AbstractHistory is not a strictly linear process; our progress as society is one full of contradictions. This we have to bear in mind when trying to find answers to pressing challenges related to and even caused by the digital transformation. In this chapter, we reflect on contradictory aspects of Digital Humanism, which is an approach to foster the control and the design of digital infrastructure in accordance with human values and needs. Seemingly simple solutions turn out to be highly complex when looking at them more closely. Focusing on some key aspects as (non-exhaustive) examples of the simple/complicated dilemma, we argue that, in the end, political answers are required.

The presented study analyzes the processes of creating ecosystems in the context of external challenges and increasing the level of competitive market environment and global digitalization of business to develop a strategy for the digital transformation of an enterprise.Aim. The study aims to assess the practicability of creating ecosystems when developing a strategy for the digital transformation of traditional (“defensive”) enterprises and to provide recommendations for their utilization.Tasks. The authors analyze the characteristics, features, and typology of business ecosystems; substantiate the need to analyze and use the capabilities of business ecosystems in the development of a strategy for corporate development in the digital environment; describe the essence, key aspects of development, and propose a modular structure for the strategy of the digital transformation of an enterprise; develop a conceptual framework for the strategic management of the digital transformation of an enterprise; formulate recommendations for selecting ecosystems that would enhance the enterprise’s competitiveness.Methods. This study uses general scientific methods of cognition in various aspects to propose approaches and a conceptual model of the corporate digital transformation strategy with allowance for the capabilities of business ecosystems.Results. The authors show that in the context of the developing digital economy, business ecosystems have become a new way to organize economic activity due to their high efficiency and rapid scaling. There are two major types of ecosystems: centralized (transaction) ecosystems in the form of digital platforms and adaptive (solution) ecosystems formed by the orchestrating company to create a new value proposition by joint efforts of partners from various industries through direct interaction with each other. The study identifies stages in the development of a digital transformation strategy based on enhancing the enterprise’s competitiveness through its participation in the ecosystem(s) and formulate recommendations for selecting ecosystems that would improve the efficiency of the enterprise.Conclusions. Ecosystem development is a business trend that determines the competitiveness of enterprises and improves the efficiency of their operation in the digital environment. Therefore, under modern conditions, an enterprise should develop its digital transformation strategy based on the creation and/or use of business ecosystems.

The article analyzes the practical aspects of the functioning of some barriers to entry in the era of digital transformation of industry markets. It is noted that under the influence of digitalization processes, both positive changes in the mechanism of market operation are recorded, as well as a number of negative circumstances that have become a serious challenge for antitrust agencies. Control of big data, initial investment in digital infrastructure, and broad technological capabilities of digital blocking of users, against the background of powerful network effects and pronounced economies of scale, carry the potential for significant growth in the market power of individual firms. The article substantiates that such trends theoretically pose a significant threat to competition, and can form new types of entry barriers. At the same time, practical arguments are presented that indicate the ambiguity of this position.

The article is devoted to the research of the strategy of implementing regional digitalization projects regarding the transportation and social infrastructure. The purpose of the study is to identify the problems of regional digitalization projects and develop a methodology for the formation of a regional digitalization program. The study formed the key aspects of the formation of regional digitalization programs in modern conditions. The scope of the possible application of digital technologies is expanding due to the branches of the regional economy. The authors consider the use of public-private partnership instruments, attracting sources of project financing and venture financing. Three strategies for implementing the digitalization of the regional economy with the relevant level of risks and costs are studied. According to the authors’ approach the simulation strategy of the region’s digital transformation is shown as the most conservative of the three. The defensive strategy for digital transformation of the region involves the integrated use of digital technology transfer allowing to achieve much greater efficiency. It is proved that the offensive strategy consists in the active financing of regional projects with the creating regional technological reserves and technological competencies resulting in the maximum level of costs and risk.

The article is a continuation of a number of scientific works on the state, trends and further ensuring security of personal data in the context of digital transformation and related problems of legal regulation of new social relations in this area. The key aspects of the EU documents approved in recent years, in particular, the GDPR Regulation, the NIS Directive and the draft legal act on e-Privacy, are considered and evaluated. The main criteria and topical issues that need to be addressed in the context of the implementation of EU law and the development of national legislation on personal data protection are highlighted.

The purpose of the article is to define and highlighting the role of digital transformation (digitalization) for libraries in the long run: efficiency and problems. Methodology. In the process of research scientific methods of analysis, synthesis, generalization of digitalization of the library industry are applied and the influence of digitalization on the formation of innovations of models of relations library-user taking into account today's civilizational challenges is determined. The scientific novelty The research consists in the analysis of online perspectives in the work of the library industry with an emphasis on key aspects of the dynamics of digital transformation (digitalization): new mobile (electronic) applications, services, application of sharing models. Further key vectors are substantiated and specific most problematic issues of digital transformation of libraries are identified. Conclusions. As a result of the research, today's steps on digitization in libraries, features of the use of platforms, virtual environment services, and sharing products were considered. The tendencies concerning the further steps in the increase of rates of digitalization are investigated. Proved: the practice of digitalization of libraries is especially relevant during the COVID pandemic period, which contributes to public access to information, self-education, as well as access to advanced technological developments, the transformation of libraries taking into account requests, according to generation theory, formation of new digitalization focus of library practices and modifications of library activities.

Аbstract. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc.  The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. It is noted that the digitalization process should be systemic in nature at both national and regional levels. The term Work 4.0 is connected with the discussion about the fourth industrial revolution, but focuses on modes of working conditions – not only in the industrial sector but also in the entire working world. The digital transformation is leading to profound changes in business models, organizations and work design. The working world of the future will be more digital, flexible and networked. The corona crisis has shifted the framework conditions with regard to communication both within the company and with customers. Many companies are becoming aware that too little money and time has been invested in digital infrastructure. The aim of this essay is to fnd out to what extent the corona crisis serves as a catalyst for the digital transformation in the specialist sanitary trade. The study carried out for this purpose leads to the result that the use of video conferences and home offces have increased and will also be used more frequently in the future. In contrast, the use of targeted multi-channel measures in the form of virtual showrooms is on the decline.

The approaches to understanding the concept of ‘economic security of a region’ have been systemized in the article; the terms have been extended due to the introduction of the concept of ‘economic security of a digital infrastructure of a region’, and the modern innovative mechanisms for ensuring the economic security of a region in the context of digital transformation have also been summarized. The most typical threats to economic security for the regions of the Volga Federal District of the Russian Federation in the context of digitalization have been highlighted in the article. The conclusion has been made about the economic security goals of the region, which directly depend on the regional characteristics of the use of digital technologies and the long-term needs of society.

Radical shifts in large information technology programmes or digital infrastructures are unusual, but they do occur, usually as a consequence of problems or misalignment. What we know less about is the role of discourse in these shifts. Our interest in this article is to investigate the role of discourse when digitalisation programmes encounter problems. Building on Foucault’s theory of discourse, our research question is: what is the role of discourse in the transformation of digital infrastructures? Our research approach is a critical realist case study, discussing three cases from eHealth innovation. We use Foucault’s archaeological methodology to identify the emerging discursive formations when a programme encounters difficulties. This enables us to analyse the causal relationship between discursive formations and other mechanisms in the infrastructure. We offer two contributions: first, we outline a framework to understand the role of discursive formations in digital transformation; second, we propose a set of configurations to explain how contextual factors and causal mechanisms contingently lead to the transformation of a digital infrastructure.
