This study discusses how China is trying to assert ownership claims over some areas in the South China Sea by militarizing some areas in the South China Sea. This paper will explain how the threats from the militarization of the South China Sea carried out against the maritime security of Indonesia and how the Government of Indonesia responds to these activities. This study uses a literature study method using the concept of Conventional Detterence and Security Dilemma. This research has found that there is an impact caused by militarization conducted by China in the form of many Chinese ships entering Indonesia illegally and conducting confrontational maneuvers. The Indonesian government responded to this impact by building a military base and supporting facilities aimed only at defending the region without any maneuvering that could trigger an escalation of conflict between the two countries. Tanggal 1 hingga 10 Muharam, di Bengkulu diadakan Festival Tabot. Sejarah mencatat Tabot merupakan upacara dan ritual yang dibawa oleh pekerja dari India di jaman kolonialisme Inggris. Sejak tahun 1990 Tabot resmi menjadi festival tahunan Provinsi Bengkulu. Tradisi Tabot merupakan ekspresi religius dan kebudayaan Islam Syiah yang berangkat dari Tragedi Karbala yaitu dibunuhnya Imam Husein, cucu dari Nabi Muhammad. Bagi Provinsi Bengkulu, tradisi ini bisa menjadi potensi peluang bagi diplomasi kebudayaan. Kesamaan identitas dalam hal ekspresi religius dan kebudayaan untuk memperingati Tragedi Karbala bisa menjadi material yang potensial diolah bagi aktor yang menjalankan diplomasi kebudayaan untuk meningkatkan pariwisata di Bengkulu. Jurnal ini berupaya untuk meneliti mengenai peluang diplomasi budaya Tabot dengan diplomasi multi jalur antara kesatuan pemerintah Provinsi Bengkulu dan sektor warga negara dalam hal ini keluarga Tabot, pegiat seni dan kebudayaan Tabot yang ingin mendapat atensi dari penganut Islam Syiah di berbagai negara Namun tantangannya di dalam negeri, kelompok dengan pandangan agama Islam yang puritan dan fundamental semakin meningkatkan kampanye sentimen terhadap Islam Syiah dan melabeli festival Tabot sebagai praktek bid’ah dan syirik. Penelitian ini menggunakan metode deskriptif-analitis dengan membangun kerangka konseptual diplomasi budaya dan multijalur diplomasi. Kata kunci: Tabot., Diplomasi Kebudayaan., Multijalur Diplomasi.

Governance based on the development of information technology and innovation requires human resources who have competence in the application of Electronic Based Government Systems (SPBE), namely the administration of government that utilizes information and communication technology to provide services to SPBE Users. Strategy Improvement of human resource (HR) competence in Information & Communication Technology (ICT) at the Department of Communication and Information and Statistics of West Bandung Regency is done through e-learning methods on computer network competence, programming competence and Multimedia competence. Implementation through the learning of e-learning methods, especially with the introduction of Electronic-Based Government System (SPBE), obtained an average of 9.09 results, which shows that the introduction of SPBE has succeeded in increasing the competence of HR in Information & Communication Technology (ICT) at the Office of Communication and Information Technology and Statistics of West Bandung Regency.


The emergence of feminism after global political depolarization after September 11, 2001, has a strategic role in designing the security agenda of a sovereign country with the emergence of the intersexional paradigm. In Southeast Asia, the excitement of the securitization of the non-traditional security agenda sprang up among regional authorities. Unfortunately, the security depolarization agenda is not followed by gender analysis where the state still uses realism among patriarchal global political hierarchies and excludes women in the global political arena. In this paper, the author will analyze how intersexionality in the agenda of human security in Southeast Asia emphasizes the discourse of transnational feminism.

Interesting events in the last 2 (two) elections, where there is a phenomenon of political parties contesting in the 2014 and 2019 elections trying to create an election that puts forward checks and balances between government support parties and opposition parties in the form of coalitions. In the 2014 elections there was a Great Indonesian Coalition (KIH) government, consisting of PDI-P, Nasdem, PKB, Hanura and PKPI, and the opposition Red and White coalition (KMP), consisting of Gerindra, Golkar, PAN, PKS, PPP and the United Nations. It is hoped that the people will have checks and balances so that the minority government is controlled by a large opposition. But that hope vanished as Golkar, PAN and PPP joined the government, so the opposition was no longer helpless, because it only left Gerindra and PKS. The recurring incident in the 2019 election, in which the presidential election gave birth to 2 coalition supporters of Jokowi-Maruf Amien Coalition of Working Indonesia (PDI-P, Nasdem, PKB, Hanura, PKPI, Golkar, PPP, Perindo, PSI) and the Coalition supporting Prabowo-Sandiaga, named The Indonesian Coalition is just and prosperous (Gerindra, PKS, PAN, Democrat), it is very apparent that there is a desire from PAN and Democrats to be part of the government coalition, inconsistencies occur in coalition in Indonesia.


This study aims to determine the extent of the motives, actions and meanings of the use of Social Media Facebook among Generation X in the City of Bandung. The method used in this study uses a qualitative de-constructive approach with phenomenological studies. The focus of more research is to understand the phenomena that occur among the use of Facebook social media, especially in Generation X in the City of Bandung. While the subject of the study was focused on examining the experiences of Facebook users themselves based on noumena. The techniques used in determining informants or subjects were chosen purfosively based on the activities of those who were considered able to explore experiences consciously. Data collection techniques were obtained from core informants, experts, academics and professionals or other data sources as participants. Besides library research, observation, in-depth interviews and documentation. The data obtained was compiled by researchers in units and then categorized and carried out a comparison through the stages of triangulation with the degree of trust in information by an expert observer and users in the field of social media. The results of the study show that social media users Facebook Generation X have the motive of using Facebook social media as a trend to follow and media to communicate. The behavior of other Generation X behavior is only to look for information, status updates and capture certain moments. Generation X means that the use of Facebook social media as a medium of entertainment, gathering and reunion with old friends.


The West Java Provincial Government has set out to develop the West Java International Airport (BIJB) in Kertajati Subdistrict, Majalengka Regency and to become the spatial layout of the surrounding area integrated into an airport city (aeorocity). This study discusses the development of an airport city or aerotropolis based on the literature study research method (meta analysis) which is then associated with the Kertajati spatial concept. In community empowerment (people empowerment) to increase the ability to choose and open opportunities to choose meaningful means is to increase the ability to make decisions and open opportunities to participate in decision making. The community empowerment strategy, in the Majalengka District Medium-Term Development Plan (RPJMD), has made several efforts to develop the regions and communities in the BIJB region by making policies or regulations that are in line with plans and policies related to BIJB development and Kertajati Aerocity, the RTRW and RDTR which is still a legal process.


Indonesia is a middle-income country that is no longer only a foreign aid recipient but also a provider in South-South Cooperation (SSC). The shift in global economic power encourage Indonesia to continue enhancing relations with developing countries in SSC, but this cannot necessarily be done because of the factors that affect Indonesia's foreign policy, both from external and internal Indonesia. The purpose of this study is to describe the dynamics of Indonesian policy involving in the SSC in the period of 2004-2018. This study uses qualitative approach with data collection techniques through official government sites and literature studies from other sources. The results indicate that there are factors affecting the differences of foreign policy of each leader. External factors make the policy of President Susilo Bambang Yudhoyono (SBY) emphasizes more on good relations with anyone, especially developed countries because SSC is not a top priority. Internal factors influencing President SBY's policy emphasize on increasing Indonesia's status in every field. While President Joko Widodo's (Jokowi's) policy regarding external factors emphasizes more on relations with developing countries because it’s one of the main priorities of his government. Internal factors make President Jokowi's policies focus more on resources utilization possessed by Indonesia.


The concept of public policy is present and develops as an instrument for the state that aims to prosper the people. In Kediri, there was a public policy called Prodamas. Prodamas is a grant program that is actually presented by the Kediri City government to increase community participation in infrastructure and human development in the City of Kediri. But with a distributive political perspective, Prodamas is seen as a political tool for incumbents, Abdullah Abu Bakar. The indicator, the incumbent campaign program for the Kediri City elections in 2018 is to increase the number of Prodamas funds up to twice (Prodamas Plus), although in practice Prodamas still has many implementation problems. Secondly, the Socialization of Prodamas Plus has been socialized long before the momentum of the Kediri 2018 regional election. Third, Prodamas social assistance which is only given to a number of Kelurahan without clear indicators. Fourth, Prodamas have similarities with other participatory development mechanisms, namely 'Planning and Development Consultation' (Musrenbang). From these indicators, the authors conclude that Prodamas is not only a public policy that is only present for the welfare of the community, but incumbents political tool for political interests in the Kediri City elections 2018.


This paper analyzes regional cooperation on Counter Terrorism Financing (CTF) among Southeast Asian countries. Various studies have discussed the factors that construct the response of Southeast Asian countries in fighting terrorism, along with factors that undermines the counter terrorism efforts in the region. Nevertheless, these studies have not specifically adrress the risk of terrorism financing that remains high in the Southeast Asia, particularly in the frame of regional cooperation. By using the Regional Security Complex theory, this paper will explain the polarity and social structure characterizing CTF cooperation in the Southeast Asia, as well as another influential external actor. The focus of this research is on the funding aspects of dominant transnational terrorist groups after September 2001 such as Al-Qaeda and Islamic State (IS). Therefore, the discussion in this research will be focused on five countries that faced the threat of those group, i.e. Indonesia, Philippines, Malaysia, Singapore and Thailand. The findings in this article show that the characteristic of CTF cooperation in the region is largely affected by external power, while the social structure between the internal units of the region is not dominant. Thus, the efforts of the countries become ineffective in overcoming the problem of terrorism financing in the region.
