This study is aimed at measuring the effectiveness of policy communication in promoting #KangPisMan program among university students. #KangPisMan is a top priority program of Bandung Municipal Government to tackle waste management problem. In this sense, the problem of plastic waste has become a global concern about environment, therefore it is a hope that, by promoting #KangPisMan, a new lifestyle will make people more aware of environmental sustainability. The program was established in 2018, so it is necessary to measure the effectiveness of its communicating strategy. In terms of public communication, the realization of promoting the program should be measured based on its optimal value. The present study seeks to analyse the effectiveness of communication strategy by employing 7C concepts as introduced. The questionnaire was distributed to 300 respondents (based on purposive sampling) which were registered as students of Faculty of Social Sciences Education, Universitas Pendidikan Indonesia. Validity of the questionnaire is measured by corrected item-total correlation. The analysis shows that communication strategy in promoting #KangPisMan was relatively effective by considering the lowest scores of continuity and consistency. It shows that the aspect of consistency in promoting the program should be enhanced. Meanwhile, the aspect of credibility had the highest value. Therefore, it is a big capital to promote the program through the role model as reflected by the team. In general, all respondents were satisfied of the communication strategy in promoting the program. However, the effectiveness is still potential to be developed in the upcoming time.

Effective climate change and disaster policy communication services are vital for enhancing the adaptive resilience capacity of the vulnerable local communities in poor countries like Uganda. This chapter focuses on the effectiveness of the Ugandan national climate change and disaster policy information communication strategies in addressing national flooding disaster risks, highlights the recent trends of knowledge based responses to climate change induced floods, assesses the impact of the flood on the socio-economic well-being of local households and communities, and determines the vulnerability issues with corresponding adaptation strategies to floods in the flood prone country. Climate change flood risks have continued to exact huge socio-economic loss and damage effects due to the vulnerability and weak adaptation strategies to floods. The national meteorological services tend to forecast seasonal flood events; some flood forcing factors; and the impact of floods on social, economic, ecological, and physical infrastructure are on the rise in some parts of the country.

Abstract A This study aims to determine the extent of waste management in Bantul Regency with the concept of policy implementation by Edward III, which consists of policy communication, policy coherence, and policy implementation consistency. The government and society are currently trying to manage 3R-based waste (Reduce, Reuse, and Recycle). Researchers used a qualitative descriptive method using secondary data consisting of literature, online media and the internet, and documents from the Bantul district government. The results of the study stated that: Bantul Regency Government is still not optimal in terms of waste management; this can be seen from the level of attention to waste management and management, which is still minimal, thus giving the result that the government has not succeeded in handling waste quickly, precisely and correctly. However, if seen from the amount of waste mass, there was a reduction from 202,910 tons (2019) to 192,021 tons (2020); this is because COVID-19 has stopped mobility and activities so that the amount of waste is not as much as in 2019. However, it should still be noted that waste management must be improved so that waste in the future does not become a new problem.

Policing in the United States has a racist history, with negative implications for its legitimacy among African Americans today. Legitimacy is important for policing's effective operations. Community policing may improve policing's legitimacy but is difficult to implement with fidelity and does not address history. An apology for policing's racist history may work as a legitimizing supplement to community policing. On the other hand, an apology may be interpreted as words without changes in practices. Using a survey vignette experiment on Amazon's Mechanical Turk to sample African Americans, this research tests the legitimizing effect of a supplemental apology for historical police racism during a community policing policy announcement. Statistical findings suggest that supplementing the communication with an apology imparted little to no additional legitimacy on policing among respondents. Qualitative data suggested a rationale: Apologies need not indicate future equitable behavior or policy implementation, with implementation itself seeming crucial for police legitimacy improvements.

Understanding public opinion towards immigrants is key to prevent acts of violence, discrimination and abuse. Traditional data sources, such as surveys, provide rich insights into the formation of such attitudes; yet, they are costly and offer limited temporal granularity, providing only a partial understanding of the dynamics of attitudes towards immigrants. Leveraging Twitter data and natural language processing, we propose a framework to measure attitudes towards immigration in online discussions. Grounded in theories of social psychology, the proposed framework enables the classification of users’ into profile stances of positive and negative attitudes towards immigrants and characterisation of these profiles quantitatively summarising users’ content and temporal stance trends. We use a Twitter sample composed of 36 K users and 160 K tweets discussing the topic in 2017, when the immigrant population in the country recorded an increase by a factor of four from 2010. We found that the negative attitude group of users is smaller than the positive group, and that both attitudes have different distributions of the volume of content. Both types of attitudes show fluctuations over time that seem to be influenced by news events related to immigration. Accounts with negative attitudes use arguments of labour competition and stricter regulation of immigration. In contrast, accounts with positive attitudes reflect arguments in support of immigrants’ human and civil rights. The framework and its application can inform policy makers about how people feel about immigration, with possible implications for policy communication and the design of interventions to improve negative attitudes.

Inflation targeting requires clear and transparent central bank’s communication. Analysts and market participants understand it as a broad list of information disclosed by the central bank. The general public understands it rather as the ability of a central bank to speak and explain its decisions in a plain language. In recent decades, monetary authorities in many countries have made significant progress in this direction. However, there has been no research on the quality of communication for the Bank of Russia. This paper aims to create a tool for automated evaluation of the readability of the Bank of Russia’s monetary policy communication, taking into account the available experience of linguistic and textual analysis, including machine learning methods, as well as to provide recommendations for its improvement. This can contribute to improving the effectiveness of the Bank of Russia communication on monetary policy, which is vital for its credibility, anchoring inflation expectations, and predictability of the regulator’s decisions.

The purpose of the research is to obtain an empirical picture of the factors that cause difficulties in implementing public policies based on identity digitalization in e-certificates. The research is based on e-government theory, identity digitization, and policy communication. Netnography research methods were used in a constructive/interpretive paradigm. Data collection was carried out through the ATR Public Group on Facebook on February 24, 2021, March 6 & 8, 2021. Data were analyzed using thematic analysis and netnography models in five steps: defining research questions, selecting and identifying communities, collecting data, analyzing, and reporting. Data verification is supported by theoretical triangulation to obtain better credibility. The research findings cover three aspects. First, the public believes that agrarian reform is considered incomplete. This opinion is characterized by a variety of unresolved land issues. Second, electronic land certificates, which are the entrance to digital identity-based e-government governance, are very risky. Third, the crucial aspect is that the government is considered unskilled in choosing the model of communication channels for the public. Consequently, there are pros and cons to the e-certificate policy, which resulted in the state’s failure to execute the electronic land certificate rule. The novelty of this research is in applying netnography design that is relatively new in qualitative research and focuses on the virtual community study. Netnography has a strong and prospective contemporary relevance, especially in the world impacted by the Covid-19 pandemic. This research recommends the state to carefully consider the public’s response when issuing information technology-based regulations.

Street vendors are one of the informal sectors that often cause problems in urban areas, such as the street vendors in Mojokerto City Square. The presence of street vendors is considered to have disturbed the orderliness and cleanliness of the city environment. Therefore, based on the Local Government Regulation of Mojokerto City No. 5 of 2005 concerning the Arrangement and Development of Street Vendor Activities, the government implemented a policy of street vendor relocation. This paper aims to analyze the implementation of street vendor relocation policy in the area of ​​Mojokerto City square. This research uses a descriptive qualitative approach involving six key informants with interviews and documentation as the data collection method. This study indicates that implementing the street vendors relocation policy in the square area of ​​Mojokerto City is not entirely effective. Four factors influence the implementation of the policy, communication, resources, disposition, and bureaucratic structure.
