AbstractOver the past few years, there has been a proliferation of artificial intelligence (AI) strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union (EU) and the United States’ (US) AI strategies and considers (i) the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, (ii) the extent to which the implementation of each vision is living up to stated aims and (iii) the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation.

In this article, we analyse key policy documents on teacher quality produced by the OECD and the EU during the period 2005 to 2017 using an educational connoisseurship and criticism approach. The purpose of this article is to explore how Eisner’s concepts of educational connoisseurship and educational criticism can be understood and used to analyse educational policy, especially how teacher quality is discursively constructed in transnational authoritative texts on education policy. Eisner’s three aspects of criticism, description, interpretation and evaluation can be utilised in a differentiated critical approach to the analysis of transnational policy documents on education. While the critical descriptive discourse can be viewed as ‘identifying a simple relationship’ between social development and educational needs, the interpretative critical discourse can be regarded as ‘recognising the complexity’ of teachers’ tasks in changing societies and the critical evaluative discourse as ‘recognising and problematising contradictory interests’ that affect teachers’ work. We argue that the philosophical concepts of connoisseurship and criticism contribute to policy research by demonstrating that a multifaceted concept of teacher quality is needed to capture the complex nature of education.

This article examines the influence of the European Union (EU) on the development and implementation of Romani integration policy in the Czech Republic from the perspective of those responsible for policy delivery. Based on analysis of key policy documents and research conducted in the Czech Republic, this article first examines how Romani integration became a more important issue during membership negotiations and then discusses how the criticism of the European Commission’s Regular Reports was received by those responsible for implementing pro-Romani policies. Finally, the paper assesses how the status of full EU membership has impacted on integration policy. The article concludes that while funding for Romani integration projects has benefitted some groups, the overall impression of the EU is of a remote institution, quick to criticise and unwilling to practise what it preaches.

The emergence of dependent contractors challenges the existing institutions regarding social protection and labour regulation. This article aims at identifying the political narratives that explain the emergence of New Forms of Employment (NFE) and dependent contracting along with the policy solutions proposed by the social partners at the EU and international level. By analysing policy documents from the social partners through the lens of a qualitative version of the Narrative Policy Framework (NPF), the authors indentify two distinct narratives – ‘devaluation of work’ and ‘entrepreneurship and flexibility’. The authors show how these rationales lead to various policy solutions and identify oppositions and possible compromise.

AbstractIt is a common—often stereotypical—presumption that Europe is secular and America religious. Differences in international religious freedom and religious engagement policies on both sides of the Atlantic seem to confirm this “cliché.” This article argues that to understand why it has been easier for American supporters to institutionalize these policies than for advocates in the EU, it is important to consider the discursive structures of EU and US foreign policies, which enable and constrain political language and behavior. Based on the analysis of foreign policy documents, produced by the EU and the United States in their relationship with six religiously diverse African and Asian states, the article compares how both international actors represent religion in their foreign affairs. The analysis reveals similarities in the relatively low importance that they attribute to religion and major differences in how they represent the contribution of religion to creating and solving problems in other states. In sum, the foreign policies of both international actors are based on a secular discursive structure, but that of the United States is much more accommodative toward religion, including Islam, than that of the EU.

Abstract This paper provides an overview of the implementation of the EU Youth Strategy for the promotion of youth employment and entrepreneurship in the EU Member States and four non-EU states: Croatia2, Montenegro, Norway and Switzerland. It relies upon the National Reports (NRs) presenting the policy initiatives designed and accomplished during the first cycle (2010-2012) in these countries and submitted in response to a questionnaire developed by the European Commission (EC) and an examination of policy documents, academic literature and statistical data. The comparative analysis reveals a shared awareness of the gravity of the problems accumulated in the labour market integration of young people and attests to the enormous efforts put forward on European, national, regional and local levels for overcoming youth disadvantage. It also highlights the opportunities created by sharing good practices and fostering of cooperation among all policy actors for supporting the young generation to make a successful entry in the world of work.

The idea of protecting the European essence from collapse due to modern challenges (migration, terrorism, tensions between the EU and Asia, threats from the Middle East, discord in relations with Russia) is not new and has been discussed many times by many researchers. The author offers his solution for these and many other challenges. His vision of united Europe is offered in the preamble to the Constitution of a new confederation of European nations. This text is not an official position for political action or propaganda. This message is necessary to broaden the horizons for those Europeans who are accustomed to living for the sake of modern realities, without looking back at the great past of Europe. The author sees the solution to the impending challenges of our time in the history of European states, their economic and social development. The author proposes to Europe - if it wants to survive in the 21st century as a civilization, it needs to return to historical values and traditions that shaped it since the Middle Ages, and moreover, sharply reduce Brussels’ tendency towards centralism. Wherein a close partnership should be maintained between European countries in key policy areas. The proposed preamble appears to be a unifying political program that can act as gathering point for politicians and citizens with different views.

AbstractAccording to EU policy documents, “[s]aving lives of people in distress is a primary goal of EU action in relation to managing the EU external borders.” The EU preferred strategy to achieve this objective is to take measures against human smuggling—including the establishment of cooperation with third countries—ostensibly so that migrants are contained and their irregular movement is prevented. This Article examines whether this strategy complies with the positive obligations corresponding to the right to life as enshrined in Article 2 of the EU Charter of Fundamental Rights. After considering any formal obstacles that might prevent the activation of the Charter, this Article clarifies the factors that determine the scope of these positive obligations. Procedural and substantive obligations are then distinguished. The procedural positive obligation demands that the EU and its Member States (MS) consider alternatives to the measures of containment. Due to difficulties in assessing the reasonableness of such alternatives, the EU and the MS are also under the positive obligation to initiate studies that can provide reliable evidence that alternative measures—such as the possibility of issuing humanitarian visas—would be too burdensome. As to the substantive positive obligation corresponding to the right to life, this Article will argue that the EU and the MS need to be attentive about the cumulative outcome of their migration policies. The more successful they are in their indiscriminate containment policies—and the more unlikely any protection possibilities in the region of containment—the more likely it is that the positive obligation to protect life will remain unfulfilled.

ObjectiveTo map key policy documents worldwide and establish how they address the treatment and care needs of children and young people (CYP) who are suicidal.DesignWe conducted a scoping review to systematically identify relevant key policy documents following a pre-established published protocol.Data sourcesFour databases (CINAHL; Medline; PsycINFO; The Cochrane Database of Systematic reviews) and the websites of key government, statutory and non-statutory agencies were searched. Google and Google Scholar were used to identify other policy documents and relevant grey literature. Leading experts were consulted by email.Eligibility criteria for selected studiesPolicies, policy guidance, strategies, codes of conduct, national service frameworks, national practice guidance, white and green papers, and reviews of policy—concerned with indicated suicide prevention approaches for children up to 18 years old. Limited by English language and published after 2000.Data extraction and synthesisData were extracted using a predetermined template. Second reviewers independently extracted 25%. Documents were categorised as international guidance, national policy and national guidance, and presented in a table providing a brief description of the policy, alongside how it specifically addresses suicidal CYP. Findings were further expressed using narrative synthesis.Results35 policy documents were included in the review. Although many recognise CYP as being a high-risk or priority population, most do not explicitly address suicidal CYP. In general, national guidance documents were found to convey that suicidal children should be assessed by a child and adolescent mental health practitioner but offer no clear recommendations beyond this.ConclusionThe lack of specific reference within policy documents to the treatment and care of needs of children who are suicidal highlights a potential gap in policy that could lead to the needs of suicidal children being overlooked, and varying interpretations of appropriate responses and service provision.
