In the United States, women have long held the right to vote and can participate fully in the political process, and yet they are underrepresented at all levels of elected office. Worldwide, men’s dominance in the realm of politics has also been the norm. To date, scholars have focused on supply-side and demand-side explanations of women’s underrepresentation but differences in how men and women assess electoral risk (the risk involved in seeking political office) are not fully explained. To fill this gap, I explore how evolutionary theory offers insights into gendered differences in political ambition and the evaluation of electoral risk. Using the framework of life-history theory, I hypothesize that both cognitive and environmental factors in human evolution, particularly as they relate to sexual selection and social roles, have shaped the psychology of ambition in gendered ways affecting contemporary politics. Cognitive risk-assessment mechanisms evolving in the hominid line came to be expressed differently in females and males, in women and men. These gendered expressions plausibly reflect differentiable environmental pressures in the past and may help explain behaviors in and barriers to women’s electoral political activity in the present. If so, then the success of efforts to increase such activity — or, regressively, to suppress it — may be better understood.

Occasional references to the old radical teaching that “all politics is local” notwithstanding, American political scientists have by and large treated the study of local politics as a subject of much lesser importance than national politics. The standard introductory course in “American democracy” has a national focus—often it is exclusively national. Briefly, in the late 1960s and early 1970s, the study of “urban politics” occupied a more prominent place in the discipline, but interest has waned. The priority concern in both teaching and research continues to be American national government and politics.This narrow focus leads to a distorted and truncated view of American democracy. Despite increased nationalization, state and local government has been and remains a basic element in the practice of American politics. The productivity and creativity of democracy in America are outcomes, not simply of a national political process, but of a complex system of governance in which local collective action provides much of the energy and initiative for addressing public problems. A vast amount of political activity in the United States is channeled through state and local institutions, where much of the work of public problem solving is done.

While the candidate emergence literature has provided explanations as to why women do not run or think about running for office, we are still learning about the reasons why they do. This question is of interest for the political candidacy of Black women, as this group is most represented among women of color in political office and their numbers continue to grow. Furthermore, because there is evidence that Black women’s entry into politics is distinct from other groups, it is important to explore how Black women come to participate in politics. The authors examine the extent to which Black women’s level of civic engagement influences their likelihood of considering political office compared to other groups of women. They theorize that running for office is a form of political participation and that previous political activity can act as a predictor for political ambition. The authors explore the likelihood that civic engagement matters for Black women being asked to run and considering running for office on their own. Using data from the 2016 Collaborative Multiracial Post-Election Survey (CMPS), a unique dataset that provides a large and generalizable sample of racial and ethnic groups in the United States, the authors examine political ambition beyond the groups that have traditionally run for political office. In sum, our data indicates that political participation significantly predicts being asked to run and thinking about running for office. These results reveal the importance of thinking beyond the traditional candidacy pool and how sociopolitical factors matter for key determinants of seeking political office (being asked and having considered running).

As the United States and many European nations struggle with mountains of debt, historical precedents can offer valuable insights. This book looks at one famous case—the debts and defaults of Philip II of Spain. Ruling over one of the largest and most powerful empires in history, King Philip defaulted four times. Yet he never lost access to capital markets and could borrow again within a year or two of each default. Using detailed new evidence collected from sixteenth-century archives, the book examines the incentives and returns of lenders. It provides powerful evidence that in the right situations, lenders not only survive despite defaults—they thrive. It also demonstrates that debt markets cope well, despite massive fluctuations in expenditure and revenue, when lending functions like insurance. The book unearths unique sixteenth-century loan contracts that offered highly effective risk sharing between the king and his lenders, with payment obligations reduced in bad times. A fascinating story of finance and empire, this book offers an intelligent model for keeping economies safe in times of sovereign debt crises and defaults.

In Chapter 7, we profile the global pattern of sexual violence. We will consider conflict rape and transitional justice response in Peru and Colombia, along with the plight of women displaced by conflict from Syria and Central America, and limited international policy response. State-sponsored sexual violence and popular resistance to reclaim public space will be chronicled in Egypt as well as Mexico. We will track intensifying public sexual assault amid social crisis in Turkey, South Africa, and India, which has been met by a wide range of public protest, legal reform, and policy change. For a contrasting experience of the privatization of sexual assault in developed democracies, we will trace campus, workplace, and military rape in the United States.


This volume seeks to initiate a new interdisciplinary field of scholarly research focused on the study of right-wing media and conservative news. To date, the study of conservative or right-wing media has proceeded unevenly, cross-cutting several traditional disciplines and subfields, with little continuity or citational overlap. This book posits a new multifaceted object of analysis—conservative news cultures—designed to promote concerted interdisciplinary investigation into the consistent practices or patterns of meaning making that emerge between and among the sites of production, circulation, and consumption of conservative news. With contributors from the fields of journalism studies, media and communication studies, cultural studies, history, political science, and sociology, the book models the capacious field it seeks to promote. Its contributors draw upon a variety of qualitative and quantitative research methods—from archival analysis to regression analysis of survey data to rhetorical analysis—to elucidate case studies focused on conservative news cultures in the United States and the United Kingdom. From the National Review to Fox News, from the National Rifle Association to Brexit, from media policy to liberal media bias, this book is designed as an introduction to right-wing media and an opening salvo in the interdisciplinary field of conservative news studies.

This chapter presents the book’s macrolevel findings about the architecture of political communication and the news media ecosystem in the United States from 2015 to 2018. Two million stories published during the 2016 presidential election campaign are analyzed, along with another 1.9 million stories about Donald Trump’s presidency during his first year. The chapter examines patterns of interlinking between online media sources to understand the relations of authority and credibility among publishers, as well as the media sharing practices of Twitter and Facebook users to elucidate social media attention patterns. The data and mapping reveal not only a profoundly polarized media landscape but stark asymmetry: the right is more insular, skewed towards the extreme, and set apart from the more integrated media ecosystem of the center, center-left, and left.

The chapter examines the fairness claim of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (LARR), 2013. The author uses the utilitarian fairness standard proposed by one of the most influential American constitutional scholars of the twentieth and twenty-first centuries, Frank Michelman, whose study of judicial decisions from an ethical perspective by introducing the concept of “demoralization costs” has shaped the interpretational debate on takings law in the United States. Michelman’s analysis is particularly relevant for the land question in India today since there is a widespread feeling that millions of people have been unfairly deprived of their land and livelihoods. The chapter looks at the role of the Indian judiciary in interpreting the land acquisition legislation since landmark judgments affect the morale of society. It concludes that using Michelman’s standard would help in bringing about greater “fairness” than what the new legislation has achieved.

Political Community in Revolutionary Pennsylvania challenges the ways we understand popular sovereignty in the American Revolution, demonstrating how ordinary citizens wielded significant political power. Previous histories place undue focus on either elite political thought or class analysis; on the contrary, citizens cared most about the establishment of a representative, publicly legitimate political process. Popular activism constrained leaders, creating a system through which governmental actions were made more representative of the will of the community. This book analyzes developments in Pennsylvania from 1774, and the passage of the Intolerable Acts, through to 1800 and the election of Thomas Jefferson. It examines the animating philosophy of the Pennsylvania state constitution of 1776, a “radical manifesto” espousing a vision of popular sovereignty in which government was devolved from the people only where necessary. The legitimacy of governmental institutions rested on their demonstration that they operated through popular consent, expressed in a variety of forms of popular mobilization. This book examines how early Americans interacted with the power structures shaping the world in which they lived, recasting the nature of the American Revolution and illuminating the origins of modern American political practice. It investigates how political mobilization operated inside and outside formal channels of government. Mechanisms of popular mobilization helped a diverse population mediate with governmental institutions, providing the foundation of early American power. Histories that ignore this relationship miss one of the most significant founding characteristics of the United States—the importance of popular politics and democratic practice in the establishment of American government.
