The paper mainly analyses the environmental threats focusing on climate change to human security in Nepal. Major aspects of human security are interlinked and interconnected in our context. Among them, human security offers much to the vibrant field of environmental security in Nepal. Environmental threats are linked to the overall impact on human survival, well-being, and productivity. A great deal of human security is tied to peoples’ access to natural resources and vulnerabilities to environmental change. The major environmental threats in our context is the climate change which have widespread implications for Nepal, causing impacts to water availability, agricultural production, forestry, among many other detrimental effects. The critical threat of environmental security needs to be taken into serious consideration to save our succeeding generation. This article primarily interpreted the government action towards emerging environmental threat based on realist approach. For the study of theme of this article, descriptive and analytical research has been used to draw present major environmental threats in Nepal. With consideration to factors, this article attempted to identify the major environmentally vulnerable areas that are likely to hamper the overall status of human security in Nepal. This paper also tried to suggest the measures to enhance the environmental security considering prospects and policy focusing on Nepalese diverse aspects.

There is an international consensus that climate change is caused by human activities which substantially increase the atmospheric concentration of greenhouse gases.The ill-effects of climate change are droughts which adversely affect the global poor who are engaged in agriculture; storm surges which destroy local infrastructure, housing and crops; and the rise of sea levels which adversely affect the inhabitants of small island states which could eventually be totally submerged. Military strategists and intelligence analysts are preparing for future conflicts likely to be caused by environmental security issues.The objects of this article are: (i) to evaluate the ill-effects of climate change as a matter of global justice, (ii) to consider whether future generations have the right not to suffer from the ill-effects of climate change, and if so, (iii) to evaluate the relevant conceptions of global justice, and (iv) to assess critically whether international law provides effective preventive responses to climate change and environmental security threats.Finally, a monist-naturalist conception of global justice privileging human dignity as one of its guiding principles is proffered as a solution to the problems raised by the mechanisms of dealing with the ill-effects of climate change and the attendant environmental security issues under international law.

Climate change will have a significant effect on crop water requirement (ETc). The spatial and temporal variations of water requirement of maize under climate change are essential elements when conducting a global water security assessment. In this paper, annual reference crop evapotranspiration (ET0) and the crop water requirement of maize were calculated by the single crop coefficient method. The crop water surplus deficit index (CWSDI) and coupling degree of ETc and effective precipitation (Pe) were calculated to analyze the relationship between ETc, ET0, and Pe. The result shows that maize average annual ET0, ETc, and precipitation were 552.97, 383.05, and 264.97 mm, respectively. Moreover, ET0, ETc, and Pe decreased by 3.28, 2.56, and 6.25 mm every decade from 1960 to 2015. The ETc decreased less than Pe did, which led to the decreasing of both CWSDI and the coupling degree of ETc and Pe. The tendency of ET0, ETc decreased first and then increased, while Pe and CWSDI increased first and then decreased, from west to east of the Heilongjiang Province. In addition, the highest ET0, ETc, and lowest CWSDI and Pe were found in the western part of Heilongjiang Province. This study indicated that even though the water deficit in the western region was alleviated and the water deficit in the eastern region grew gradually serious from 1960 to 2015, the drought situation in western Heilongjiang Province should still be taken seriously.

The limited access to land in most African states has engendered a fierce competition, especially among various agricultural user groups. The two major groups of agricultural land users are transhumant pastoralists and sedentary peasant farmers. The internecine conflict between these agro-user groups has grave implications for human security in Nigeria and beyond. Explanation of the conflict has centred on climate change and environmental security, population growth and urbanisation, and insecurity. However, the transnational character of this conflict, often made possible by relevant regional protocols, has not received adequate scholarly attention. This paper argues that networking of regional bodies and other stakeholders is the panacea for tackling the tension-soaked relationship between these land users.

Environmental security focuses on the ecological conditions necessary for sustainable development. It encompasses discussions of the relationships between environmental change and conflict as well as the larger global policy issues linking resources and international relations to the necessity for doing both development and security differently. Climate change has become an increasingly important part of the discussion as its consequences have become increasingly clear. What is not at all clear is in what circumstances climate change may turn out to be threat multiplier leading to conflict. Earth system science findings and the recognition of the scale of human transformations of nature in what is understood in the 21st century to be a new geological epoch, the Anthropocene, now require environmental security to be thought of in terms of preventing the worst dangers of fragile states being unable to cope with the stresses caused by rapid environmental change or perhaps the economic disruptions caused by necessary transitions to a post fossil fueled economic system. But so far, at least, this focus on avoiding the worst consequences of future climate change has not displaced traditional policies of energy security that primarily ensure supplies of fossil fuels to power economic growth. Failure to make this transition will lead to further rapid disruptions of climate and add impetus to proposals to artificially intervene in the earth system using geoengineering techniques, which might in turn generate further conflicts from states with different interests in how the earth system is shaped in future. While the Paris Agreement on Climate Change recognized the urgency of tackling climate change, the topic has not become security policy priority for most states, nor yet for the United Nations, despite numerous policy efforts to securitize climate change and instigate emergency responses to deal with the issue. More optimistic interpretations of the future suggest possibilities of using environmental actions to facilitate peace building and a more constructive approach to shaping earth’s future.

The emergence of environment as a security imperative is something that could have been avoided. Early indications showed that if governments did not pay attention to critical environmental issues, these would move up the security agenda. As far back as the Club of Rome 1972 report, Limits to Growth, variables highlighted for policy makers included world population, industrialization, pollution, food production, and resource depletion, all of which impact how we live on this planet. The term environmental security didn’t come into general use until the 2000s. It had its first substantive framing in 1977, with the Lester Brown Worldwatch Paper 14, “Redefining Security.” Brown argued that the traditional view of national security was based on the “assumption that the principal threat to security comes from other nations.” He went on to argue that future security “may now arise less from the relationship of nation to nation and more from the relationship between man to nature.” Of the major documents to come out of the Earth Summit in 1992, the Rio Declaration on Environment and Development is probably the first time governments have tried to frame environmental security. Principle 2 says: “States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to exploit their own resources pursuant to their own environmental and developmental policies, and the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national.” In 1994, the UN Development Program defined Human Security into distinct categories, including: • Economic security (assured and adequate basic incomes). • Food security (physical and affordable access to food). • Health security. • Environmental security (access to safe water, clean air and non-degraded land). By the time of the World Summit on Sustainable Development, in 2002, water had begun to be identified as a security issue, first at the Rio+5 conference, and as a food security issue at the 1996 FAO Summit. In 2003, UN Secretary General Kofi Annan set up a High-Level Panel on “Threats, Challenges, and Change,” to help the UN prevent and remove threats to peace. It started to lay down new concepts on collective security, identifying six clusters for member states to consider. These included economic and social threats, such as poverty, infectious disease, and environmental degradation. By 2007, health was being recognized as a part of the environmental security discourse, with World Health Day celebrating “International Health Security (IHS).” In particular, it looked at emerging diseases, economic stability, international crises, humanitarian emergencies, and chemical, radioactive, and biological terror threats. Environmental and climate changes have a growing impact on health. The 2007 Fourth Assessment Report (AR4) of the UN Intergovernmental Panel on Climate Change (IPCC) identified climate security as a key challenge for the 21st century. This was followed up in 2009 by the UCL-Lancet Commission on Managing the Health Effects of Climate Change—linking health and climate change. In the run-up to Rio+20 and the launch of the Sustainable Development Goals, the issue of the climate-food-water-energy nexus, or rather, inter-linkages, between these issues was highlighted. The dialogue on environmental security has moved from a fringe discussion to being central to our political discourse—this is because of the lack of implementation of previous international agreements.
