With the introduction and application of 5G, the digital economy has become a new driving force for the high-quality development of agriculture. This study takes the digital economy as the development-oriented ‘digital village’ Hebi City as a case, and analyzes the practical basis for the digital economy to promote the high-quality development of agriculture in China from three aspects: power change, quality change and efficiency change. This paper explains the theoretical mechanism of digital economy to promote the high-quality development of agriculture from four perspectives of infrastructure, technological innovation, talent training and industrial development, and strives to realize the three major changes in agriculture through digital economy, accelerates the digital transformation and upgrading of agriculture in China, and promotes the high-quality development of agriculture.

High-quality development of manufacturing industry is the key to leading the high-quality development of China's economy. The paper analyzes the mechanism and effect of the quality change of China's manufacturing industry enabled by digital economy. And then, it is considered that the basic pattern of China's manufacturing industry is that the manufacturing industry is large but not strong. As a result, quality change could focus on the intensive margin on the basis of strengthening and expanding the margin. However, the quality change of manufacturing industry enabled by digital economy is a complicated process. Therefore, the quality change of manufacturing industry would give full play to the decisive role of market mechanism while giving better play to the role of the government. The focus of policy could focus on incentives and synergy that are conducive to promoting the digital transformation of the manufacturing industry.

Based on panel data of 31 provincial-level administrative units (excluding Hong Kong, Macao and Taiwan) in China from 2015 to 2019, using fixed effect model and mediation effect model, this paper makes an empirical analysis on the interaction among digital economy, industrial structure upgrade and high-quality economic development. The results show that, from the overall effect, the digital economy can significantly promote the high-quality development of the economy, and there are regular regional differences, and the relationship between the promotion intensity and the development level of the digital economy is proportional. From the mediation effect, in the relationship between digital economy and high-quality economic development, the upgrade of industrial structure has played a significant part of the mediation effect, the proportion of mediation effect is 25.17% . In addition, the mediation effect of industrial structure upgrade has obvious regional difference, the western area is the strongest, the eastern area is the second, the central area is the weakest. Based on the above research,the concrete policy suggestions are given to promote the development of digital economy and upgrade the level of industrial structure to promote the high-quality development of economy.

Technological innovation and high-quality economic development are inevitable requirements of sustainable development, and the digital economy has gradually become a new engine to enhance technological innovation and the high-quality development of China’s economy. Deeply discussing the effect of digital economy on high-quality economic development and clarifying the mechanism behind it can effectively grant the boosting power of digital economy to China’s high-quality development, which is of great practical significance to China’s sustainable economic development. In this study, the mechanism, effect, and regional heterogeneity of the impact of the digital economy on the level of high-quality economic development in 30 Chinese provinces from 2011–2019 were measured and empirically tested using a mediating effects model and a spatial Durbin model, among others. The results showed that the overall level of digital economy and high-quality development is not high, and there were both high agglomeration and low agglomeration, with obvious spatial path dependence and spatial lock-in. Digital economy could promote the high-quality development level of the economy, and the spatial spillover effect was remarkable. In addition, the function of digital economy in promoting high-quality economic development in the eastern, central, and western regions was gradually weakened. Besides, the technological innovation was an important transmission path of digital economy to high-quality economic development. Based on these findings, it is proposed that decision-makers should strengthen digitalization efforts so that the digital economy can become a powerful tool to narrow the digital divide. Further, the dynamic and differentiated digital economy development strategy should be implemented to reduce regional development imbalances in an effective manner.

Subject. This article discusses the issues related to the technological infrastructure of agriculture, improving the efficiency of energy resources, minimizing labor and material costs, and ensuring the continuity of the production process. Objectives. The article aims to study methods to improve the technological infrastructure of agricultural enterprises in the digital economy terms. Methods. For the study, we used the methods of comparison and classification. Results. The article describes patterns of development of technological processes in agriculture in the digital economy. Conclusions. The technical fitting-out of agriculture in the digital economy should be considered as a set of measures to prepare the industry for the production of high-quality products, which implies the use of digital technologies that minimize human participation in the production process.
