This paper examines transboundary water resources management challenges currently being faced across the globe. Lessons learned from Europe, Africa, Asia and North America are outlined on the need for more integrated, ecosystem-based management of these international watercourses and on institutional arrangements for improving management. The World Bank's new Water Resources Management Policy is presented with an emphasis on elements related to a more comprehensive approach that considers integrated land-water management, proper pricing for water service delivery, nonpoint pollution abatement, aquatic ecosystem restoration, and institution building. Also described is a key international funding mechanism for more comprehensively managing international watercourses known as the Global Environment Facility (GEF). Restructed and replenished in 1994, GEF can play a catalytic role in building institutions for better water resources management and in fostering cooperative actions among nations in a basin toward the ultimate goal of making development more environmentally sustainable.

In this paper, a comprehensive review on greywater is presented. Emphasis is given to the techniques used to treat and recover greywater, and special emphasis is placed on the risk of the existence of the novel coronavirus “SARS-CoV-2” in greywater and the possibility of its spread via the reuse of this water. In general, greywater is considered wastewater collected from domestic sources, with the exclusion of toilet water (which is considered as blackwater). Greywater represents 50 to 80% of the total volume of wastewater all over the world. This review provides various aspects related to greywater, such as origins, characteristics, and existing guidelines for greywater proper treatment and reuse. Several approaches and techniques have been developed to study the performance of different greywater treatment systems. These methods are critically discussed in this article. In the context of sustainable development, water management, and taking into account the scarcity of water resources, particularly in arid and semi-arid areas, the use of treated greywater is one of the alternatives methods that can reduce the burden of withdrawals from the resource. In addition, some successful examples of greywater valuation experiences in Tunisia were examined.

Water is a Human Right of first necessity. We verified that water resources have been used at a rate higher than their replacement capacity, causing problems of water scarcity. This study aims to draw attention of the world community to the need to implement measures to a real social responsibility and cooperative. A review of the literature and an analysis of the various international legal instruments on water resources will be carried out to highlight the absence of social and cooperative responsibility and the need to create sanctions. It is observed that states and international organisations have failed to develop measures to curb their misuse and to overcome the shortage of water in some regions. We believe that the current situation can only be improved through the implementation of policies in terms of social responsibility and cooperative and the companies or the organisations in general. Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The media influence politics by providing intelligence and arena for political statements. Therefore, the danger of spreading false information and deliberate disinformation can have serious consequences. It is impossible to accuse specific media outlets of unfair coverage, but one cannot fail to note the existing resonance in media reports from different countries. Interpretations of the same events are radically different, while a journalist must rely on facts. The world is faced with the problem of global misunderstanding and information discord. Modern international broadcasting plays an important role in shaping the picture of the event for the world community. It is impossible to deny that the information agenda of many foreign broadcast media depends to some extent on a number of reasons: nationality, foreign policy of his state, profitability. Otherwise, the global media would not contradict each other. We want to track how modern foreign broadcasting builds its agenda and what principles it is guided by. In many parts of the world, management of water resources and infrastructures is fragmented between agencies at multiple levels – state, provincial, and local – and sometimes between functions within individual agencies. Consequently it is often impossible to take a holistic view of the issues at hand to enable effective management of the resource or infrastructure – either because of the overhead of managing the coordination required, and/or because of politics between the different stakeholders. In their work for IBM, the authors created a concept of an information technology (IT)-enabled “collaboration platform” that integrates different water data sources with IT tools to enable multiple entities to maintain and share a “common operating picture.” This greatly assists with coordination and reduces politics to manageable levels. In this paper, the authors describe the collaboration platform and its benefits by reference to examples of such platforms in use, and propose a reference technical architecture for creating collaboration platforms.

Recently, problems of water shortage are becoming global in both developed and developing countries. This is due to tremendous population increases and also urbanization and industrialization. In this paper, countermeasures for future water shortages are described.
