, as well as statistical compilations presented on the website of the Federal State Statistics Service.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

Urbanization processes are accompanied by economic concentration of resources in functional urban areas. At the same time, the level and dynamics of economic concentration differ depending on type, structure, location and national specifics of urban areas. The purpose of this article is to study economic aspects of urbanization and to develop the methodology for ranking functional urban areas by the level of their economic concentration. The survey is based on the rating approach, which is represented as a comparative analysis of indicators of economic concentration, followed by further definition of an integral indicator that helps us to rate urban areas. The results of urban areas ranking and grading by level of their economic concentration show that the highest level of economic concentration is found in Large metropolitan and metropolitan FUAs, which economic activities are dominated by financial services, as well as high-tech industry. The results of this rating can be used to justify directions of regional policy of polycentric development regarding regulation of scale of economic concentration in functional urban areas. It will also have a positive impact to effective distribution of resources within "center-periphery" economic space.

Abstract The challenges and achievements of technological upgrading are traditionally discussed in the context of the of high-tech production. However, such areas as agriculture and food production demand no less modern scientific and technological achievements. The challenges of appropriate feeding the population remain relevant. The article focuses on the examinations of issues related to the possibilities of involving modern technological achievements for the development of Russian agriculture. The main scientific methods of research were bibliographic analysis, statistical and factor analysis, comparative analysis, methods of analogies. The factual basis for the research was the official data of the Federal State Statistic Service (Rosstat), the data of technoparks in Russia, the results of modern scientific research of foreign and Russian scientists. A conclusion on the feasibility of involving the scientific and productive capacity of Russian technology parks for technological upgrading of agriculture in Russia is based on the analysis of the activities of the organizations in the country's science and technology sector, first and foremost technoparks.


Significance This was on top of a record 3.2 billion dollars of new investment capital raised by such companies in the first half of the year. Start-up fundraising, a key metric of tech-industry health, has been growing steadily since 2012. However, that growth in part reflects worldwide trends toward higher valuations for tech companies; a growing preference by start-ups to delay public listings by funding growth through private capital and other investors (as well as traditional venture capital funds); and Israeli strengths in such growing sectors as cybersecurity, artificial intelligence and automobile-related technology. Impacts An industry contraction could help alleviate a shortage of skilled personnel, although a severe downturn would risk ‘brain drain’. Low technology-sector growth would deprive Israel of an important source of high-paid employment. Foreign investment, export earnings and tax revenue would all be harmed by an industry slowdown. Developing technology relations with emerging Asian powers could be weakened if the industry fails to grow and maintain innovation.

The large-scale structural transformations of Russian economy – the new industrialization – is a core of its transition to sustainable development. The importance of new industrialization is proved by the possibility of overcoming technical and technological lagging behind the leading countries and expanding deep processing and high-tech industries. Based on the analysis of statistics, the features of structure of economy of Russia are revealed. It is shown that transition to new industrialization is a characteristic of the industrially developed countries of the world and the source of environment-friendly industries’ boosting. The mechanism of the “window of opportunities” implementation when changing technological layers is considered. The hypothesis of a research assumes that opening the “window of opportunities” when replacing the fifth technological layer with the sixth, is a reference point for definition of the directions of strategic transformations in the context of sustainable development and extended environment protection.

Relevance of the research topic is due to the specificity and growing strategic importance of the development of high-tech industry, the production of high-tech products, as well as the desire of business owners to constantly increase its value. The main problems and prospects for the intensification of innovation in terms of its impact on the speed and quality of its development are reviewed. The essential characteristics of innovation and investment activity are analyzed, the progressiveness of the stages of functioning of the subjects of the innovation and investment process, united by a common goal, is revealed. Contributed by the author to the definition of high-tech business. Analyzed the main methodological approaches to assessing the value of the business. The factors that have the greatest influence on the formation of conditions for increasing the cost of high-tech business have been studied. The methodological tools for assessing the contribution of the innovation and investment component to the increase in the value of the high-tech business have been improved. The nature of the relationship and interdependence of two types of activity: innovation and investment, as well as opportunities for the development of high-tech business and the growth of its value are analyzed.

Subject. The article reviews distinctions of M&A deals in innovation and technology. Objectives. We determine the specifics of innovative and technological companies and its impact on the synergy, process, finance, valuation of M&A deals. Methods. The article employs methods of generalization, comprehensive analysis, systematization, specification, comparison, study into trends and the structure. Graphics and tables are used to display the findings. Results. We conducted the content analysis of the term Mergers & Acquisitions, thus finding the divergence of foreign and the Russian approaches. We provide our own definition of the concept and analyzed the dynamics of the overall M&A market and the innovation and technological sector. The article describes operational distinctions of innovative and technological companies and compares them with conventional sectors. The article determined the specifics of synergy, process, finance, valuation of M&A deals in innovation and technology. Conclusions and Relevance. The innovation and technology sector saw M&A deals become more frequent for the recent five years. What distinguishes them is the number of startups and infant businesses, large M&A deals in order to develop their ecosystems, involve digital technology companies. Traditional approaches should be adapted for structuring M&A deals, their arrangement, financing and valuation of target companies. The findings can lay the groundwork for further studies into the specifics of the innovation and technology sector, M&A deals, and set up the methodological framework for the valuation of innovative and technological companies. The findings can also immediately support parties of M&A deals from theoretical perspectives.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.
