The author provides examples of low-cost information and communications technologies (ICTs) and suggests five major strategies for their low-cost deployment in developing countries: (1) appropriate technology, (2) free/open software, (3) compulsory licensing, (4) pay-per-use public stations and (5) community/public ownership of ICT infrastructure. Aside from the problems of affordability and universal access, the author identifies the Internet's built-in biases for (1) English, (2) subsidizing globalization, (3) automation and (4) the technofix, and explores the implications of these biases. The challenge is not only to design affordable and accessible technologies or to redesign technologies to be consistent with our deeply held values, but also to make ourselves less technology dependent.

Attaining highly efficient e-Government in developing countries is a true challenge. These countries are struggling with many internal issues that are preventing them from providing budgetary resources for investing in ICT infrastructure, staff education, developing strategies, and enacting laws and policies. However, realizing the benefits that e-Government can bring, both to citizens and administration, these countries are working hard towards implementing e-Government and are achieving great results. As one of the developing countries, Serbia has been struggling for years with e-Government ideas. It started with humble implementations nearly ten years ago by publishing only a few informational services, but quickly made significant progress. The efforts made are worthy of recognition while experience gained is of considerable importance not only for Serbia’s further advances in this area but also for all other developing countries as an example and guidance to solving similar problems. This chapter provides an overview of the current state and history of e-Government development in Serbia and presents important issues and challenges influencing Serbian adoption of e-Government, which can be recognized in other developing countries as well. The chapter also addresses other issues and challenges that are now facing developed Governments, but which are on the way to developing nations as well. Even though these countries are not currently setting their focus on them, they should not be ignored nor neglected—indeed these should be included in developmental plans and strategies in order to successfully overcome them when the time comes.

Deficient information and communication technologies (ICT) infrastructure, lack of awareness on e-commerce issues, network payment and secure transaction services present enormous challenges to developing countries. For e-commerce to be a viable tool for trade in developing countries (DC), a “secure infrastructure” which makes possible the electronic exchange of financial transactions is a necessary prerequisite. There has been significant research on e-commerce security, although most of these studies have focused on developed countries. Less attention has been paid to underdeveloped countries that face different circumstances due to the above challenges. From technological perspectives, this work discusses important issues of e-commerce security for developing countries in regards to lack of fraud repression and justice in those countries.

Information and communication technology (ICT) integration in the education sector plays an important role in the socio-economic growth of any country. The developing countries are facing hindrances in effective implementation of ICT in the education sector. Pakistan is one of the developing countries of Asia and facing challenges in ICT integration in the education sector. This study aims to identify the challenges being faced in the implementation of ICT in the education sector of Pakistan at all levels of education. The second objective of this study is to explore the best practices to overcome the identified challenges. The PRISMA statement has been used to achieve the objectives of the study. The qualitative synthesis and descriptive analysis are used to demonstrate the findings of this systematic literature review. The findings of this study highlight the need to improve the ICT infrastructure to facilitate students with digital online resources, economical solutions, technical facilities, and self-efficacy.

The maturity of free and open source movement has brought a number of ICT tools. It has affected the way courses are delivered, the way contents are developed, the way data are interoperable, the way learning and teaching materials are shared, the way learners access classes and the way library resources are shared. In developing countries, several libraries are migrating into digital libraries using low cost technologies readily available due to open access, free and open source technology and e-publishing tools. Recent development of cloud computing technology provides state of art tools for libraries. It provides a common platform for easy information storage and sharing. Thus, there is lowering of the cost required to procure and manage library ICT infrastructure due to the capability of that cloud computing which allows the storage to be on a single, efficient system that saves cost and time. In developing countries where most libraries suffer from limited budgets for ICT services, it is anticipated that the future of digital libraries is on cloud libraries.

This chapter presents an overview of e-Government technological divide in developing countries. Technological divide here does not consist simply of telecommunications and computer equipment (i.e. ICTs), but it is also e-Readiness (i.e. the available capacity as indicated by workforce capacity to build, deploy, and maintain ICT infrastructure), ICT literacy (using digital technology, communication tools, and/or networks appropriately to access, manage, integrate, evaluate, and create information), e-Inclusion and/or e-Exclusion (i.e. no one is left behind in enjoying the benefits of ICT), etc., which are factors also necessary in order for people to be able to use and benefit from e-Government applications. Most of the currently published works on e-Government strategies are based on successful experiences from developed countries, which may not be directly applicable to developing countries. Based on a literature review, this chapter reveals the status of e-Government technological divide in developing countries and also underscores the challenges associated with e-Government in developing countries, thus bringing to the limelight the factors that influence the growth of the technological divide and different approaches that have been put in place to overcome the divide. In conclusion, this chapter advocates education and training, local content development, enhancing network infrastructure, and capacity building, among others, as ways of bridging the divide.

Many developing countries are facing difficulties in applying successful electronic government (e-government) projects. A major part of these difficulties that they are not used by citizens due to the lack of appropriate ICT infrastructure that support e-government services; in addition to the existence of a small percentage of citizens who are able to deal with such technology. This chapter introduces an empirical research that closely investigates the e-government weaknesses in developing countries from two major perspectives: e-readiness and trust. The research proposes a model based on e-readiness assessments and relevant literature that investigates the impact of citizens’ readiness for e-government (CREG) on e-government success within developing countries. The model was tested on the Egyptian e-government project as a sample of developing countries. The research findings confirmed the importance of the CREG model to achieve successful e-government projects in developing countries.

Though many researchers have carried out studies on electronic government (e-government) and its effect on performance of public organizations in developed countries not much such studies have taken place in developing countries, creating a gap in literature. The current study seeks to fill the gap. The study highlights the factors affecting the implementation and sustainability of E-government and effect of the factors on performance of the driver and vehicle licensing agency (DVLA) in Ghana. The study used purposive sampling technique to gather data from the DVLA (N-50) in 2016. The outcome of the study revealed that the challenges that impede the successful implementation of e-government include regular interruption of the electricity supply, online theft, poor ICT infrastructure, and financial constraints. Based on the benefits associated with the implementation of e-government, the current researchers made recommendations for long-term sustainability of e-government.
