Although the impact of education policy reform could inform future policymaking initiatives, studies on education policy reform of student assessment are considered scarce. This study attempts to scrutinise the drivers, impacts, and challenges of education policy reform of the national assessment system in Malaysia based on policy documents and previous empirical studies. The findings indicated that the education policy reform of the Malaysian national assessment system is driven by the decline of pupils’ performance in international large-scale assessments. There are changes in content, format, and structure of the public examinations and assessment delivery procedures. The emergence of school-based assessment shows a paradigm shift from cognitive learning to a more holistic manner. Challenges arise included teachers’ extra workload, teachers’ readiness, lack of reference materials, and time constraints in implementing school-based assessment. Findings inferred the needs in refining the monitoring and coaching system in order to ensure the student assessment implementation does not diverge from the missions of education policy reform.  This study is hoped to provide useful insights for future policymaking initiatives, particularly in Malaysia. Keywords: Malaysia, policy reform, public examination, school-based assessment, student assessment. Cite as: Chin, H., Thien, L. The study examines the impact of national research assessment exercises for the visual arts discipline in a university structure.  It encompasses issues of evaluation, benchmarking, performance management, performance indicators and explanatory factors.  We find that whilst the definition of research is broad enough to include most of the activities of visual arts academia. The actual operationalisation of the measurement models may well exclude many current activities.  The need to clearly demonstrate quality peer review is the largest hurdle.  Analysis is also made of the impact of a ‘national research quality assessment exercise’ such as the New Zealand and UK initiatives (Tertiary Education Commission. 2004; RAE, 2001).  Whilst visual arts academia research performance activity was ranked low in both countries, we find that their position on the need for quality and peer assessment offers a potentially broader and more accurate depiction of activity.  Obtaining a balanced broader assessment of both traditional performance measures such as research publications along with the more creative elements of visual arts such as exhibitions is paramount. The national assessment exercises show that visual arts academics are struggling to compete with their academic brethren in other disciplines.  We argue the need for national assessment exercises engenders an acceptable peer review system to better assess their broad research activities for non-traditional areas. We also make calls for more research presentation training for the visual arts discipline to assist them in the recognition of quality research productivity.  The implementation of a national research assessment system which focuses more on quality output and outcome measures instead of input measures such as research income will engender this debate.

Green buildings refer to buildings that decrease adverse environmental effects and maintain natural resources. They can diminish energy consumption, greenhouse gas emissions, the usage of non-renewable materials, water consumption, and waste generation while improving occupants’ health and well-being. As such, several rating tools and benchmarks have been developed worldwide to assess green building performance (GBP), including the Building Research Establishment Environmental Assessment Method (BREEAM) in the United Kingdom, German Sustainable Building Council (DGNB), Leadership in Energy and Environmental Design (LEED) in the United States and Canada, Comprehensive Assessment System for Built Environment Efficiency (CASBEE) in Japan, Green Star in Australia, Green Mark in Singapore, and Green Building Index in Malaysia. Energy management (EM) during building operation could also improve GBP. One of the best approaches to evaluating the impact of EM on GBP is by using structural equation modelling (SEM). SEM is a commanding statistical method to model testing. One of the most used SEM variance-based approaches is partial least squares (PLS), which can be implemented in the SmartPLS application. PLS-SEM uses path coefficients to determine the strength and significance of the hypothesised relationships between the latent constructs.

Children with autism spectrum disorder (ASD) and their families have represented a fragile population on which the extreme circumstances of the COVID-19 outbreak may have doubly impaired. Interruption of therapeutical interventions delivered in-person and routine disruption constituted some of the main challenges they had to face. This study investigated the impact of the COVID-19 lockdown on adaptive functioning, behavioral problems, and repetitive behaviors of children with ASD. In a sample of 85 Italian ASD children (mean age 7 years old; 68 males, 17 females), through a comparison with a baseline evaluation performed during the months preceding COVID-19, we evaluated whether after the compulsory home confinement any improvement or worsening was reported by parents of ASD individuals using standardized instruments (Adaptive Behavior Assessment System (Second Edition), Achenbach Child Behavior Checklist, Repetitive Behavior Scale-Revised). No significant worsening in the adaptive functioning, problematic, and repetitive behaviors emerged after the compulsory home confinement. Within the schooler children, clinical stability was found in reference to both adaptive skills and behavioral aspects, whereas within preschoolers, a significant improvement in adaptive skills emerged and was related to the subsistence of web-delivered intervention, parental work continuance, and online support during the lockdown.

The timing group delay parameter (TGD) or differential code bias parameter (DCB) is an important factor that affects the performance of GNSS basic services; therefore, TGD and DCB must be taken seriously. Moreover, the TGD parameter is modulated in the navigation message, taking into account the impact of TGD on the performance of the basic service. International GNSS Monitoring and Assessment System (iGMAS) provides the broadcast ephemeris with TGD parameter and the Chinese Academy of Science (CAS) provides DCB products. In this paper, the current available BDS-3 TGD and DCB parameters are firstly described in detail, and the relationship of TGD and DCB for BDS-3 is figured out. Then, correction models of BDS-3 TGD and DCB in standard point positioning (SPP) or precise point positioning (PPP) are given, which can be applied in various situations. For the effects of TGD and DCB in the SPP and PPP solution processes, all the signals from BDS-3 were researched, and the validity of TGD and DCB has been further verified. The experimental results show that the accuracy of B1I, B1C and B2a single-frequency SPP with TGD or DCB correction was improved by approximately 12–60%. TGD will not be considered for B3I single-frequency, because the broadcast satellite clock offset is based on the B3I as the reference signal. The positioning accuracy of B1I/B3I and B1C/B2a dual-frequency SPP showed that the improvement range for horizontal components is 60.2% to 74.4%, and the vertical components improved by about 50% after the modification of TGD and DCB. In addition, most of the uncorrected code biases are mostly absorbed into the receiver clock bias and other parameters for PPP, resulting in longer convergence time. The convergence time can be max increased by up to 50% when the DCB parameters are corrected. Consequently, the positioning accuracy can reach the centimeter level after convergence, but it is critical for PPP convergence time and receiver clock bias that the TGD and DCB correction be considered seriously.

This study aims to explore the prevalence and correlates of food insecurity among Lebanese households since the ordeals of COVID-19, economic crisis, and Beirut port explosions. At the core of the study, a mobile application entitled Nutrition Assessment System (NAS) that simplified the data collection was used as toolkit and a technical test was carried out in all Lebanese governorates between November 2020 and March 2021. Findings show that food insecurity is an immediate problem for households in Beirut and in many governorates in Lebanon. Nine in every 16 households ate less than 2 meals per day and more than 70% of them skipped their meals to spare food. Even though half the population studied had a low food consumption score, 82.4% of the people were not relying on livelihood coping strategies. However, more than three out of ten of these households relied on at least three food-based coping strategies. In addition, as for the livelihoods, this assessment found that most Lebanese households reported a drop in income along with an expansion in debt incurrence in the last 24 months to be able to buy food. Improving food security in Lebanon requires effort not only on the part of the government, but through regional and international actions.

<p>This case study takes an historical perspective to explore the curriculum decision-making of History teachers in New Zealand. It is argued that between 1986 and 2005, Year 12 History teachers were caught in-between curriculum reform on one hand, which encouraged teacher autonomy, and on the other hand, assessment reform which reduced teacher autonomy. While teachers in this study utilised the autonomy provided by internal assessment to develop engaging class and assessment activities, they largely avoided topics in Māori, Pasifika and Women’s history which were promoted through the syllabus. Factors which contributed to teachers' decisions concerning curriculum topics included teachers' perceptions of the nature of disciplinary History, personal interest and resource availability. The primary focus on this thesis is an assessment of the impact of changes to national assessment for qualifications on Year 12 History programmes. It argues that mandated assessment for qualifications is the single-most determining factor on classroom practice. It is also argued that the assessment style which emerged for Year 12 History through the National Certificate of Educational Achievement disconnected History assessment from the intentions of its written curriculum which emphasised disciplinary History's underlying and interconnected process of gathering, analysing and presenting historical information. In some cases, the NCEA hindered rather than enhanced the development of a school-based curriculum at this level.</p>

The Environmental Impact Assessment system, referred to as the EIA system, is to evaluate the impact of the implementation of the plan or the construction and operation of the project on the environment, combine the surrounding environmental quality status, propose ecological or environmental protection measures,then evaluate the effectiveness of the measures, and draw a conclusion on the feasibility of the project(planning) in terms of environmental protection.This article summarizes the role and progress in environmental protection in the two aspects of planning and construction projects in recent years.Comprehensively selected cases found that both planning or construction project environmental assessment have played an important role in predicting the possible impact of planning or construction projects on the environment and ecology, and proposed feasible and effective environmental protection measures.After the planning or construction project adopts the conclusions and suggestions, as long as the "Three Simultaneous" regulations are followed, the impact of the planning or construction project on the environment or ecology can be prevented or effectively reduced. When it is necessary to conduct postevaluation of environmental impact, verify the actual conditions of the construction project, such as emissions and actual production processes.

Stakeholders in the system of food safety, in particular federal agencies, need evidence-based, transparent, and rigorous approaches to estimate and compare the risk of foodborne illness from microbial and chemical hazards and the public health impact of interventions. FDA-iRISK (referred to here as iRISK), a Web-based quantitative risk assessment system, was developed to meet this need. The modeling tool enables users to assess, compare, and rank the risks posed by multiple food-hazard pairs at all stages of the food supply system, from primary production, through manufacturing and processing, to retail distribution and, ultimately, to the consumer. Using standard data entry templates, built-in mathematical functions, and Monte Carlo simulation techniques, iRISK integrates data and assumptions from seven components: the food, the hazard, the population of consumers, process models describing the introduction and fate of the hazard up to the point of consumption, consumption patterns, dose-response curves, and health effects. Beyond risk ranking, iRISK enables users to estimate and compare the impact of interventions and control measures on public health risk. iRISK provides estimates of the impact of proposed interventions in various ways, including changes in the mean risk of illness and burden of disease metrics, such as losses in disability-adjusted life years. Case studies for Listeria monocytogenes and Salmonella were developed to demonstrate the application of iRISK for the estimation of risks and the impact of interventions for microbial hazards. iRISK was made available to the public at http://irisk.foodrisk.org in October 2012.
