In recent years, Internet-of-Things technology (IoT) has been the subject of research in diverse fields of applications. IoT plays an essential role in transitioning enterprises towards a more interconnected paradigm of manufacturing, logistics, services, and business, known as Industry 4.0. This paper presents an operational concept for a system that implements IoT technology in pallets, which are used to move products along supply chains. These sensors will help us gain insight into the conditions experienced by products and unit loads. Having this capability will allow us to obtain the information necessary for better control of product distribution along the supply chain, and to design packaging that is more efficient and effective in protecting products during distribution. In this paper, we show how Model-Based Systems Engineering (MBSE) can be leveraged to create models that capture the required system behaviors, and we address the complexity of an IoT system within the domain of packaging and logistics applications.

Abstract This study proposes a new operational concept of the Point Merge System, called Multi-Arrival Route Point Merge System (MAR-PMS), which is an air traffic control method used to sequence aircraft arrivals in a given terminal control area. The proposed concept enables the additional arrival routes that have an angular difference to each sequencing leg. Furthermore, a time-indexed 0-1 linear programming model is formulated. The obtained results are validated in a real time simulation. The comparison results of PMS and MAR-PMS show that the average reduction of 19% of total flight time, 23% of total flight distance, and 19% in total fuel burned and reduction in CO2 emissions in favor of a proposed concept.

The intermittent energy supply from distributed resources and the coupling of different energy and application sectors play an important role for future energy systems. Novel operational concepts require the use of widespread and reliable Information and Communication Technology (ICT). This paper presents the approach of a research project that focuses on the development of an innovative operational concept for a Smart Integrated Energy System (SIES), which consists of a physical architecture, ICT and energy management strategies. The cellular approach provides the architecture of the physical system in combination with Transactive Control (TC) as the system’s energy management framework. Independent dynamic models for each component, the physical and digital system, operational management and market are suggested and combined in a newly introduced co-simulation platform to create a holistic model of the integrated energy system. To verify the effectiveness of the operational concept, energy system scenarios are derived and evaluation criteria are suggested which can be employed to evaluate the future system operations.

O presente estudo trata do panorama transnacional do racismo, cuja publicização das ofensas é impulsionada pela globalização, restando escancaradas as dificuldades sofridas pelo “ser negro”, as quais se perpetuam no tempo e nos espaços pelos quais se desloca. Estruturado no método indutivo com a adoção da técnica do conceito operacional e da pesquisa bibliográfica, seu objetivo geral é categorizar o Direito Transnacional como rico instrumento de política antirracista, na medida em que visa a proteção do homem. Como objetivos específicos, se busca evidenciar o que é racismo e os fatos históricos e migratórios que lhe sustentam; apresentar o contexto transnacional da discriminação racial; e denunciar a ineficiência estatal, por meio dos tradicionais sistemas normativos internos, no combate ao racismo. Ao final, observar-se-á, que a discriminação racial desferida em face dos migrantes e nacionais, conforme meras características físicas, pode e merece ser enfrentada com os sólidos arcabouços afetos ao Direito Transnacional. Abstract: The current study is about the transnational racism panorama, which the offense publicity is driven by globalization, remaining wide open difficulties suffered about “being black”, which perpetuated in time and spaces through it moves. Structured in the inductive method with the adoption of operational concept technique in the bibliographic, what general goals are to categorize Transnational Law as rich anti-racist political instrument, in a measure that considers protection of men. As specifics goals, its search the evidence in what is racism and the historical facts that sustains; to present the transnational context of racial discrimination; the States inefficiency, through their traditional normative systems in combating racism. By the end, it will be observed that racial discriminations in migrants and nationals, according to few physical characterizes, can and deserves to be seen structures of solid affect frameworks of Transnational Law. : This article aims to advance on the form of Transnational Law, startingfrom Aristotelian philosophical assumptions until its confluence with the manifestations of Transnational Law. Thus, Aristotle’s support stems from the premisethat, even in a space deeply marked by material aspects, the form stands out andfunctions as a vicar for another substance, being, therefore, an important findingfor the theoretical development of Transnational Law and its normative sources.The present research is justified mainly for two reasons: the scientific and practicalrelevance that Transnational Law assumes contemporaneously, and, on the otherhand, the existing gap regarding its form, whose consequences focus on denialor skeptical positions, as well as, in the confusion between analysis of social factsand Transnational Law, which impacts on the construction of standards on thesources of Transnational Law. For the development of this research, the inductivemethod was used, operationalized by the techniques of operational concept andbibliographic research.

This paper compares chosen European high-speed railway (HS) networks in terms of their offer of HS passenger service. The criteria chosen for comparison are network topology, degree of service periodicity and degree of coordination between subsequent services. Only services with HS trains are taken into account. As a result, each examined network is classified according to prevailing approach to passenger service – either Line/Service (LS) Approach, where transfer connections are in general not anticipated, or Network (N) approach, with regular (mostly periodic) public transport lines and periodic transfer connections between them.The comparative analysis has shown that geography had crucial impact not only on national (or regional) HS line network, but on the HS operational concept as well.On trunk HS lines, which connect most populated agglomerations in particular country, there is always – at least during peak times – some form of periodic service, despite compulsory seat reservation (except state-owned carriers in Austria and Germany).Half of analyzed networks can be characterized by N approach – at least on trunk HS lines or within central "core" part of HS network.For Czech HS network, authors recommend to define a core network with application of Integrated Periodic Timetable.

Urban mobility is increasingly becoming accepted as a basic human need, as socio-economic opportunities depend on the ability to reach places within an acceptable time. Conversely, the emergence of megalopoleis as dominant features of the global landscape has increased commuting effort to unprecedented levels, due to the ever expanding urban areas and the associated travel distances. This now poses a risk to the efficient accessibility of cities, but there is an assumption that the problem can be overcome by increasing the speed of transport systems. However, advocates of this approach overlook important utility trade-offs that arise from the conflict between greater vehicle speeds and the additional time required to access the services. In this paper, we investigate this approach and show that higher speeds in metro systems do not always result in faster travel in cities. We then propose a new approach to addressing the problem, which culminates in a solution that can overcome the current paradoxes and increase door-to-door speeds more effectively. The resulting operational concept optimizes speed and coverage in urban rail systems in megalopoleis, accommodating the longer trips within time budgets. We position this research as a starting point to a new perspective on developing complex urban systems in the future.

<p>Education policy is important in the process of achieving national education goals so that an understanding of the basic concepts of education policy is needed in order to produce pro-active education policies and problem solving. The purpose of writing this article is to examine the scope of education policy which consists of the meaning of education policy, components of education policy, characteristics of educational policies and implementation of educational policies. This writing methodology uses literature study methodology. The writing of this article was carried out by reviewing 26 journals related to education policy. The results of the study found that education policy is a policy related to the education sector in the process of elaborating the vision and mission of education in order to achieve educational goals through strategic steps in the implementation of education. The education policy component consists of five, namely objectives, plans, programs, decisions, and impacts. The characteristics of education policy are that of having educational objectives, fulfilling legal-formal aspects, having an operational concept, being made by the authorities, being able to be evaluated and having a systematic approach. The approach to implementing educational policy consists of a structural approach, a procedural and managerial approach, a behavioral approach and a political approach.</p>

<p class="Abstracttext-VITRUVIO">This paper aims to be a contribution to establish a position to the reuse of obsolete railway buildings in the field of circular construction. Recent discussions argue that considering that the circular economy is only related to the use of materials or waste is a misconception. The reuse of buildings is also an issue circular architecture. The European Union itself, since 2002, supports the Programme ESPON - European Territorial Cooperation Programme, which incisively inserts obsolete buildings in the "spirit of the circular economy", giving greater attention to industrial areas undergoing change and deindustrialisation. Considering that the concepts of circular construction and circular architecture originated in the circular economy, which emerged as a way to promote and ensure urban sustainability, this article addresses in a first moment the concept of circular construction from the first documents developed in the context of sustainable development to the latest policies proposed by ESPON. It also analyses the reuse of obsolete railway spaces based on the analysis of some emblematic examples of reuse, namely the <em>Musée d'Orsay</em> and the <em>Promenade Plantée</em> in Paris. These two examples represent different types of railway infrastructure and their fate will frame the reuse of railway buildings within the concept of circular construction.</p>

Abstract - The implementation of education policy can be interpreted as an action or carrying out a policy which leads to the education sector in order to achieve the desired goals. To achieve the desired educational policy objectives have a process in implementing education policies including 1) preparing for the implementation of education policies, 2) implementing education policies with a trial period, 3) implementing real education policies accompanied by supervision and control, 4) conducting an evaluation of education policies. education policy has characteristics to improve education by having educational goals, fulfilling legal-formal aspects, has an operational concept, is made by the authorities, can be evaluated, and has a systematic, later in implementing education policy itself it is necessary to know continuously or be concerned with various factors outside of education. namely political factors, legal factors, social factors, economic factors that directly or indirectly affect the educational policy program made, to achieve the desired implementation of educational policies and achieve defining objectives have strategies that must be mastered, namely communication, resources, disposition. , and bureaucratic structures. This is aimed at realizing the desired implementation of educational policie. Abstrak – implementasi kebijakan pendidikan dapat diartikan sebagai suatu tindakan atau pelasanaan suatu kebijakan yang mengarah pada bidang pendidikan guna mencapai tujuan yang diinginkan. Untuk mencapai tujuan pendidikan yang diinginkan memiliki proses dalam melaksanakan kebijakan pendidikan meliputi 1) mempersiapkan pelaksanaan kebijakan pendidikan, 2) melaksanakan kebijakan pendidikan dengan masa percobaan, 3) melaksanakan kebijakan pendidikan yang nyata disertai dengan pengawasan dan pengendalian. 4) melakukan evaluasi kebijakan pendidikan. Kebijakan pendidikan memiliki cirri-ciri untuk meningkatkan pendidikan dengan memiliki tujuan pendidikan, memenugi aspek legal-formal, memiliki konsep operasional, dibuat oleh penguasa, dapat dievaluasi, dan memiliki sistematis, kemudian dalam melaksanakan kebijakan pendidikan itu sendiri perlu diketahui secara terus menerus atau peduli dengan berbagai factor di luar pendidikan yaitu factor politik, factor hokum, factor social, factor ekonomi yang secara langsung mempenfaruhi program kebijakan pendidikan yang dibuat, untuk mencapai pelaksanaan yang diinginkan kebijakan pendidikan dan mencapai tujuan yang telah ditetapkan mempunyai strategi yang harus dikuasai yaitu, komunikasi. Sumber daya, disposisi, dan struktur birokasi. Hal ini bertujuan untuk mewujudkan implementasi kebijakan pendidikan yang diingikan.
