Purpose – The purpose of the paper is to provide a comparative retrospective analysis of Bulgarian, Turkish and Croatian Open Access (OA) journals added in Directory of Open Access journals (DOAJ) in the period 2002-2013. Design/methodology/approach – First of all, the study is focussed on brief review of definitions and descriptions of the OA as a global movement. In the study were analyzed the three main OA initiatives and was shown the difference between Golden Road and Green Road. Second of all, the authors used the comparative approach and made a comparative study of the OA journals in Bulgaria, Turkey and Croatia and present the evaluation results and findings. Findings – Qualitative and quantitative data for the study are collected by the DOAJ. The data are analyzed in terms of quantity and period, and the results are presented graphically and tabular and finally there are made major specific conclusions and recommendations. Originality/value – The paper shows that OA in the digital space has an important position in scientific research. There are many discussion issues related to the problems of OA, but overall study of OA to scientific information, and in particular comparative study of Bulgarian, Turkish and Croatian journals in the DOAJ does not exist at the moment.

O artigo discute o projeto de criação e implantação do Repositório Institucional da Universidade Federal do Tocantins, RIUFT. O objetivo é agrupar, armazenar, organizar, preservar, recuperar e divulgar a produção científica e acadêmica da UFT com vistas à gestão da informação cientifica, aumentando a visibilidade e o prestígio da instituição em âmbito nacional e internacional. Busca disponibilizar à comunidade universitária um espaço para armazenar e preservar a informação produzida na Instituição e ao mesmo tempo promover a transparência dos gastos públicos e apoio às atividades de pesquisa e criação do conhecimento científico no âmbito da UFT. A implantação do RIUFT será mediante adesão ao edital do Ibict, e será desenvolvido em duas fases: planejamento e implementação. Este estudo aborda também um histórico das ações implantadas pelo Ibict em prol do movimento de acesso livre ao conhecimento científico, bem como uma breve revisão de literatura sobre a sociedade do conhecimento e as tecnologias de informação e comunicação. Como técnica de pesquisa, adotamos uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa exploratória. O método de coleta de dados adotado foi a partir de informações fornecidas pela universidade e seus programas de pós-graduação. Palavras-chave: Repositório Institucional; Comunicação científica; Acesso aberto. ABSTRACTThe article discusses the project of creation and implementation of the Institutional Repository of the Federal University of Tocantins, RIUFT. The goal is to gather, store, organize, preserve, retrieve and disseminate scientific and academic production of UFT with a view to the management of scientific information, increasing the visibility and prestige of the institution in the national and international levels. Search available to the university community a space to store and preserve the information produced in the institution and at the same time promoting the transparency of public spending and support for research activities and creation of scientific knowledge within the UFT. The implementation of RIUFT is through adherence to Ibict the notice, and will be developed in two phases: planning and implementation. This study also addresses a history of actions implemented by Ibict in favor of open access movement to scientific knowledge as well as a brief literature review of the knowledge society and information and communication technologies. As a research technique, we adopted a qualitative approach, using literature review and exploratory research. This chapter reviews the development of the modern scientific paper, from the sixteenth century forward, and explores the ways in which scientific information has been disseminated in the past. Great scientific advances of the past are discussed in the context of how they were first published, or otherwise brought to the attention of the broader scientific community, and the modern scientific publishing sector is explored. The types and categories of scientific journals are discussed, along with an overview of current publishing trends, such as the exponential increase in number of journals, changes in the ways in which researchers access the literature, and in particular the emergence and current state of open access journals. In addition, various ways in which journals are ranked are discussed, and key trends in such lists over the last ten years or so explored.

Forests is a Swiss open access journal in the field of forestry and forest ecology founded in 2010. Currently, the journal celebrates its 10th anniversary. Therefore, the purpose of this research for the special issue A Decade of Forests Open Access Publishing is to present a whole bibliometric overview of the journal and highlight the state of the art of forestry as an interdisciplinary knowledge area. A bibliometric analysis of 2094 articles, reviews, editorials and corrections was conducted using two different scientific information platforms which publish indexes in online databases: Web of Science (WoS) and Scopus. The most influential countries and their relationship with funding institutions, the most leading and outstanding authors and the most significant articles published in Forests have been analyzed. A complete keyword concurrence network with a graphical visualization and a cluster analysis are adopted for identifying the main trends and opening issues to address in the coming decade, such as genetic diversity, forest productivity, resistance or resilience. This article has identified climate change, remote sensing, biomass and forest management as the main trends in forestry research during the last ten years.

Open access (OA) to scientific information is one of the major challenges and objectives of actual public research policy. The purpose of this paper is to assess the degree of openness of scientific articles on bioeconomy, as one of the emergent research fields at the crossroads of several disciplines and with high societal and industrial impact. Based on a Web of Science (WoS) corpus of 2489 articles published between 2015 and 2019, we calculated bibliometric indicators, explored the openness of each article and assessed the share of journals, countries and research areas of these articles. The results show a sharp increase and diversification of articles in the field of bioeconomy, with a beginning long tail distribution. 45.6% of the articles are freely available and the share of OA articles is steadily increasing, from 31% in 2015 to 52% in 2019. Gold is the most important variant of OA. Open access is low in the applied research areas of chemical, agricultural and environmental engineering but higher in the domains of energy and fuels, forestry and green and sustainable science and technology. The UK and the Netherlands have the highest rates of OA articles, followed by Spain and Germany. The funding rate of OA articles is higher than of non-OA articles. This is the first bibliometric study on open access to articles on bioeconomy. The results can be useful for the further development of OA editorial and funding criteria in the field of bioeconomy.

This article explores the Public Library of Science as a site that produces and disseminates open access scientific information and knowledge for the public good. Through this case study, issues of property ownership, the nature and political economy of biological information, scientific expertise and accessibility of information and scientific knowledge as a public good are considered. Drawing on a cultural industries perspective, I examine the various intermediaries and institutional arrangements that continue to impact and shape the production and dissemination of this open access knowledge. I suggest that Public Library of Science embodies a new mode for the social production of scholarly knowledge and its dissemination, with important implications for how scientific knowledge and expertise are created, certified and circulated.

Abstract: This article presents the experience of the Brazilian Agricultural Research Corporation (Embrapa) – a large state-owned company that plays an important global role in research, development, and innovation for tropical agriculture – in the planning and implementation of Open Access to scientific information in the context of a developing country. The aim of this initiative is to provide the necessary mechanisms to capture, store, organize, preserve, retrieve, and widely disseminate the scientific information produced by Embrapa and by agricultural research communities. This report concludes with a discussion of the obstacles encountered and the organizational features, cultural considerations, and political matters that facilitate open access implementation at Embrapa.

Open Access (OA) atau akses terbuka dapat menjadi jalan alternatif dalam menyebarkan informasi ilmiah kepada seluruh dunia tanpa dibatasi ruang dan waktu. Repositori institusi atau instutional repository (IR) telah banyak diaplikasikan pada beberapa perguruan tinggi di Indonesia. Tulisan ini mendeskripsikan pemetaan perkembangan repositori institusi perguruan tinggi di Indonesia yang open akses dan perangkat lunak yang digunakannya pada portal OpenDOAR. Penelitian ini terbatas pada repositori institusi perguruan tinggi yang telah terdaftar di OpenDoar saja. Hasil penelitian menunjukkan bahwa terdapat peningkatan jumlah perkembangan repositori di Indonesia pada OpenDOAR mulai dari tahun 2008 hingga 2018 ini. Sementara perangkat lunak yang digunakan ialah Eprints, Dspace, dan lainnya.ABSTRACT Open Access (OA) can be an alternative way of disseminating scientific information to the globe without limited by space and time. Institutional repositories (IR) have been widely applied to several universities in Indonesia. This paper describes the mapping of the development of open access institutional universities in Indonesia and the software used from the OpenDOAR website. This research is limited to the repository of tertiary institutions that have been registered in OpenDoar only. The results showed that there was an increase in the number of repository developments in Indonesia in OpenDOAR starting from 2008 to 2018. While the software used is Eprints, Dspace, and others.
