In this article, the author analyses the environmental safety and waste management tasks of the collection, selection and treatment of driftwood and waste accumulated on the upstream side of the Kisköre Dam as a result of floods. It describes separately the work carried out during the floods of 2017 and 2019, which were outstanding in terms of both volume and duration. It covers changes in the amount and proportions of waste and driftwood and analyses changes in work efficiency.

The article examines the issues of legal protection of human life and health in the latest globalisation processes, which have covered all spheres of political, economic, financial, social, geographical and cultural life and are becoming a basic factor of humanity on the planet. These processes set new trends in the ecological development of the state, redefine the problems of environmental security due to the changing nature of the challenges and threats facing humanity. The unfavourable state of the environment and the need to ensure environmental safety require the adoption of adequate legal, organisational and other measures. It is believed that in these conditions a human, his life and health should be at the centre of the mechanism of legal regulation of protection and defence, environmental safety, especially the establishment of the legal status of citizens affected by the negative consequences of environmental danger and guarantees of such citizens. The state has a number of obligations to human to create conditions for his “environmental comfort”. Such obligations should be reflected in the environmental legislation of the respective states. Recently, urban areas have been becoming threatening, the uncontrolled expansion of which inevitably leads to disruption of the normal functioning of the biogeotic cover of the planet, and consequently – a negative impact on health and life of mankind and especially that part of it living in large cities or other cities. It turns out that the general unfavourable state of the environment makes new demands on environmental security, which in the context of globalisation and internalisation of environmental problems is becoming a dominant factor in global security, as the environmental situation worsens, requiring effective policies to improve it.

Problem setting. The problem of environmental security has gone beyond national borders and acquired a planetary character. If before the issue of ensuring the environmental security of countries was solely their internal affair, over time, state borders from an environmental point of view gradually lost their importance, became transparent. Analysis of recent researches and publications. The study of theoretical or some practical aspects of the legal nature of environmental safety were engaged in domestic and foreign scientists, among which are the works of: A.P. Hetman, H.V. Anisimova, G.I. Balyuk, S.A. Bogolyubova, M.M. Brinchuk, I.I. Karakash, T.G. Kovalchuk, V.V. Kostytsky and others. Target of research is to determine the essence and features of environmental safety as a legal category in terms of international law. Article’s main body. The article examines the definition of «environmental security» as a legal category. Its legal nature and its connection to international security are being established. In particular, environmental security as a legal category is considered from two points of view, as a certain state of protection of a person from threats caused by an thropogenic impact on natural objects, and as a system of legal instruments regulating the use of natural resources for their protection, as well as prevention and counteraction to threats that have a detrimental effect on the environment. Through the analysis of international legal acts, modern approaches of the international community to ensuring environmental security are determined. The international mechanism for environmental security is constantly evolving, it should be recognized that it is unfortunately not perfect and is not able to fully solve today's environmental problems, as well as to prevent an environmental catastrophe on a global scale. By concluding international agreements alone, it is impossible to ensure effective protection of all elements of the natural environment. Conclusions and prospects for the development. Therefore, it is important to consolidate the efforts of all participants in international communication in developing common approaches to solving this problem and actively using numerous international treaties and soft law instruments, best national practices, and involving civil society.

The aim of the study is to present the results of a methodological approach to environmental and economic assessment of land use efficiency in the context of environmental safety of the population within the territories where military facilities are located (on the example of land use within the Desnyansk united territorial community). As a result of the study, the authors presented a methodological approach to environmental and economic assessment of land use efficiency in the development of land relations, as well as in the context of environmental safety of the population of the territories where military facilities are located. According to the proposed methodological approach, the impact of military facilities and risks to the ecological instability of land use and anthropogenic impact on the territories, and, accordingly, the threat to the environmental safety of the population. The ecological and economic assessment of the efficiency of military land use substantiated by the authors allows to carry out appropriate measures for ecological safety in relation to public welfare.The scientific novelty of the work lies in the further application of theoretical, methodological and practical provisions that determine the ecological, economic and institutional principles of military land use in the context of environmental security, in particular in the development of land relations. Because this is one of the first studies, which is devoted to the environmental and economic assessment of land use efficiency in the context of environmental safety of life within the territories where military facilities are located.The authors believe that the significance of the declared study lies in the fact that ensuring the environmental safety of the population of the territories where military facilities are located through the prevention of dangerous situations, remains the main way to solve environmental, economic, and social problems.

On the basis of the analysis of the current state and trends in the development of environmental management, the main directions for the development of environmentally oriented processes, priorities and main objectives of environmental policy are identified. The article highlights the current problems in the legal regulation of environmental protection, environmental safety and environmental management. The conclusion is drawn about a certain isolation of the ecological and economic policy of Russia, denoting the need to strengthen their integration among themselves, which will be the basis for successfully entering the sustainable development trajectory in the medium term. There have been emphasized the main reasons of the problems related to environmental security in Russia and given information on life expectancy for a certain period of time. The main reason of crisis state of affairs in environmental security and environmental management is unpreparedness of economic conditions for stimulating environmental protection activities of the Russian companies. To restore and enhance the life-supporting conditions of nature, on the basis of adequate compensation for damage to ecosystems, the basic concepts of the equilibrium interaction of companies with the environment have been developed. The concept implies adequate compensation for damage caused to nature by determining the rational ratio between production levels and consumed resources. Based on the concept developed by the authors, an environmentally oriented model of integrated management of Russian companies has been created, the main difference between which from existing international ISO standards and their analogues, is the complex integration of environmental aspects into the organization's management system, which allows to take into account the environmental component at all stages of the life cycle. The introduction of an environmentally oriented model of integrated management in Russian companies will allow for the effective environmental transformation of the management system, which will serve as the basis for improving the environmental acceptability of their activities.

This study aims to provide an overview to the Communication and Information Department Mojokerto regarding the maturity level of physical and environmental security management at the agency, as well as to provide future recommendations. The results of research related to physical and environmental safety using the ISO 27002 standard, indicate that the level of physical and environmental security at the Communication and Information Department Mojokerto is still relatively low. Things that are still lacking include the lack of protection from external threats such as natural disasters, as well as the lack of care and maintenance of infrastructure. The maturity level of physical and environmental security control is 0.85 which is still at level 1 or Initial Ad Hoc from a maximum value of 5, which is at the Optimized level. It can be concluded that Communication and Information Department Mojokerto only knows that there are things that need attention but there is no standardization of the process. With this research, it is hoped that the Communication and Information Department Mojokerto can make improvements to improve physical and environmental security. In addition, it is also a consideration to obtain ISMS Certification with the ISO 27002 standard in the future.

Environmental security is an important part of Ukraine's national security. It provides for the maintenance and improvement of the environment and should have a set of measures to prevent the danger to the population. It provides for the maintenance and improvement of the environment and should have a set of measures to prevent occurrence the danger to the population. One of the important issues of environmental safety in Ukraine is the accumulation of obsolete sludge after wastewater treatment at aeration stations. Untreated sludge has been merging into overcrowded sludge sites for several decades, which has led to the deterioration of the environment and living conditions in Ukraine. The article presents experimental studies to determine the adsorption properties of granules based on the composition of sludge and peat with the addition of sawdust. Preparation of raw materials, creation of compositions and granulation from obsolete sludge, peat and biomass were covered in previous publications.

The current state of the ecological situation in our country is becoming dangerous not only for the present but for future generations largely. These are contradictory principles of sustainable development and threatens the further development of the state. Ensuring the sustainable development of human civilization depends on many factors and conditions. In recent decades, humanity has been actively implementing the concept of sustainable development. This concept became widespread after the United Nations Conference on Environment and Development in Rio de Janeiro in 1992. This concept of sustainable development creates possibility to achieve socio-ecological and economic security and safety. The concept of sustainable development is based on the impossibility of solving environmental safety problems separately without solving economic and social problems. Thus, focusing only on the economic indicators of production leads to a catastrophic deterioration of the environment and public health, which is accompanied by loss of ability to work, reduced efficiency, and, consequently, reduced Gross National Product. At present, the concept of sustainable development is especially relevant for our country in general and for its regions in particular. The problem of environmental safety plays an important role, as it ensures the use of natural resources that will contribute to their natural recovery as well as reduce the impact of anthropogenic pressure on the environment. For effective studying the problem of environmental safety we decided to assess environmental safety at the regional level on the example of Rivne region. The article considers the issue of assessing the state of ecological safety of residential areas of Rivne region. Analysis of recent research shows that environmental safety is formed under the influence of environmental, socio-economic and man-made factors. Therefore, the definition of environmental safety requires a comprehensive approach. Since the definition of local safety requires a comprehensive approach, it is based on assessing the socio-ecological safety of the research area. Achieving the goal is expected through the solution of the following tasks: - substantiate the selection of indicators for the assessment of residential areas; - to calculate the levels of security of residential areas of Rivne region for each district. The method of evaluation of scientists Gerasymchuk Z.V., Oleksiiuk A.O. is represented as a basis. It is proposed to divide all indicators into 3 blocks: resource, biosphere-centric and anthropocentric. The assessment is performed using indicators of partial integrated levels of environmental safety of three blocks of resource, biosphere-centric and anthropocentric. In the resource block we will analyze the indicators that show the number, level of involvement and efficiency of use. In the biosphere-centric we will analyze the indicators of anthropogenic impact on the environment through the formation of discharges, emissions and waste. In the anthropocentric block we will study the state of health of the population, the level of growth and population estimate. Then, based on these calculations for each unit, we determine a partial indicator of environmental safety. On the basis of the calculated 3 blocks according to a technique we will receive an integrated indicator of ecological safety. The integrated indicator gives a qualitative assessment of the ecological condition of each specific district according to the developed scale Gerasymchuk Z.V., Oleksiiuk A.O. Also this indicator gives us the possibility to make a comparative description of the districts among themselves. Thus, in our work it was established that in the vast majority in the zone of ecological threat there are 12 districts, in the zone of ecological danger - 3 districts of Rivne, Sarny, Zdolbuniv regions. In the zone of ecological risk is Berezne district. A large number of areas that are in the zone of danger indicates that these areas are characterized by a high level of man-made load on the environment. Based on this, to ensure the environmental security of the territory it is necessary to form the main and supplementary strategies, depending on the state of environmental security and financial capabilities of the region. Thus, the conducted diagnosis of environmental safety allowed to assess not only the integrated indicator of environmental safety, but also to identify the main factors that may lead to the deterioration of the environmental situation.
