AbstractGlobalisation and international competition have a spillover effect on the reforms of pension systems that imposes a similar pattern of dismantling, hardening access to pensions, reducing expenditure and retrenchment in said reforms. The comparative analysis of four countries with different pension systems: two liberal (United Kingdom and Chile) and another two with contributory-proportional systems (Spain and Argentina) serves to determine the details of the reform processes, which discursively seem to have a shared pattern recommended by the international financial and economic institutions.But the reality of the four case studies shows considerable differences in the implementation of the pension reform policies. The reforms depend on the societal context, institutions, history, the role of unions, the government in power, demographic factors and economic perspectives, among other matters. Many countries need to sustain pension systems because they are associated with many pensioners’ political vote. Therefore, the spillover effect of globalisation and the convergence in certain uniform patterns of reforms is far from reality in the four countries, and as such, the measures adopted are specific for each country.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

This article analyses and compares President Bachelet’s successful efforts to reform the Chilean pension system in 2008 and her failure to achieve the same objective in 2017. The article addresses the impact of electoral promises, policy legacies, policy ideology, presidential power, the role of the private sector, and the role that the government coalitions had in the process of pension reform during the Bachelet administrations. We argue that the 2008 reform was possible because of Bachelet’s personal commitment to reform and the presence of a stable governing coalition that had the will and capacity to legislate. In the second administration, although the policy legacies and ideology had remained the same, the reform did not materialise due to intense conflict within the administration and within the government coalition, as well as conflict between the administration and the coalition. These conflicts, in turn, generated a vicious cycle responsible for Bachelet’s declining popularity, limited political capital, and reduced support for reform. A stagnant economy further undermined these efforts. In brief, this article argues that when assessing success and failure in pension policy reform it is important to analyse not only policy legacies and political ideology but also the strength of the executive, the cohesion of the governing coalition, and the country’s economic performance.

As the COVID-19 pandemic took hold in 2020, Chief Medical Officers (CMOs) entered the public spotlight like never before. Amidst this increased visibility, the role is deeply contested. Much of the disagreement concerns whether CMOs should act independently of the government: while some argue CMOs should act as independent voices who work to shape government policy to protect public health, others stress that CMOs are civil servants whose job is to support the government. The scope and diversity of debates about the CMO role can be explained by its inherently contradictory nature, which requires incumbents to balance their commitments as physicians with their mandates as civil servants who advise and speak on the government’s behalf. The long-haul COVID-19 pandemic has further tested the CMO role and has shone light on its varying remits and expectations across different jurisdictions, institutions and contexts. It is perhaps unsurprising, then, that calls to amend the CMO role have emerged in some jurisdictions during the pandemic. However, any discussions about changing the CMO role need a stronger understanding of how different institutional and individual approaches impact what incumbents feel able to do, say and achieve. Based on an ongoing comparative analysis of the position across five countries with Westminster-style political systems, we provide an overview of the CMO role, explain its prominence in a pandemic, examine some debates surrounding the role and discuss a few unanswered empirical questions before describing our ongoing study in greater detail.

The United Nations Educational Scientific and Cultural Organization has designated the Man and Biosphere Program to foster a better relationship between the environment and people. The topic of this study is to elucidate the role of local communities in the regional development of Biosphere Reserves with a focus on management roles (top-down or participatory) and the motivational drivers of the people involved (ecocentric or anthropocentric). Based on qualitative interviews taken from the two case studies of the Mount Hakusan Biosphere Reserve in Japan and the Katunskiy Biosphere Reserve in Russia, a comparative analysis was conducted to explore the differences between the engagement of locals in the management of their biosphere reserves. This analysis examined relationships between the government and the local communities, the attitudes of the locals towards the biosphere reserves, and the historical perception on nature protection for each community. The findings showed that Russian biosphere reserves are mainly managed by local people who live inside the protected area while Japanese biosphere reserves are governed by local authorities and administration offices. This allows the Russian communities to have greater access to management processes, and therefore play a larger role in regional development.

This study discusses the effect of inflation on unemployment by comparing the perspective of Islam with capitalism. The purpose of this study is to identify the driving factors that cause inflation and unemployment. This research is conducted using descriptive analysis through linear regression analysis on Indonesia’s unemployment and inflation data from 2001 to 2019. This study found that inflation was not the main contributor to unemployment and only accounted for 18.6% of unemployment, whereas the remaining 80.4% was caused by other factors. This occurs because the increase in prices are not due to aggregate demand, but due to natural and man-made factors. To overcome inflation, the government should create policies to promoting a culture of saving, investing and discouraging wasteful and excessive spending from early age and improve the morale of officials and entrepreneurs. In addition to that, the government can also implement the law firmly and consistently to all parties who commit unethical behaviour; second, increasing the role of the community to observe and report corruption. To reduce the rate of unemployment, the government can implement several policies. Those are implementing policies that make it easier for startups to obtain capital, create investment security and facilitate licensing bureaucracy; second, providing more free and accessible work training courses, especially in urban areas; third, implement 12-year compulsory education consistently.

AbstractAlthough demographic change leaves pay-as-you-go pension systems unsustainable, reforms, such as a higher pension age, are highly unpopular. This contribution looks into the role of intrinsic motivation as a driver for pension reform preferences. Theoretical reasoning suggests that this driver should be relevant as it decreases the subjective costs of a higher pension age. We test this key hypothesis on the basis of the German General Social Survey (ALLBUS). The results are unambiguous: in addition to factors such as age or education, the inclusion of intrinsic work motivation helps improving our prediction of an individual's reform orientation.

This article deals with pension policy in three most developed transition countries: the Czech Republic, Hungary and Poland. Unreformed public pension systems suffer under a number of deficiencies and it is likely that pension policy will be a part of negotiations in the EU accession process, mainly due to its fiscal and social impacts. The progress in pension reform made so far differs broadly among those three countries. Hungary has adopted a multi-pillar system in July 1998 with a significant role of mandatory, fully funded pillar. Poland has made important preparation steps in the same direction and the laws have recently been approved by the Parliament. In the Czech Republic the main importance is still attached to the public pay-as-you-go pillar which was in 1994 complemented by private capital pension funds. This article search for explanations of this different development and makes some minimum recommendations for the Czech pension policy. A warning for the Czech government should be that the most pension reforms have been implemented in countries where the old system stood before collapse or had already collapsed. The Czech Republic should not wait until this moment and should take immediate actions to avoid this danger.

Existing studies on democracies’ involvement in torture emphasise how governments have been able to circumvent the international anti-torture norm and shape public discourse on the issue through powerful rhetorical strategies of denial and exception. Less attention has been paid, however, to the rhetoric of opponents of torture and how it impacts on governments and security agencies. This article proposes a typology of four common arguments against torture, which make use variously of ethical, utilitarian and ‘shaming’ rhetoric. These arguments often take a narrative form and are extensively contested by governments. Drawing on the literature on rhetorical coercion, I argue that anti-torture narratives can play an important role in constraining democratic states and significantly reducing their perpetration of torture. Yet the multiplicity of narratives at play opens up opportunities for governments to accept some messages against torture while simultaneously contesting others in a way which enables them to continue their involvement in torture. I develop this argument through a comparative analysis of the role of torture in two British counterterrorism campaigns – against Irish republican terrorism in the 1970s and against jihadist violence after 9/11. Differences in the content and salience of the narratives advanced by critics of the government during the two time periods explain much about why the British government contested some arguments against torture, but accepted others. This variation helps to explain in turn why British security agencies carried out coercive interrogations on a wide scale during the 1970s, while their perpetration of torture was significantly reduced in the post-9/11 case.

The article explores investment position of pension funds which become important actors in the national economies and world investment flows; with comparative analysis of the pension funds based in different countries with different models of pension systems and investment regulatory practices. The role of pension funds as investors is based on accumulating growing funding which become nearly half of total OECD gross domestic product. The assets of pension funds in the second decade of the century are concentrated in US, United Kingdom, Canada, with pension funds in other countries less than 5% for each country. But assets of pension funds based in some other countries show significant growth. The article focuses on the pension funds’ assets structure and compares those in different countries. The perspectives of investment pension assets in the national economies and abroad will depend among other factors on the regulation of pension funds and their investments. Focusing on ensuring better access to different investment opportunities in the domestic market and abroad should go hand in hand with raising standards of risk management in pension fund investment.
