This paper aims to identify effective mechanisms for government poverty alleviation measures based on the livelihood sustainability of farm households in Southern Shaanxi province, China. The paper utilizes data from 414 farm households, collected through field observations and in-depth interviews in 24 rural communes in Qinba Mountain Area of Shaanxi province, China. Using theoretical research methods and employing the sustainable livelihood approach (SLA) framework, this paper analyzes poverty alleviation measures as well as the impact of varied capital availability on sustainable livelihood. The study shows that developing local industries and governmental financial support improve the sustainable livelihood of farmers and eradicate absolute poverty. The findings of this study further indicate that there is a positive correlation between poverty alleviation measures and natural and social capital for sustainable livelihood. The paper provides empirical and quantitative evidence on alleviation of poverty, and the findings will help improve the sustainability of livelihood capability of farming households. This study suggests impactful approaches to stabilizing mechanisms for poverty alleviation in rural areas over the longer term.

Poverty alleviation is a hallmark of post-revolution Chinese policymaking. Since 1978, the Communist Party of China (CPC) has implemented successive waves of poverty alleviation policies whose effects have become the focus of an ever-increasing body of academic literature. This paper reviews this diverse but limited literature that evaluates the impact of the CPC’s poverty reduction programs through four major channels, namely fiscal investment programs, social safety nets, rural governance on the village-, county- and provincial level, and the relocation of rural populations from destitute regions. This paper aims to synthesize results and evaluate whether and how the abovementioned poverty alleviation programs have had distinct positive or negative impacts on regional development outcomes. Furthermore, I highlight contradictions in empirical findings to motivate the discussion about contextual importance when designing and implementing future poverty alleviation programs. Finally, I suggest that an exhaustive and critical appraisal of the empirical strategies used in this literature would further the development and application of more accurate and informative methodologies.

Information and Communications Technology (ICT) has become one of the influential instruments for poverty alleviation. The argument is based on the fact that currently technology has played an important role in relation to the lives of many people. There are several projects conducted by the government in Indonesia utilising ICT to reduce poverty rate, such as establishing telecenter in some remote areas. This paper aims to identify the extent and the impact of the ICT convergence process that is carried out as an effort to improve the welfare of the community, specifically at Gubugklakah village, Malang Regency. The village is chosen as the locus of the research because the area, which is relatively far from the city center, received telecentre procurement assistance by the central government. By using descriptive qualitative methods, this study finds that ICT has not been converged to the maximum and the impact is less than optimal. Internet connection is only limited to middle and upper economic groups. The use of the world-wide-web at the village has also experienced ups and downs. For example, there is an improvement in the utilisation of techonolgy in education, tourism and government sectors which impact on a more effective work culture. People also usually surf the internet to search and watch educational, entertainment or trading content. However, the connection has a slow network connection which is problematic when many people use it. Furthermore, there is a need for educating people as well as incremental approach so that the internet can be in line with local culture.Teknologi Informasi dan Komunikasi (TIK) telah menjadi salah satu instrumen yang berpengaruh dalam pengentasan kemiskinan. Argumen tersebut didasarkan pada kenyataan bahwa saat ini teknologi telah memainkan peran penting dalam kaitannya dengan kehidupan banyak orang. Ada beberapa proyek yang dilakukan pemerintah di Indonesia yang memanfaatkan TIK untuk mengurangi angka kemiskinan, seperti membangun telecenter di beberapa daerah terpencil. Tulisan ini bertujuan untuk mengetahui sejauh mana dan dampak dari proses konvergensi TIK yang dilakukan sebagai upaya peningkatan kesejahteraan masyarakat khususnya di Desa Gubugklakah Kabupaten Malang. Desa ini dipilih sebagai lokus penelitian karena wilayah yang relatif jauh dari pusat kota mendapat bantuan pengadaan telecentre oleh pemerintah pusat. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menemukan bahwa TIK belum terkonvergensi secara maksimal dan dampaknya kurang optimal. Koneksi internet hanya terbatas pada kelompok ekonomi menengah ke atas. Penggunaan world wide web di desa juga mengalami pasang surut. Misalnya, peningkatan pemanfaatan teknologi di bidang pendidikan, pariwisata dan pemerintahan yang berdampak pada budaya kerja yang lebih efektif. Orang juga biasanya menjelajahi internet untuk mencari dan menonton konten pendidikan, hiburan, atau perdagangan. Namun, koneksi tersebut memiliki koneksi jaringan yang lambat yang menjadi masalah ketika banyak orang yang menggunakannya. Selain itu, perlu adanya edukasi kepada masyarakat serta pendekatan incremental agar internet dapat sejalan dengan budaya lokal.

The potential of marine resources that is large enough owned by Gorontalo Regency in reality has not been able to give maximum contribution for improving coastal community welfare. The most dominant issue facing coastal areas is the problem of poverty. The purpose of this study is to find out how far the impact of this PEMP program on poverty alleviation in District Batudaa Pantai Gorontalo. The type of this study is an evaluative study. The type of evaluation study used is a descriptive evaluation of assessing and analyzing data by describing or describing existing data and analyzing the results. The results show that the KMP selection mechanism has not yet given room for participation in decision-making and empowerment of the poor; Disbursement mechanism and fund management less effective, not transparent; Strengthening of socio-economic organization of society not yet effective and process of assistance less than optimal Potensi sumber daya laut yang cukup besar yang dimiliki Kabupaten Gorontalo dalam kenyataannya belum mampu memberikan kontribusi secara maksimal bagi peningkatan kesejahteraan masyarakat pesisir. Persoalan yang paling dominan yang dihadapi wilayah pesisir justru masalah kemiskinan. Tujuan penelitian ini ialah untuk mengetahui seberapa jauh dampak program PEMP ini terhadap penanggulangan kemiskinan di Kecamatan Batudaa Pantai Kabupaten Gorontalo.Adapun tipe penelitian ini merupakan suatu studi evaluatif. Jenis studi evaluasi yang digunakan adalah evaluasi deskriftif yaitu menilai dan menganalisa data dengan cara menggambarkan atau mendeskripsikan data yang telah ada dan menganalisanya Hasil penelitian menunjukkan Mekanisme pemilihan KMP belumlah memberi ruang partisipasi dalam pengambilan keputusan dan pemberdayaan masyarakat miskin; Mekanisme pencairan dan pengelolaan dana kurang efektif, tidak transparan; Penguatan organisasi sosial ekonomi masyarakat belum efektif serta proses pendampingan kurang optimal

Although Vietnam’s economic growth and poverty reduction for almost three decades have been remarkable, growth for poverty reduction is unequally distributed across the nation. The paper examines the cause of poverty and the impact of provincial economic growth on poverty alleviation, using the data of 63 provinces in Vietnam. The elasticity of poverty with respect to provincial economic growth is employed (the elasticities of headcount index, poverty gap index, and squared poverty index with respect to provincial economic growth) to identify the provinces where pro-poor growth has occurred. The elasticity of poverty with respect to provincial Gini coefficient is examined to identify the impact of expenditure inequality on poverty. The simultaneous equation system is estimated to analyze not only direct and indirect effects of the related variables, but also the causality effect between economic growth and the poverty elasticity with respect to both growth and the Gini coefficient.

The paper examines the impact of microfinance on poverty alleviation in Ondo State, Nigeria. The paper is based on a survey of 240 beneficiaries of microcredit loans in Ondo State. The results of the analysis show that most beneficiaries of micro credit loans are educated youth between the age brackets of 18 and 40 years. Many of the beneficiaries utilized their loans to procure durable equipment needed in their small scale enterprises. The results show that loan empowerment has a significant positive effect on beneficiaries’ welfare. Access to credit allowed the beneficiaries take advantage of economic opportunities by providing a fundamental basis for planning and expanding business activities.

We investigate the impact of the construction of large-scale high-speed railways (HSRs) on regional multidimensional poverty in China. We find that the opening of HSRs can reduce this poverty indicator. This association is robust to a series of checks. Regarding the mechanisms, the opening of HSRs can improve regional accessibility, enhance local tourism, increase labor mobility and promote human capital accumulation, which alleviates multidimensional poverty. Further research indicates the regional heterogeneity of the effect. This research supplements poverty alleviation theory from the perspective of public infrastructure and offers insight into how multidimensional poverty arises and how it can be alleviated.
