Public services are the primary channels and government activities in which citizens contact public organizations. In turn, public services provided by the government are critical for citizens to recognize public organizations and governments according to their content and procedure. With the onset of COVID-19, the existing face-to-face public service delivery system has shown limitations in meeting citizens’ needs for public services (fastness, transparency, and safety); as a result, a shift to non-face-to-face public services is required. The study proposes the question: “How does citizens’ satisfaction with non-face-to-face public services affect public organizations (response and transparency) and government satisfaction?”. The purpose of this study is to verify the effect of satisfaction (content and procedural) with non-face-to-face public services on the perception (responsiveness and transparency) of public organizations and governments’ satisfaction. Specifically, non-face-to-face public services are divided into content and procedural aspects to analyze the responsiveness and transparency of public organizations and their impact on government satisfaction. This study used a structural equations model for analysis and used data collected in 2019 by the Korea Institute of Public Administration, a representative public research institute in Korea. The main analysis results are as follows: the responsiveness and transparency of public organizations increased alongside satisfaction with content and procedural satisfaction with non-face-to-face public services, and government satisfaction increased with responsiveness to and transparency toward public organizations.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

The objective of the study was to compare the provision of the existing artificial insemination service delivery system (AI-SDS) among public, private and autonomous institutions to the small-scale dairy farmers in Bangladesh. A cross-sectional survey was conducted by using a pre-tested and pre-designed questionnaire and face-to-face interview technique. A stratified-purposive sampling technique was applied to select 165 small-scale dairy farmers from four study areas. Descriptive statistics were performed to know the frequency of the provision of AI services. Public services were available in all study areas whereas autonomous services were only delivered in Mymensingh district. The private service was increasing faster than the public and autonomous service. The public service had higher incentives and network coverage compared to private and autonomous services. The results also showed that 50% of the respondent perceived the AI service as “public goods” and showed no willingness to pay (e.g., free of charge for public service). The demand for the services has been increasing but the existing organizations were not able to provide the services especially to the remote areas. Jaring Aspirasi is a liaison between the people and the local government leaders of Kulonprogo Regency. With the face-to-face model with a regent every Thursday, it is hoped that public information will be absorbed immediately to solve problems as soon as possible. This legal sociology study is intended to find out how the process works. then the research was conducted by means of observation, documentation and interviews. Triangulation was also carried out to obtain data validity as expected. Qualitative analysis is analytical descriptive of the results of the collected data. The information and public complaints in the seminar department are resolved in four categories depending on the quality of the information. This pattern satisfies members of the community and makes them realize that information cannot always be resolved at one time, especially in matters requiring disposition with other institutions. Kamispaginan as a form of public service is a form of joint deliberation between the regional government and the community which should be continued with increased socialization so that community participation will also increase.

Following many battles, Public Service Interpreting and Translation (PSIT) is gradually evolving towards professionalisation. Wherever it is practiced, common issues have been identified: defining the profession, providing interpreting services for rare or minority languages, educating stakeholders, moving from training to education, and last but not least interpreting and translation quality. The lack of funding for PSIT courses within the current financial context is forcing stakeholders to work differently. The community of practice model can help PSIT stakeholders share resources and knowledge beyond the traditional boundaries set by courses, schools or countries. New technologies such as virtual conference tools and shared repositories are the essential “missing link” towards the progress of PSIT education. PSIT stakeholders need to join forces and pool efforts towards a constructive and innovative dialogue that would enhance the profession. Some forms of PSIT, such as legal interpreting and translation, have already broken barriers and gained professional recognition. However, PSIT should include all forms of PSIT contexts, including the medical or local government. Finally, once fully defined, PSIT and conference interpreting for spoken and sign languages could finally come together under the Interpreting profession umbrella. This is the achievable ultimate aim when working as communities of practice, small or large, language specific or generic, face to face or virtual.

This article examines children's television production discourses. It first contextualises how regulations in New Zealand shape the children's broadcasting environment, then it asks producers of children's programs to describe how they go about creating public service programs for children within a complex media political economy. Several questions are addressed, with a key one examining how producers imagine their audiences and construct appropriate public spaces for them within the current constraints of funding and advertising regulation. The field research is based on extended face-to-face interviews conducted in 2009 with producers, a free-to-air television programmer and the television managers for the two funding agencies, New Zealand On Air (NZOA) and Te Māngai Pāho (Māori language media funding).

The Australian Pesticides and Veterinary Medicines Authority (APVMA) is a Commonwealth statutory authority responsible for the regulation of agricultural and veterinary chemical products in Australia. Effective regulation is built on engaging with risk in alignment with the relevant legislation, and requires a combination of core public service, foundation, and technical skills, in addition to management and leadership capabilities. Mapping skills, competencies, and capabilities provided the scaffolding for the 2019-21 APVMA Learning and Development Framework (the Framework). As the Framework was established to support blended delivery of distance and face-to-face learning activities, it was largely uninterrupted due to the COVID-19 pandemic as the public service increasingly pivoted to online learning.

This research analyzes inclusion, portrayal, and integration of minorities in mainstream magazine advertising. Nine mass-circulation magazines for 1987 and 1992 constituted the sample frame: four issues of each magazine for each year for a total of seventy-two issues, yielding 1, 969 “populated” advertisements. Each ad was examined for minority presence, gender, age, occupation, and product category. When minorities and Whites appeared together in the same ad, the relationship depicted was also coded. Overall, when compared with earlier studies, the number of Black models used in magazine advertisements has increased. The use of Hispanic and Asian models was extremely small. There were few differences in portrayal by gender or age. Blacks were more likely to appear as athletes or musicians and to be featured in public-service or government-sponsored ads. In mixed-ethnic ads, Whites typically outnumbered minorities, and the relationships depicted were set in formal or work settings with very little face-to-face interaction.

The work context reconstructs the feminine and the masculine, rendering public service a mirror of gender asymmetry. Nowhere is this clearer than in local government, where many face-to-face services are delivered. In cities and counties, the largest job categories are education and police work. Almost 90% of elementary school teachers are women and less than 12% of police officers are women. The sequelae to job segregation—overlooking the emotive component of jobs, pay inequity, and glass walls—will not change until organizational logic catches up with a more nuanced appreciation of gender.

Abstract :  Public services in government agencies are starting to change from a direct face-to-face way that the process must be back and forth if there is a shortage of files and take a long time, turning into a service online. In order to improve the satisfaction of public service in government agencies, especially the agricultural quarantine Hall of Class II Cilegon, then the process of application of plant quarantine import, export and domistic can be done online using the system, So that the quarantine submission process can be monitored in realtime. This information system consists of two parts, namely the first part is the front end used by the community in monitoring the process of filing plant quarantine. The second part is the back end used by the file verification Officer, the functional coordinator in delivering the task letter to the field officer, the Laboratory officers provide laboratory verification results, the Treasurer sends Billing payments to the community and head of the hall in monitoring every process of quarantine submission from the community. The back end uses the website.
