Nimbyism is widely thought to arise from an inherent tradeoff between localism and efficiency in government: because many development projects have spatially concentrated costs and diffuse benefits, local residents naturally oppose proposed projects. But why cannot project developers (with large potential profits) compensate local residents? We argue that local regulatory institutions effectively require developers to expend resources that cannot be used to compensate residents. Not being compensated for local costs, residents therefore oppose development. Using a formal model, we show that when these transaction costs are high, voters consistently oppose development regardless of compensation from developers. But when transaction costs are low, developers provide compensation to residents and local support for development increases. We conclude that nimbyism arises from a bargaining problem between developers and local residents, not the relationship between local decision-making and the spatial structure of costs and benefits. We suggest policy reforms implied by this theory.

Worldwide questions about health effects play a role in local debates about windfarms. A review was prepared for the Swiss Federal Office for the Environment of the literature published since 2017 about the health-effects of wind turbine sound. Scientific literature was collected on the effect on annoyance, sleep disturbance, cardiovascular disease and metabolism. Also, visual annoyance and other non-acoustic factors, such as appraisal of the local decision making process were investigated. Annoyance came forward as a consequence of wind turbine sound: the louder the receiver sound level, the stronger the annoyance response. For other health effects, results of scientific research are inconsistent. Effect are not a consequence of the sound levels, but rather related to the residents' annoyance. The literature did not show that infrasound or low frequency sound leads to other effects when compared to sound at higher frequencies. Evidence shows that residents experience less annoyance when they participate in the siting process. By being able to take part in the siting and in balancing costs and benefits, residents experience less annoyance. It is therefore important to take worries of local residents seriously and involve them in the process of planning and the siting of wind turbines.

The point of departure of this article is contemporary changes in the relationship between national and local decision making in the Norwegian political system. The last decades’ centralization tendencies seem to be challenged by a “new” emphasis on local discretion, and the article discusses how this will affect social work in municipalities. The changes are contested and controversial and allude to questions such as how much discretion should be given to local decision makers in the name of local democracy, and how much difference should be accepted in the name of diversity? The article argues that professional social work must be context-specific, meaning that in a wide sense local knowledge is a prerequisite for good social work. Devolution and local political and professional discretion are necessary in many cases, but not sufficient in themselves as conditions for success. Professional social workers will encounter a lot of difficult dilemmas arousing from issues related to the equality/liberty debate and the diversity/difference/equality debate in social work discourses. In order to approach these dilemmas, more of a focus on local deliberation and place shaping, in combination with a social work focus on democratic professionalism, is necessary. If this is done successfully, devolution and a recapturing of local discretion and decision-making power will empower clients as well as professionals. Thus, current changes in the relationship between different levels of decision making will enlarge the possibilities for professional social work in the municipalities.

The casino-based integrated resort (IR), which started in Las Vegas in the United States, has moved to Asia and successfully opened Macau’s IR and Singapore’s Marina Bay Sands. As of 2019, three IRs, Inspire, Paradise City, and Midan City, are being constructed in Yeongjongdo Island and, among them, Paradise City is currently in operation after completing its first stage of development. Although the planned creation of three integrated resorts on Yeongjongdo Island was accompanied by the government’s policy support and legal support, the support of the local residents for the IR development projects can have a different effect from that of other areas. For the development of integrated resorts, not only the policy and legal support but also the local support is an important factor. So, this study was conducted focusing on which part of the integrated resort development project should be considered important to get sufficient local support. The results of this study showed that the resort operators and local residents have different opinions on the importance of local support factors. The so-called integrated resort experts considered the environmental and socio-cultural factors important, while the local residents considered factors such as the establishment and completion of the development plan as well as the sustainability as the most important factors. It is expected that this study will contribute to the formation of trust in the relevant policies by disclosing the contents of the implementation and system improvement of IR development projects and providing participation opportunities for residents in the process. This study will be also able to provide objective guidance in decision-making to policymakers who plan the development of such integrated resorts by identifying the factors important to elicit support from the local residents in advance, as well as to public or private developers who want to proceed with IR development projects.

In theory, participatory democracies are thought to empower citizens in local decision-making processes. However, in practice, community voice is rarely representative, and even in cases of equal representation, citizens are often disempowered through bureaucratic processes. Drawing on the case of a firearm discharge debate from a rural county’s municipal meetings in Virginia, I extend research about how power operates in participatory settings. Partisan political ideology fueled the debate amongst constituents in expected ways, wherein citizens engaged collectivist and individualist frames to sway the county municipal board ( Celinska 2007 ). However, it was a third frame that ultimately explains the ordinance’s repeal: the bureaucratic frame, an ideological orientation to participatory processes that defers decision-making to disembodied abstract rules and procedures. This frame derives its power from its depoliticization potential, allowing bureaucrats to evade contentious political debates. Whoever is best able to wield this frame not only depoliticizes the debate to gain rationalized legitimacy but can do so in such a way to favor a partisan agenda. This study advances gun research and participatory democracy research by analyzing how the bureaucratic frame, which veils partisanship, offers an alternative political possibility for elected officials, community leaders, and citizens to adjudicate partisan debates.

We examine the relationship between prices and interest rates for seven advanced economies in the period up to 1913, emphasising the UK. There is a significant long-run positive relationship between prices and interest rates for the core commodity standard countries. Keynes ([1930] 1971) labelled this positive relationship the ‘Gibson Paradox’. A number of theories have been put forward as possible explanations of the paradox but they do not fit the long-run pattern of the relationship. We find that a formal model in the spirit of Wicksell (1907) and Keynes ([1930] 1971) offers an explanation for the paradox: where the need to stabilise the banking sector's reserve ratio, in the presence of an uncertain ‘natural’ rate, can lead to persistent deviations of the market rate of interest from its ‘natural’ level and consequently long-run swings in the price level.

AbstractThis article discusses the relationship between certain institutional regulations of voting rights and elections, different levels of electoral participation, and the degree of political instability in several Latin American political experiences. A formal model specifies the hypotheses that sudden enlargements of the electorate may provoke high levels of political instability, especially under plurality and other restrictive electoral rules, while gradual enlargements of the electorate may prevent much electoral and political innovation and help stability. Empirical data illustrate these hypotheses. A historical survey identifies different patterns of political instability and stability in different countries and periods, which can be compared with the adoption of different voting rights regulations and electoral rules either encouraging or depressing turnout.

AbstractThis article examines squatter resistance to a World Bank-funded forest and paper factory project. The article illustrates how diverse actors came together at the sites of rural development projects in early postcolonial Kenya. It focuses on the relationship between the rural squatters who resisted the project and the political elites who intervened, particularly President Kenyatta. Together, these two groups not only negotiated the reformulation of a major international development program, but they also worked out broader questions about political authority and political culture. In negotiating development, rural actors and political elites decided how resources would be distributed and they entered into new patronage-based relationships, processes integral to the making of the postcolonial political order.

Seeking of attention appears to be intimately bound up with certain principles of motivation, especially the seeking of observable results of action and of optimum levels of stimulation, variety and challenge, and the relationship between results and the cost of achieving them—a high cost will tend to inhibit action but enhance the value subsequently placed upon what is achieved. These principles can be applied to personal relationships: thus friendship can be regarded as a situation involving facilitative feedback between persons, hostility as involving inhibitory feedback and loneliness as occurring when there is no feedback. Which of these situations occurs appears to depend upon the relationships between the costs and benefits of interaction between the persons concerned. The care of psychiatric or senile patients in the community appears likely to impose demands for attention which are unreasonably severe (“costly”). Any attempt to change community attitudes in the hope of securing greater acceptance of such demands appears to be unrealistic. Substantial benefits could probably be attained in many cases from training in skills, especially social skills, which would enable patients to cope more effectively with the world as it is.
