This study aimed at focusing on the role of universities in serving society and the surrounding environment during unstable (emergency) conditions, following the comparative approach with some models from western and Arab universities on one hand, and Libyan experience one the other hand, The approach of the case study is applying to Libyan universities during and after the February 17 revolution, This has a clear impact on all components of Libya society and universities, including the fact that, They are the most important and influential institutions in society in various settings at the international, regional and local levels. Also the study found that this role was generally weak, if any related to role was addressing the internal crises that universities are in between and lack of clear plans for universities Libyan universities in particular have been recommended to propose a strategy for activating the role of universities in community participation and contributing to the community participation and contributing to the community service of various institutions during unstable condition.

Pademi global Covid-19 telah menyebar ke banyak Negara dan benua, termasuk Indonesia. Salah satu Provinsi yang menerapkan PSBB dalam mengurangi dampak penyebaran Covid-19 adalah Provinsi Sumatera Barat. Dalam penangaanannya tidak hanya bisa dilakukan oleh Pemerintah sendirian dan mesti melibatkan berbagai element masyarakat untuk berpartisipasi di lingkungan masing-masing. Kegiatan pengabdian kepada masyarakat ini bertujuan memberdayakan masyarakat melalui partisipasi komunitas peduli warga terdampak Covid-19 di Nagari Pulakek Koto baru Kecamatan Sungai Pagu Kabupaten Solok Selatan.  Metode pelaksanaan kegiatan meliputi sosialisasi, edukasi dan pengumpulan serta penyerahan donasi kepada warga terdampak. Hasil kegiatan yaitu terlaksananya persiapan pelaksanaan kegiatan yaitu pertemuan dengan wali nagari, relawan desa dan perwakilan komunitas peduli. Pengumpulan donasi yang berasal dari warga peduli sebanyak  Rp. 6.000.000.- dan penyerahan paket sembako kepada warga terdampak  sebanyak 60 paket sembako kepada 60 kepala keluarga terdampak yaitu 56 KK dari warga sekitar komplek perumahan bukit pematang permai Jorong Mantirai Indah dan 4 KK berasal dari luar Jorong Mantirai Indah namun sehari-sehari bekerja di keluarga yang tinggal di Perumahan Bukit Pematang Permai. Bantuan diserahkan seminggu sebelum Hari Raya Idul Fitri 1441 H sehingga terasa sangat bermanfaat bagi warga terdampak.  Disamping penerahan donasi juga dilakukan edukasi dan sosialisasi kepada warga terdampak tentang pentingnya mematuhi protocol kesehatan.       Kata kunci: Partsipasi, Peduli Warga Terdampak, Covid-19  ABSTRACT The Covid-19 global academy has spread to many countries and continents, including Indonesia. One of the provinces that have implemented the PSBB in reducing the impact of the spread of Covid-19 is West Sumatra Province. The handling is not only done by the Government alone and must involve various elements of society to participate in their respective environments. This community service activity aims to empower the community through community participation in caring for residents affected by Covid-19 in Nagari Pulakek Koto baru, Sungai Pagu District, South Solok Regency. Methods of implementing activities include socialization, education and collection and delivery of donations to affected residents. The result of the activity is the implementation of preparations for the implementation of activities, namely meetings with the village guardian, village volunteers and representatives of the caring community. The collection of donations from caring residents is Rp. 6,000,000.- and the handover of 60 basic food packages to the affected residents to 60 affected families, namely 56 families from residents around the Jorong Mantirai Indah Pematang hill housing complex and 4 families from outside Jorong Mantirai Indah but working daily in family who live in Bukit Pematang Permai Housing. The aid was handed over a week before Idul Fitri 1441 H, so it was very beneficial for the affected residents. Apart from distributing donations, education and outreach was also carried out to affected residents about the importance of complying with health protocols. A clean and healthy tourist village is the main attraction for visitors because the beautiful and clean environment makes visitors feel comfortable. Based on the results of the FGD conducted by the University of Bengkulu LPPM in the village of Rindu Hati, several problems were found, such as the cleanliness of the village, the absence of a garbage disposal site. This of course can cause various problems for visitors and the community, one of which can affect public health and the environment. Efforts that can be made are the Guidance of Clean and Healthy Life Behavior (PHBS). The purpose of this community service activity is to provide education to the Rindu Hati village community so that they can maintain environmental cleanliness and health through the proper and correct application of PHBS, increase community knowledge and skills in managing household waste and environmental waste, and improve community skills in disease management. environmental impacts and independently in preventing and overcoming the health problems it faces. The methods used are: health education about waste management, training to utilize waste. The participants who took part in this activity were 50 people consisting of environmental groups, PKK cadres, health cadres, village officials, and housewives. The results of this community service activity show an increase in community participation in maintaining environmental cleanliness and health, this can be seen from the community's ability to implement PHBS and utilize waste that has economic value.

Dengue fever is still a health problem in the province of Bali including in Gianyar Regency. In the area of Sukawati II Health Center, during 2017 there were 30 cases of DHF with larva index of around 80.2%. Efforts to control mosquito populations are needed by involving the community through vector control activities. The aim of community service is to train larva monitoring persons (jumantik) as a motivator for community participation in the prevention of DHF. The activities were carried out in several stages, namely: socialization, jumantik training, giving closed containers and larvae surveys. The results of community service have been carried out counseling to 34 jumantik and the delivery of 60 closed containers in the territory of Singapadu Village, Gianyar. The larva index in the Singapadu Village area before upgrading was 86.3% and after upgrading was 90.9% or an increase of 4.6%. Jumantik which has been promoted to continue to strive to increase community participation by conducting vector control activities once a week.Keywords: Upgrading, larva monitoring persons (Jumantik)

Digital-based simultaneous regional head elections which aim to build autonomous regions. This is in accordance with the regional government administration system in Indonesia, namely the Regional Autonomy policy which explains that each Regional Government is implemented based on the principle of decentralization in the form of broad, real, and responsible autonomy. In the context of implementing such broad, real and responsible autonomy, the Regent and Deputy Regent have a very strategic role in the field of governance, development and community service and are fully responsible for the running of regional government. The essence of the aforementioned objectives, among others, is to emphasize more on the principles of democracy, community participation, equity and justice and to pay attention to regional potential and diversity. Thus it can be interpreted that regional autonomy is expected to prosper the people and revive democracy which is reflected in the program, performance and figure of a regional head who is currently directly elected.

Abstract Background: Although community participation has been identified as being important for improved and sustained health outcomes, the challenge of designing and successfully implementing it in large scale public health programmes, including family planning and contraceptive (FP/C) service provision remains. Zambian participants in a multi-country project (the UPTAKE project) took part in the development of an intervention involving community and healthcare provider participation in FP/C services provision and uptake. This study reports key thematic areas identified by the study participants as critical to facilitating community participation in this intervention. Methods: This was an exploratory qualitative research study, conducted in Kabwe District, Central Province, in 2017. Twelve focus group discussions were conducted with community members (n=114), two with healthcare providers (n=19), and ten in-depth interviews with key community and health sector stakeholders. Data were analyzed using thematic analysis approach. Results: Four thematic categories were identified by the participants as critical to facilitating community participation in FP/C services. Firstly, accountability in the recruitment of community participants and incorporation of community feedback in FP/C programming. Secondly, engagement of existing community resources and structures in FP/C services provision. Thirdly, building trust in FP/C methods/services through credible community-based distributors and promotion of appropriate FP/C methods/services. Fourthly, promoting facilitative strategies that address structural failures such as feminisation of FP/C services and the lack of FP/C services responsive to adolescent needs. Conclusions: Understanding and considering community members’ and healthcare providers’ views regarding contextualized and locally relevant participatory approaches, facilitators and challenges to participation, could improve the design, implementation and success of participatory public health programmes, including FP/C.

The purpose of this study was to determine and analyze the planning and development of Kampung Fashion Lambung Mangkurat Street Samarinda by the Samarinda City Tourism Office, to find out and analyze the inhibiting and supporting factors. The results showed that, planning and developing Kampung Fashion Gang Masjid Jalan Lambung Mangkurat Samarinda by the Samarinda City Tourism Office from the institutional aspect in the development of Kampung Fashion, was coordinated by involving how many Dinas and Agency consisting of the PUPR Service, Bappeda, the Trade Service, Dispenda, Cooperatives, SMEs, Subdistricts, Kelurahans, sponsors in the form of CSR so as not to use the APBD and the Indonesian Architects Association who are involved in the arrangement of areas that have mechanisms. Infrastructure aspects related to general needs for the smooth running of the economy included in this group include clean water networks, electricity networks, road networks, drainage, waste systems and telecommunications and internet networks. The aspect of community participation cannot be done alone by the Tourism Office, if it does not get assistance and participation from the community. Planning and development aspects of the Department of Tourism solutions in overcoming the physical aspects of the environment carried out the formation of fashion merchant forums, the formation of youth and youth forums, activation of routine community service activities, annual events/activities of socialization and public education in the fields of hygienes, health, social, defense and security, drugs, religion fire and others.
