From the beginning of the 21st century, digital competencies are perceived as a "requirement and right," as a "life/basic skill". The purpose of this article is to justify the creation of a blitz-survey, designed and conducted to determine the level of digital competence of students. The completed research will try to answer the question of how training in Faculty of Engineering and Technology develops the digital competence of students - future engineers, which factors influence the development and attitudes to improve this type of competence. The spectrum of components in the digital competencies is defined when developing the conceptual model of the study. The research model also reflects European documents in this area, the needs, and requirements of the labour market related to the training of engineers and the new approaches and paradigms in higher education. The questions were provisionally divided into seven sections, which also have connecting links. At this stage, the study was carried out with 280 students. The end goal of the scientific research is to suggest strategies for adapting the training of the students to the European requirements and the needs of the labour market in order to improve their employment status, their adaptiveness, and their professional development.

The diverse sectors of the economy are subject to transformational processes in the digital economy. The reason for the rapid digital progress based on a functioning mechanism and the great attention to this transformation are the only economic reasons for reducing the costs of the transformation elements that are present in every product and, along with the transformation, affect mainly all sectors of the economy. For example, in the European Union there is a Permanent Forum on the digital teaching of environmental disciplines. In authors' opinion, the existing transformation models are extremely useful in connection with the decision of Russia and the EAEU member countries on the transformation of Digital Economy. This chapter sets the task of managing on the basis of avatars and developing neural multifunctional technological platforms for transformation processes in Digital Economy as based on the analysis of world experience in the use of digital technologies in teaching environmental disciplines and Triple H Avatar.

The article defines the prerequisites that actualize the study of intellectualization of human capital development in the digital economy. The importance of intellectual capital in securing innovative development of society and enhancing competitive positions on a global scale while using modern information technologies are emphasized. The necessity of increasing the motivation to receive education, which meets the needs of business structures in the digital economy is determined. The importance of formation of digital competencies of key groups that are under study by the leading international organizations of the world is determined. The implementation of the national project «Digital Economy» requires the focused efforts of all interested parties and makes special demands on regional management systems. This requires improving the practice of managing digital transformation processes in the regions in order to improve the quality of life of people and dynamic development. The article discusses the conditions for the formation and development of the digital economy in the Southern Federal District (SFD). It is noted that the digital economy provides great opportunities for development, increases the level of information openness and accessibility, reduces bureaucratic barriers, but on the other hand, digitalization processes are associated with inevitable difficulties, uncertainty and risks. It is established that in all subjects there are necessary program documents for digital transformation. The strategic documents adopted in the Southern Federal District are aimed at stimulating and developing digital technologies. The digital economy needs competent specialists, for this it is necessary to create conditions for training personnel, improve the education system, the labor market, create motivation systems for the development of the necessary competencies. In scientific studies, insufficient attention has been paid to the processes of the influence of digital changes on the innovative activity of regional actors. The article presents an analysis of various criteria that affect the possible development of the digital economy and the socio-economic development of the Southern Federal District. The analysis made it possible to identify prospects for the further development of the macroregion. The results of the study can be used in the development and adjustment of regional strategic programs for the development of digital society, as well as material for further theoretical and applied research in the development of digital processes in regional systems.

Object: To study the current state and priorities of the labour market in the digital economy and the COVID-19 pandemic. Methods: The theoretical basis of the research is the work of domestic and foreign economists on the problems of the digitization of the labour market and the legislative and regulatory acts of the Republic of Kazakhstan. Data from the Statistical Committee of the Ministry of Economy of the Republic of Kazakhstan and the results of the authors' research have been compiled as an information base for the study. The methodological basis of the study is a systematic approach, abstract-logical, economical-statistical, monographic methods of studying economic processes. Findings: This article contains the results of an analysis of the labour market development of the Republic of Kazakhstan in comparison with foreign countries. Employment in the digital economy and the CORONA crisis are discussed. It is noted that the faster the digital economy is implemented, the more difficult it is to manage the digital economy. Technology is becoming not only an engine for the development of new industries, but also an important social role, making a significant contribution to the solution of societal problems such as population ageing, social stratification, environmental problems and climate change. With the help of advanced science and technology emerges a «smart» society based on new values oriented to the needs of the person, flexibility, creativity. As a result of digitization, the labour market, health care, education and spatial development are changing dramatically. Conclusions: The article discusses key aspects of the creation of conditions for the search for new forms of employment for the Kazakh economy from the standpoint of digitization. The emphasis is on the development of the digital environment in the modern environment. The content of state support of economic entities within the framework of the state program «Digital Kazakhstan» is considered. It was concluded that the changes brought about in the world economy by widespread restrictions in the context of the pandemic would lead to the search for new ways and forms of employment in the Kazakh labour market.
