AbstractPurpose This study explores the concept social insurance literacy (SIL) and corresponding questionnaire (SILQ) among workers receiving disability benefits and the comprehensibility of the social security institute (SSI), and examines associations with socio-economic characteristics. Methods 1753 panel members of the Dutch SSI were approached to complete the SILQ-NL37. This measure was based on the original SILQ. The SILQ-NL37 contains domains for obtaining, understanding and acting upon information for both individual SIL and system comprehensibility. A higher score means better SIL or comprehensibility. Data on age, gender, education, living situation, Dutch skills and time receiving disability benefits were also collected. With k-means clustering, groups with adequate and limited SIL were created. Associations with socio-economic characteristics were examined with independent t-tests and linear regression analyses for both the total scores and within domain scores. Cronbach α and Spearman rho’s indicated measurement properties were good to acceptable for the SILQ-NL37. Results Thirty-five percent of the 567 participants were in the group with limited SIL. Higher individual SILQ-NL37 scores were associated with having a partner (p = 0.018) and northeastern living region (p = 0.031). Higher scores for obtaining (p = 0.041) and understanding (p = 0.049) information were associated with female sex, and for acting on information with younger age (p = 0.020). People with limited Dutch skills (p = 0.063) and a partner (p = 0.085) rated system comprehensibility higher. Conclusions According to the SILQ-NL37 scores, about 35% of the panel members have limited ability to obtain, understand and act upon social insurance systems information. Limited SIL is associated with several socio-economic factors. Future researches should study the concept in a more representative sample, and in different countries and social insurance contexts.

<b><i>Background:</i></b> The outbreak of coronavirus disease 19 (COVID-19) has led to measures of social distancing and quarantine worldwide. This stressful period may lead to psychological problems, including increases in substance use. <b><i>Objective:</i></b> To investigate changes in alcohol, tobacco, and cannabis consumption before and during COVID-19 lockdown and motives for these changes in substance use. <b><i>Method:</i></b> A web-based survey was filled out by an unselected population during the social distancing measures of the COVID-19 pandemic in Belgium that assessed changes in alcohol, tobacco, and cannabis consumption in the period before and during the COVID-19 lockdown and also asked about reasons for change. <b><i>Results:</i></b> A total of 3,632 respondents (mean age 42.1 ± 14.6 years; 70% female) filled out the survey. Overall, respondents reported consuming more alcohol (<i>d</i> = 0.21) and smoking more cigarettes (<i>d</i> = 0.13) than before the COVID-19 pandemic (both <i>p &#x3c;</i> 0.001), while no significant changes in the consumption of cannabis were noted. The odds of consuming more alcohol during the lockdown were associated with younger age (OR = 0.981, <i>p &#x3c;</i> 0.001), more children at home (OR = 1.220, <i>p &#x3c;</i> 0.001), non-healthcare workers (<i>p &#x3c;</i> 0.001), and being technically unemployed related to COVID-19 (<i>p</i> = 0.037). The odds of smoking more cigarettes during the lockdown were associated with younger age (OR = 0.988, <i>p</i> = 0.027), current living situation (<i>p &#x3c;</i> 0.001), lower education (<i>p</i> = 0.015), and working situation related to COVID-19 (<i>p</i> = 0.018). Boredom, lack of social contacts, loss of daily structure, reward after a hard-working day, loneliness, and conviviality were the main reasons for consuming more of the various substances. <b><i>Conclusions:</i></b> During the lockdown, individuals consumed slightly more alcohol and smoked marginally more cigarettes compared to the period before the lockdown. Further research focussing on follow-up of individuals at risk may be useful to provide appropriate care in post-COVID times.

Artikkelissa tarkastellaan nollapersoonaisen modaaliverbirakenteen käyttöä direktiivinä (esim. tämä hakemus pitäs vielä täyttää). Aineistona on 11,5 tuntia Kansaneläkelaitoksen eli Kelan toimistoissa videolle tallennettuja aitoja asiakaspalvelutilanteita, 131 yksittäistä tilannetta. Aineistossa esiintyvät neljä virkailijaa ovat noin 30-vuotiaita; asiakkaiden ikä vaihtelee noin 18 ja 80 vuoden välillä. Analyysi osoittaa, että nollapersoonan referenssi on ainakin muodollisesti avoin ja Kelan tilanteissa se usein kattaa sekä paikalla olevan asiakkaan että muut samassa tilanteessa olevat ihmiset. Siten nollapersoonalla ilmaistaan eksplisiittisesti, että kaikkia kohdellaan samoin säännöin eikä asiakkaalta vaadita mitään poikkeuksellista. Se ikään kuin perustelee itse itsensä. Modaaliverbi (esim. kannattaa, pitää, täytyä, voida) puolestaan tuo lausumaan jonkin keskustelun ulkoisen velvoitteen. Aineistossa nollapersoonaisia modaaliverbidirektiivejä käytetään usein silloin, kun virkailija ei käsittele itsestään selvänä, että asiakas tulee noudattamaan saamaansa direktiiviä, vaan direktiiviin liittyy epävarmuustekijöitä. Näitä ovat arkaluonteisuus, erilinjaisuus, toiminnon aiheuttama vaiva tai toiminnon uutuus vuorovaikutustilanteessa. Nollapersoonainen modaaliverbidirektiivi ottaa hienovaraisesti huomioon toimintoon liittyvät epävarmuustekijät mutta osoittaa silti toiminnon olevan tilanteessa tarpeellinen. Nollapersoonalausumia verrataan artikkelissa toiseen direktiivityyppiin, 2. persoonan modaaliverbilausumiin (esim. tää sun pitäs kuitenki täyttää vielä). Niissäkin modaaliverbi välittää tilanteen ulkopuolelta tulevan käskyn, mutta lausuma rajataan koskemaan ainoastaan yhtä asiakasta ja hänen velvollisuutensa tehdään näkyviksi. 2. persoonan modaaliverbidirektiiveillä annetaan yleensä lisäohjeita jo meneillään olevassa prosessissa tai toistetaan jokin jo annettu direktiivi. Lisäksi niitä käytetään yleensä vain silloin, kun asiakas on virkailijaa nuorempi, kun taas nollapersoonadirektiivejä esitetään kaikenikäisille asiakkaille.   Zero-person subjects and modal verbs in directives: a study of employees at the Social Insurance Institution of Finland  The article analyses the directive use of a Finnish zero person + modal verb construction, e.g. tämä hakemus pitäs vielä täyttää (‘one should fill in this application form’). The data comprises 11.5 hours of service encounters videotaped at the offices of the Social Insurance Institution of Finland (in Finnish: Kansaneläkelaitos = Kela), 131 encounters in total. The four employees in these encounters are all in their thirties, while their clients are between 18–80 years of age. The referent of a zero-person construction is formally open, and in the service encounters analysed here its referent is often not only the client but anyone else who finds themselves in a similar situation. Therefore, the zero person explicitly expresses the notion that all clients are treated in an equal manner. The modal verb (e.g. pitää, täytyä ‘must, have to, should’; voida ‘be able to’; kannattaa ‘be worthwhile’) denotes an obligation that comes from outside the situation at hand. The analysis of the data indicates that a zero person + modal verb construction is often used when the directive involves contingencies, such as delicacy, disalignment, imposition, or a previously undiscussed action. The zero person + modal verb construction displays the speaker’s orientation towards contingencies but also indicates the necessity of the action in question. The zero-person construction stands in contrast to another directive construction, that of the 2nd-person subject + modal verb (e.g. tää sun pitäs kuitenki täyttää vielä ‘you should still fill in this one’). The modal verb conveys an external obligation, but the 2nd-person pronoun refers to one sole person and makes explicit his/her responsibilities. This construction is mainly used when reformulating a previous directive or giving additional advice. Moreover, it is usually only used when addressing younger clients, whereas the zero-person construction is suitable to clients of all ages.

The article deals with the issues of functioning of the social insurance institution, the organizational-legal and financial forms of which are presented by the state extrabudgetary social funds - Pension Fund of Russia, Mandatory Social Insurance Fund and Mandatory Health Insurance Fund. It considers the main characteristics of social insurance: a) scope of covering the employed population by insurance protection; b) contribution rates as related to wages; c) level of protection of population incomes (pensions and benefits as related to wages and subsistence minimum); d) availability of quality medical assistance and rehabilitation services. There are analyzed the present social risks and problems of the RF insurance system. The main problem is that the amount of financial expenditures on all types of social insurance per beneficiary is about half that of most developed and developing countries. The primary cause is lacking motivation of both employees and employers to participate in the mandatory social insurance and to legalize their earnings. In the conclusion there are formulated a number of proposals for improvement of the institution of social insurance in Russia. It is proposed to expand the range of insurance cases concerning unemployment insurance and care for elderly people, to increase the total amount of compulsory contributions to extrabudgetary insurance funds from 30.2% up to 42.5% from three sources - employees, employers and the state.

The article discusses the controversial issues of compensation for physical harm caused to an employee. The article analyzes the possibility of satisfying the claim for compensation of such expenses, presented directly to the harmer, provided that the insurance coverage is obtained at the expense of the Social Insurance Fund. The conclusion is made about the possibility of such a claim. At the same time, the conditions for its satisfaction are determined, including the victim»s need for such expenses, taking into account the right to choose a doctor and a medical organization, in the absence of signs of abuse of the right.

Tieto kuntoutuksen kentän kokonaisuudesta ja erilaisten kuntoutuspalveluiden käytöstä samoilla ihmisillä on varsin hajanaista ja puutteellista. Tutkimuksen tavoitteena on selvittää kuntoutukseen osallistumisen yleisyyttä ja päällekkäisyyttä eri osajärjestelmissä Oulun asukkailla vuonna 2018 laajalla rekisteriaineistolla (N = 192 844). Tutkimuksessa tarkastellaan julkisen sosiaali- ja terveyspalvelujärjestelmän kuntoutusta, Kelan kuntoutusta, työeläkekuntoutusta, työterveyshuollon fysioterapiaa ja Kelan korvaamaa yksityistä fysioterapiaa. Vuonna 2018 oululaisista 18 prosenttia sai vähintään yhden tutkitun osajärjestelmän kuntoutusta (N = 34 061). Yleisintä oli julkisen sosiaali- ja terveyspalvelujärjestelmän kuntoutus, harvinaisinta työeläkekuntoutus. Naiset osallistuivat kuntoutukseen miehiä yleisemmin. Kuntoutukseen osallistuminen oli miehillä yleisintä 65 vuotta täyttäneillä, naisilla 45–64-vuotiailla. Harvinaisinta se oli 16–24-vuotiailla miehillä ja alle 16-vuotiailla naisilla. Suurin osa (90 %) kuntoutukseen osallistuneista oli osallistunut vain yhden osajärjestelmän kuntoutukseen. Useamman osajärjestelmän kuntoutukseen osallistuminen oli naisilla miehiä yleisempää. Ikäryhmistä se oli yleisintä 45–64-vuotiailla ja harvinaisinta alle 16-vuotiailla. Vähintään kahden osajärjestelmän kuntoutukseen osallistuneet olivat keskimäärin vanhempia kuin vain yhden osajärjestelmän kuntoutukseen osallistuneet ja myös naisten osuus oli heillä suurempi. Rekisteritietoja kuntoutuksesta on hankala koota kattavasti, sillä järjestelmä on hyvin hajanainen ja toimijoita ja rekisterinpitäjiä on lukuisia. Myös kuntoutuksen määrittely aineistoista osoittautui vaikeaksi. Yhtenäiset tietojärjestelmät kuntoutuksesta palvelisivat paitsi tutkijoita, myös kuntoutujia. Abstract Prevalence and overlap of participation in rehabilitation in different subsystems – a register-based study among residents of the city of Oulu, Finland, in 2018 Knowledge of the whole spectrum of rehabilitation and of the use of different rehabilitation services by the same individuals is quite fragmented and incomplete. The aim of this study is to examine the prevalence and overlap of participation in rehabilitation in different subsystems among residents of the city of Oulu, Finland, in 2018 using extensive register-based data (N=192,844). The study examines rehabilitation organized by the public social and health care system, by the Social Insurance Institution of Finland, by the earnings-related pension system, as well as physiotherapy in occupational health care and private physiotherapy reimbursed by the Social Insurance Institution of Finland. In 2018, 18 per cent of the residents of Oulu received rehabilitation of at least one of the examined subsystems (N=34,061). Receiving rehabilitation of public social and health care was the most common; the rarest was rehabilitation within the earnings-related pension system. Women participated in rehabilitation more often than men. Using rehabilitation services was most common in men aged 65 and over, and in women aged 45–64. It was least common in men aged 16–24 years and in women under 16 years of age. The majority (90%) of those who participated in rehabilitation had participated in rehabilitation of only one subsystem. Participation in rehabilitation of several subsystems was more common in women than in men. It was most common in those aged 45–64 years and least common in those under 16 years of age. Those who received rehabilitation of at least two subsystems were, on average, older than those who received rehabilitation of only one subsystem, and more often women. It is difficult to compile comprehensive register data on rehabilitation, as the system is very fragmented and there are many organizers and registrars. Defining rehabilitation from the data also proved difficult. Unified information systems on rehabilitation would serve not only researchers but also rehabilitees. This study evaluated the social and ecological factors that affect entomophagy in Ghana with a view to instigate the initiation of programmes for the use of insects for human and poultry nutrition in Africa. Two thousand questionnaires were administered to randomly selected respondents in all the ten regions of Ghana. With regards to social factors, entomophagy was found to be influenced by age, gender, education and occupation. Entomophagy is practiced across all age groups and gender in Ghana. Proportionally, 90, 78 and 74% of the aged (60+), middle aged (31-50) and the youth (18-30), respectively, were observed to consume various insect species. Ecologically, entomophagy was more pronounced in rural than urban areas. Over 87% of respondents who consume edible insects acquire them through harvesting/trapping. Four insect species were identified as feed for animals. The majority (81.6%) of the respondents consume insects as a source of protein, 9.6% for cultural reasons, 5.6% for medicinal values and 3.0 and 0.2%, respectively, for recreational and religious reasons. Gender has the least influence on entomophagy. Considering the economic, ecological and nutritional importance of edible insects in traditional Ghanaian foods, attention should be given to sustainable environmental harvesting practices.

The paper starts with a brief discussion of recent developments of economic restructuring of the State Owned Enterprises in China and their related reforms in social insurance and social assistance. It then reports the findings of an attitude survey of residents in Shanghai in 1996 towards the social and economic consequences of economic reform. It reveals that, despite the fact that most people feel better off with the reforms, there is still a need for the state to play a role in social protection.

The article discusses the formation of the demographic situation in Russia, considering the influence on them of the parameters of the development of social infrastructure. Today, most regions of the country are characterized by a decrease in population. Moreover, it is the level of development of medicine, education and other components of social infrastructure that determine the living conditions of the population and, as a result, the processes of natural and migration movement of the population. The study aims to determine the quantitative parameters of this relationship and the formation based on the results of the received rating of the administrative entities of the Russian Federation. In the framework of the work, we used methods of retrospective analysis, grouping, cluster analysis, correlation and regression analysis, and other methods. Further, we formed a list of indicators characterizing the level of development of the social infrastructure of the territory and highlighted groups of indicators. We proposed An approach to the formation of integral indicators of the level of development of social infrastructure for individual components of the population movement. The regions of the Russian Federation were grouped by the totality of the parameters of the demographic situation and socio-economic factors. As a result of testing the approach, we formed private and integral ratings of the regions of Russia according to the ratio of the parameters of the demographic situation and the level of development of social infrastructure. The results can be used in the development of the state demographic policy.
