A modern university answering the challenges of the society does not remain aloof to introduce certain inclusive practices. Currently, the legislation of the Russian Federation clearly distinguishes between the concepts of “Disability”, “Special health opportunities “and” Special educational needs”. However, there is a demand to combine all three terms into one, that is “Special educational needs”. The author considers this substitution to be unlawful. The article attempts to analyze each term from the point of view of prospects for each group of students to get higher education, taking into account the peculiarities of their psychophysical development. In addition, the author reviews some difficulties (insufficient technical equipment of the classrooms, learned helplessness of students, lack of knowledge about various nosological groups of disabled people, etc.) and ways to overcome these and other problems such as development of an adapted educational program, compliance with the principles of health conservation, psychological readiness of the teaching staff to work with such students. The author draws the conclusion that only training of teachers and the creation of a special educational space, the inadmissibility of a formal approach to the integration of students with special educational needs can contribute to the successful provision of their right to education.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.

The article deals with the issues of organization and legal support for the use of remote forms, including in connection with the improvement of telecommunications technologies in the event of an emergency or threat of the spread of diseases that pose a danger to others, increasing the availability of medical care using telemedicine capabilities. The analysis of practical situations related to usage and safety of technical equipment owned by health facilities, including information, computer and telecommunications equipment, computers and peripherals; reviewed labour legislation, which regulates liability for failing to ensure the safety of technical means in the process of using telemedicine technologies.

In the pig breeding, a large share of the production cost is accounted for by the cost of electricity and heat. Reducing energy costs is one of the important tasks of the industry. It is important to identify and study modern technologies and equipment for pig farming due to the constant increase in electricity tariffs, significant energy costs for creating and maintaining a microclimate. (Research purpose) The research purpose is in an analysis of modern available technologies and equipment for agricultural production, including pig farming, allowing to reduce the cost of production. (Materials and methods) Authors used a method for determining the standard indicators of energy consumption of energy resources in the pig industry, based on the calculation and analytical method. The article presents an analyze of automated microclimate management systems in pig breeding complexes, taking into account the individual characteristics of farms produced by OWEN. (Results and discussion) Automated microclimate management systems can improve the productivity of pig farms; reduce the cost of electrical and thermal energy, reduce the number of diseases of animal from hypothermia, high humidity or temperature in the room, feed consumption; monitor the chemical composition of the air. The article considers three options for creating a microclimate in rooms with animals, taking into account the individual characteristics of enterprises. (Conclusions) The profitability of pig production depend on the level of technical equipment of farms, automation, and the use of energy-saving technologies and equipment. The use of innovations in agricultural production makes it possible to increase labor productivity up to three times, and savings due to reduced feed costs can reach several million rubles a year.

Energy communities (ECs) are becoming increasingly common entities in power distribution networks. To promote local consumption of renewable energy sources, governments are supporting members of ECs with strong incentives on shared electricity. This policy encourages investments in the residential sector for building retrofit interventions and technical equipment renovations. In this paper, a general EC is modeled as an energy hub, which is deemed as a multi-energy system where different energy carriers are converted or stored to meet the building energy needs. Following the standardized matrix modeling approach, this paper introduces a novel methodology that aims at jointly identifying both optimal investments (planning) and optimal management strategies (operation) to supply the EC’s energy demand in the most convenient way under the current economic framework and policies. Optimal planning and operating results of five refurbishment cases for a real multi-family building are found and discussed, both in terms of overall cost and environmental impact. Simulation results verify that investing in building thermal efficiency leads to progressive electrification of end uses. It is demonstrated that the combination of improvements on building envelope thermal performances, photovoltaic (PV) generation, and heat pump results to be the most convenient refurbishment investment, allowing a 28% overall cost reduction compared to the benchmark scenario. Furthermore, incentives on shared electricity prove to stimulate higher renewable energy source (RES) penetration, reaching a significant reduction of emissions due to decreased net energy import.

Technical systems in the modern global world are rapidly evolving and improving. In most cases, these are large-scale multi-level systems and one of the problems that arises in the design process of such systems is to determine their reliability. Accordingly, in the paper, a mathematical model based on the Weibull distribution has been developed for determining a computer network reliability. In order to simplify calculating the reliability characteristics, the system is considered to be a hierarchical one, ramified to level 2, with bypass through the level. The developed model allows us to define the following parameters: the probability distribution of the count of working output elements, the availability function of the system, the duration of the system’s stay in each of its working states, and the duration of the system’s stay in the prescribed availability condition. The accuracy of the developed model is high. It can be used to determine the reliability parameters of the large, hierarchical, ramified systems. The research results of modelling a local area computer network are presented. In particular, we obtained the following best option for connecting workstations: 4 of them are connected to the main hub, and the rest (16) are connected to the second level hub, with a time to failure of 4818 h.

Relevance of the article is based on participation of armed forces in various operations and exercises, where reliability of machinery is one of the most important factors. Transportation of soldiers as well as completion of variety of tasks is ensured by properly functioning technical equipment. Reliability of military vehicles – armoured SISU E13TP Finnish built and HMMWV M1025 USA built were selected as the object of the article. Impact of climatic conditions on reliability of the vehicles exploited in southwestern part of the Atlantic continental forest area is researched by a case study of the vehicles exploitation under conditions of the climate of Lithuania. Reliability of military vehicles depends on a number of factors such as properties of the vehicles and external conditions of their operation. Their systems and mechanisms are influenced by a number of factors that cause different failures. Climatic conditions represent one of the factors of operating load which is directly dependent on the climate zone. Therefore, assessment of the reliability is started with the analysis of climatic factors affecting operating conditions of the vehicles. Relationship between the impact of climatic factors and failure flow of the vehicles is presented and discussed.
