ABSTRACTObjectiveIran, in terms of disasters, is among the top 10 countries in the world. Therefore, timely coordination and provision of rescue, transport, and treatment services after disasters are of particular importance. This study aimed to investigate and provide a short report on the provision of rescue, transport, and treatment services after the 2017 earthquake in Kermanshah.MethodsThis was a review and a descriptive study conducted using the analysis of documents and news published on valid Iranian sites and reports of some service providers in 2017 after the earthquake in Kermanshah.ResultsThe most important strengths of post-earthquake services were the military force’s cooperation, people’s support, sending the popular aid and donations to earthquake areas, and the tremendous national support and religious sympathy among the people. Sending the popular aid and donations was such that they resulted in the blockage of communication routes, heavy traffic on the roads, and disrupted the relief and rescue efforts process. However, the most important weaknesses in the provision of services after this earthquake were the lack of preparedness of the government systems and the lack of orderly management for appropriate assistance and relief and, therefore, there was an inappropriate distribution of popular aid and donations among the earthquake victims.ConclusionProper coordination and service delivery after unexpected events in Iran have a considerable distance to reaching the desired point. Unfortunately, similar problems had also occurred in other earthquakes such as the Bam and Rudbar earthquakes. The repetition of these problems indicates the authorities’ lack of readiness and commitment to troubleshoot weaknesses in their emergency response plan. Community Health Insurance is one of the government programs for the people of Indonesia in obtaining treatment services at Puskesmas. The program is very helpful for people who are low income and live below the poverty line. Indicators for the government in providing this service consists of 10 (ten) criteria that are House Ownership Status, Floor Area per Household Member, Type of Floor of House, Type of Wall House, Lighting House Used, Fuel Used, Frequency Of Eating In A Day, Ability Buy meat/chicken/milk in a week, Employment of head of household, Education of head of household. In the application, of course, has constraints in deciding who the participants who get the Jamkesmas service. With the application of one of Multi-Criteria Decision Making (MCDM) able to overcome obstacles faced by government. Some methods of MCDM such as Simple Additive Weighting(SAW), Weighted Product(WP), Weighted Sum Model(WSM) can solve this problem. By applying the WSM is relatively easy and fast, is believed to be able to get the best results.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Contracts are used to structure the legal relationship between government and private service providers. Contract also forms a new model both for relationships between public agencies and for the relationship between the government and the people it serves. The challenge for the government is to deliver services with integrity, with equity, and with efficiency. The challenge for administrative law is to provide forms of accountability that do what the law can do to promote those goals. This chapter discusses government by contract and proportionate administration, accountability and efficiency, capacity to contract, and how the law controls government contracts.

The recent breakthrough in Information and Communication Technologies(ICT) make the internet and e-mail as a basic service for the people of every country. The rapid growth in internet users and ICT market by the development of smart devices increase the challenges in hardware and networking management as well as effciency on software and services. Hence migration to new and latest technologies like software defned networking, cloud computing and IPv6 addressing become inevitable for the service providers throughout the world. Asia is the frst continent where shortage of IPv4 was faced. APNIC announced the depletion of IPv4 address on April 2011 [1]. Similarly the IPv4 pool on other Regional Internet Registries have already fnished except AFRINIC. With the shortage of address, Asian countries like Japan, China, India, Malaysia etc... have developed the government policies and national roadmap. They are under monitoring and evaluation of the private and public networks. European union and the American government put forward the priority on IPv6 network migration. In this paper a migration roadmap for Nepal is being proposed after reviewing the world’s IPv6 migration status, other countries policy and roadmap for migration planning as well as survey carried out with Nepalese telecom, internet market and government agencies .  Journal of the Institute of Engineering, 2015, 11(1): 67-78

Abstract According to Islamic Shari'a, holding a public office is not a right for an individual, but an obligation for the State. Therefore, the government, both the regional head and all its officials, must select the most suitable and most suitable person for every government job. It should not be made of nepotism by looking at kinship, friendship, or faction from any relationship with the eligibility of someone to hold a position .The existing rulers should appoint officials from the best people (al-ashlah), the Prophet said which means "whoever holds a Muslim's business (meaning being a ruler) then he appoints someone to be an official even though he knows there are more people good for (benefit) of the Muslims, then really he has betrayed Allah and His Messenger "(Ibn Taimiyah). If the head of state or other officials do not find the right person for a certain position, in this situation they must choose the person who is more representative. Representative here means the person who is the most appropriate from the one for each government position. And also in this selection process, the head of state and other officials must know about the standards of eligibility al-quwwah (strength) and al-amanah (trust). Al-Quwwah is the ability and feasibility of a job assignment. Whereas trusteeship is a behavior that focuses on the management process regarding the position or function of a position that is in accordance with Islamic Shari'a with the intention of only devoting to Allah and not based on fear of humans and expecting their self-interest. nominating yourself is required to convey the vision and mission and the state program that will be implemented. In this case, the community or community is very necessary to obtain information on the candidate pairs who nominate themselves, and the campaign that can be used as a means of communicating politics and public education. The leaders, servants of the State, civil servants or the military, judges and so on, are essentially representations of the voices of the people they lead. The leaders are no more than public servants who must devote and dedicate their leadership to the benefit of the people. The leaders are only representatives of the fulfillment of the rights of the people, so that they are obliged to run the government properly.    Abstrak Menurut syariat islam, memegang suatu jabatan-jabatan umum bukanlah hak  bagi individu, melainkan kewajiban atasnya bagi Negara. Oleh sebab itu, pemerintah baik kepala daerah dan seluruh pejabatnya harus menyeleksi orang yang paling cocok dan paling layak bagi setiap pekerjaan pemerintahan.Tidak boleh beerbuat nepotisme dengan memandang kekerabatan, persahabatan, atau golongan dari manapun yang tidak ada hubunngannya dengan kelayakan seseorang untuk memegang suatu jabatan.Para penguasa yang telah ada hendaknya mengangkat para pejabat dari orang orang terbaik (al-ashlah), Nabi bersabda yang artinya“barang siapa memegang suatu urusan kaum muslimin (maksudnya menjadi penguasa) kemudian ia mengangkat seseorang menjadi pejabat padahal ia mengetahui ada orang yang lebih baik bagi (kemaslahatan) kaum muslimin, maka sungguh ia telah mengkhianati Allah dan Rasul-Nya” (Ibnu Taimiyah).Apabila kepala Negara atau para pejabat lainnya tidak menemukan orang yang tepat untuk suatu jabatan tertentu, dalam keadaan ini mereka harus memilih orang yang lebih representative. Representative disini memiliki arti yakni orang yang paling tepat dari yang ada untuk setiap jabatan pemerintahan. Dan juga dalam proses penyeleksian ini, kepala Negara dan pejabat lainnya harus mengetahui tentang standar kelayakan  al-quwwah (kekuatan) dan al-amanah (kepercayaan).Al-Quwwah ialah kemampuan dan kelayakan suatu tugas jabatan. Sedangkan amanah, merupakan perilaku yang dititik beratkan pada proses  pengelolaan perihal jabatan atau fungsi dari suatu jabatan yang sesuai dengan syariat islam dengan niat hanya bertaqwa kepada Allah dan bukan berdasar pada ketakutan kepada manusia dan mengharap pamrih dari mereka.Didalam pelaksanaan kampanye, pasangan calon kandidat yang mencalonkan diri diharuskan untuk menyampaikan visi dan misi serta program kenegaraan yang akan dijalankan. Dalam hal ini, umat atau khalayak masyarakat sangat perlu untuk memperoleh informasi atas pasangan calon kandidat yang mencalonkan diri tersebut, dan kampanyelah yang dapat dijadikan sebagai sarana berkomunikasi politik dan pendidikan masyarakat. Para pemimpin, abdi Negara, pegawai sipil atau militer, hakim dan lain sebagainya, pada hakikatnya merupakan representasi suara rakyat yang mereka pimpin. Para pemimpin tidaklah lebih dari pelayan masyarakat yang harus mengabdikan dan mendedikasikan kepemimpinannya untuk kemaslahatan rakyat. Para pemimpin hanyalah wakil akan pemenuh hak hak umat, sehingga mereka wajib menjalankan roda pemerintahan dengan baik.

Information on political relations between the government of the Emirate of Bukhara and the principalities of the Kashkadarya oasis in the early XIX-XX centuries is reflected in the works of local historians and Russian tourists, diplomats, the military. Local historians such as Muhammad Mirolim Bukhari, Muhammad Siddiq, Mirzo Abdulazim Somi, Mushrif Bukhari, Ahmad Donish, Mirzo Salimbek, who lived and worked during this period, were government officials and dedicated their works to the reigns of the Mangit emirs.

The article presents an analysis of the conceptual and medical context of the book “Sakhalin Island”, examines Chekhov's attitude to medicine and literature, and analyzes various (including foreign) approaches to studying medicine and problems of colonization in literary texts. The topic is also relevant because, as we know, in the XIX century publicism was rather restricted by the government, both in the choice of topics and in the ways of their coverage. In many ways, literature took on the role of defender of ordinary people, including exiled convicts. The authors examine how, in addition to the lack of basic medical care, poor sanitation, and the specific local conditions causing various illnesses in people unaccustomed to Sakhalin climate, these people had feelings such as loneliness, melancholy, despondency, and unwillingness to live - in short, all the symptoms that are now commonly referred to as depression and psychopathology. Through a number of literary devices, A. P. Chekhov creates a satirical effect and disavows the authorities' allegations. The authors show that the focus of Chekhov's book is on the living conditions of the people and the serious mistakes made by the state during the exploration of Sakhalin. Comparing Chekhov's observations with statistics and factual data from other sources, the authors emphasize that government officials do not understand the importance of Sakhalin for Russia, the need to develop its natural resources, the inadmissibility of ignoring local ethnic and cultural conditions, the neglect of people, etc. The article concludes that Chekhov's observations are closely related to legal, economic, and historical records of the time.

Like many other African military forces, the Gabonese national army was a direct offshoot of a colonial army—the French one, in this case. Like many of their former brothers in arms on the African continent, the Gabonese military has had difficulty finding their bearings in the newly independent nation, with which they have experienced no bonding. A coup carried out by a handful of officers in 1964 dealt an early blow to the development of civil‒military concord. As of 1965, the political leadership, then firmly in the hands of the Bongo family, made sure it would keep the military under control. An important part of the security belt created by the Bongo regime was the propping up—and corresponding generous endowment—of a Presidential Guard and the paramilitary forces of the Gendarmerie. With the regime feeling more and more secure, among other reasons thanks to the agile management of an extensive patronage system fuelled by the country’s oil wealth, the army was allowed to grow and develop somewhat, although it never reached the capacity to defend the country’s sovereignty against any serious threat. Over the more than four decades of Omar Bongo’s rule (1967‒2009), Gabon’s defense remained outsourced to France through a range of initially secret and later publicly “legitimized” defense treaties. Occasional tensions, such as in the mid-1970s, did not significantly alter that pattern. With its security firmly guaranteed by the Garde Républicaine, the Gendarmerie, and the French, the regime worked to integrate the army into its control system. This was done though accelerating creation of a large number of senior officers’ posts, and these officers were gratified with honors, financial rewards, and at times official government posts. Meanwhile, the rank and file were kept at bay. Consequentially, a two-tier army that mirrored the country’s sociopolitical makeup evolved. Small pockets of professional soldiers did emerge in the country over the years, especially among up to colonel-rank commissioned officers, who benefited from excellent training abroad and were able to perfect their skills on peacekeeping operations. However, professionalism did not percolate through the institution. In 2020, 10 years into the reign of Omar Bongo’s son, Ali, the relationship of the military to the political power is unclear. On the one hand, the army may be an instrument of repression used by a ruling elite that is less and less benevolent in distributing benefits because it has lost the resources to do so. Such was the case in response to unrest after the 2016 elections. On the other hand, it cannot be excluded that part of the army’s lumpenmilitariat could side with the people in a revolt against the government. Because the legitimacy of the clientelist order is under duress, the coercive force provided by the carriers of arms can provide one line of defense, but the military may also turn against their increasingly anemic patron.
